On 111112021; both and I conducted a joint unannounced onsite inspection. We inter'iewed Ms. Schroeder. She was asked if she ever yelled at children or told children that they were "dumb as rocks." Ms. Schroeder denied yelling at children, however she said she has called herself "dumb as rocks" in the past. She stated she has never called anyone "dumb as rocks before." I asked Ms. Schroeder to explain her discipline policy. She stated that Child B tends to N not listen. She said will not answer her when does not want to do something. For 0 exam le, today she uld to go to bed and "cover up" (with a blanket).. stood up from bed and started to cry, so she asked "Want to be cold? That's fine." She said s e has covered Child a's mouth to get to stop crying and be quiet, but that she only covered mouth with her fingers, no her hand, and that she does not press down on face with her fingers. She said she has done this a few times. When Child B has a tTf& tantrum, she ask to go into the other room (living room or kitchen). Child 8 is told when, is all done crying,, can come back (to the room she is in). Ms. Schroeder said two-year old children that are not listening to her are asked to take a break to calm down. Ms. Schroeder pointed to the door wall between the dining room and kitchen and informed me children take a break on the floor between the two rooms. Ms. Schroeder said she gives time out to children that are two-years old and up. They will sit down according to their age. (For example, a two-year-old will sit for two minutes.) She stated that she uses redirection for children two-years old and under. I received and reviewed a copy of Ms. Schroeder's discipline policy. The policy stated that time out and a discussion of behavior with children when age appropriate (2 and over) is used. Older children will use a sticker removal system, which consists of removing stickers when rules are broken_ Children may spend some time in their bed to think about their behavior. She may take away privileges. Infants 24 months will be distracted and told ` no." Ms. Schroeder will talk to children's parents as needed. There are 10 additional rules listed. Both and I asked Ms. Schroeder if Child A was ever placed too hard in her highchair." She denied ever placing a child too firmly in a highchair due to frustration. She said if children were placed too firmly in their seat, it was because they wiggle loose, or if she tried to place children in the seat at a weird angle. I observed snack and play time. Ms. Schroeder interacted with the children in care, a ear-old ~_ and Child B. Ms. Schroeder sat at the table with the ■-year-old child. hill B played with toys in the living room. I attended the interview PtappWone. informed Child B's mother of the allegation that Ms. Schroeder placed her fingers over Child B's mouth to quiets. Child B's mother said she was aware that loos. Schroeder disciplined Child B in this manner. She said she has no concerns with MS. Schroeder or the care that she provided to Child B. On 01/26/2021 1 called the complainant and left a voicemail message. A return call was nI On 2/11/2021, 1 conducted a second onsite inspection. I showed Ms. Schroeder the l received from Ms. Schroeder confirmed that she yelled at children, She stated"sewas not sure why she told Child A and Child B that, 'It was nice to not have to yell at any bad kids," or why she said, "...dumb as rocks" to children. She stated she gets frustrated when children do not listen to her when she asks them to do something. Ms. Schroeder said, Child B needed a lot of reminders to hold ■ spoon correctly during mealtimes.
