On 05/10/2022, I conducted an unannounced onsite inspection at Kidz Kondo Learning Center. During the onsite inspection, I interviewed Melonie Delisle, three year classroom lead caregiver. Ms. Delisle works from 7:30a.m. to 3:30p.m every day and no one else works with her in the three year old classroom. I asked Ms. Delisle if she was aware of children being hit or mistreated at nap time. Ms. Delisle stated, "that's insane" and denied ever hitting a child or mistreating a child. She did not know where the allegations stemmed from and denied ever hearing or seeing anything like that at the center. Ms. Delisle did not match the description of the child care staff members allegedly involved. I then met with the program director, Cathy Higgins, who is the lead in the GSRP classroom. Ms. Higgins confirmed that she also has three year old children in her class. I informed Ms. Higgins of the allegations in the complaint and she denied knowing anything about child care staff members hitting a child at nap time. She had not received any parental or staff complaints regarding children being hit or inappropriately disciplined. Parents and volunteers are currently not allowed in the building so she was confused as to where the allegation was coming from and who the allegations were against. 3 I then met with Manisha Russell, child care staff member in the GSRP classroom. Ms. Russell also denied ever hearing or seeing a child care staff member hit a child. She had no idea where the complaint was coming from and was not aware of any parental complaints. I then met with Sherry Arrington and Monica Kelly in the infant/toddler classroom. Both Ms. Arrington and Ms. Kelly denied that there are any children in the room who have trouble falling asleep. They denied ever hitting a child to make them fall asleep or ever witnessing any other child care staff member hit a child. Ms. Arrington indicated that when a child has trouble at nap time, but the child is allowed to just lay on the cot. On 05/10/2022, I received a telephone call from Ms. Blannon. Ms. Blannon stated she was informed of the allegations in the complaint. She denied ever hearing any allegations of children being hit or mistreated. She thought perhaps a disgruntled parent who left back in February 2022 may have made the complaint. I explained that the incident alleged in the complaint occurred sometime at the end of April 2022. Ms. Blannon again denied knowing anything about the allegation and denied ever receiving any staff or parental complaints regarding any child care staff members. Parents and visitors are not allowed in the building so she could not understand how anyone could have witnessed the incident. On 05/11/2022, I interviewed Complainant for clarification. Complainant indicated she did not observe the incident, but was informed about it from another person. Complainant provided contact information for the person who was present. On 05/11/2022, I contacted Witness 1 who indicated that Witness 2 was the person who was present during the incident. On 05/11/2022, I conducted a telephone conference with Witness 1 and Witness 2. Witness 2 explained that she heard what sounded like a slap coming from the room adjacent to the GSRP classroom. Witness 2 could not say what classroom it was, only that it was next to the GSRP room. She could not see the child care staff member involved, but she heard a "pop, pop, pop" then a child care staff member say, "I'm not playing with you." Witness 2 thought the child may have been a girl because the child care staff member was saying "She keeps getting up." Witness 2 did not know the names of the child care staff members or children in the classroom but was able to give a physical description of the child care staff members. The description matched the child care staff members in the infant/toddler classroom, not the three year old classroom or the GSRP classroom. Witness 2 explained that Ms. Higgins also heard the incident and asked, "What w
