On 6/13/2025, Child A reported that Child B touched her genitals on the outside of her clothing for three seconds while two other children were looking away. Child B has cognitive and motor planning delays. He often grabbed a person's hand as a way to gain their attention. Child B did not exhibit any aggressive or concerning sexualized behaviors in the past. Reva McWilliams and her child care staff member did not have reason to believe that Child B would require direct line of sight supervision prior to this allegation being made.
