Child A's Grandmother stated that on 03/31/2022 at 12:05 p.m., she entered the home of Brianna Davis through the basement door. The door was unlocked. The children were all asleep. The room was completely dark with no light on. There was no child care staff member present. Child A's Grandmother stated that she stood in the area for three to five minutes and no child care staff member appeared. She was concerned because she could have taken or hurt a child, and no one would have known. Child A's Grandmother stated that she did not check the other areas of the basement to see if someone was present. Child A's Grandmother walked out of the home and texted Child A's Mother to have her call Ms. Davis to let her know that Child A's Grandmother was there to pick up Child A. About one minute later, a child care staff member opened the door and let Child A's Grandmother into the home. Child A's Mother stated that on 03/31/2022 she contacted Child A's Grandmother and told her that Child A needed to be picked up from child care immediately. Child A's Mother had a disagreement with Ms. Davis regarding the food Child A was served and so she wanted him to be picked up. Later Child A's Mother was contacted by Child A's Grandmother who informed Child A's Mother that she was at the child care to get Child A. Child A's Mother texted Ms. Davis to inform her that Child A's Grandmother was at the home to pick up Child A. 3 On 04/01/2022, Ms. Davis received a text message from Child A's Mother that Child A's Grandmother was at the child care to pick up Child A. She knows it was 04/01/2022 and not 03/31/2022 as she still had the text message. She indicated to Child A's Mother that she would have Ms. Cheyenne Knigge, child care staff member, let Child A's Grandmother in. There were five children present, including Minor Household Member 1. Ms. Knigge was supervising them in the basement while they slept. Ms. Davis stated that the parents primarily use the basement door entrance of the home. The doors to her home are always locked and parents either text her or knock at the door to get let in. Ms. Davis stated that no parent should be walking into her home uninvited. Ms. Davis stated that she always has a child care staff member working with her. She was not aware of a child care staff member not being in the basement with the children. She added that the only time there might not be a child care staff member downstairs if is they have to use the restroom quickly. Ms. Knigge stated that on 04/01/2022, she was downstairs watching the children in care while they slept. She had to use the restroom, so she had Ms. MacKenzie Williams, child care staff member, who was on her lunch break, come downstairs to supervise the children while she used the restroom. When Ms. Knigge came back to the basement, Ms. Williams told her that there was someone at the door. Ms. Knigge stated that Ms. Williams just started working at the child care and didn't know the parents well, so wasn't letting parents in the child care at that time. Ms. Knigge also stated that the curtain was drawn across the basement patio door and the door was locked. Ms. Knigge let Child A's Grandmother into the home. Ms. Knigge stated that the doors to the child care are always locked. Parents either text when they arrive or knock on the door to be let in. Only one parent is allowed inside at a time due to COVID-19. Ms. Williams stated that she was working at the child care on the day that Child A's Grandmother picked up Child A from care. She was on her lunch break on the main level of the home right before Child A's Grandmother arrived. Ms. Knigge was downstairs supervising the children while they slept. Ms. Knigge came upstairs because she needed to use the restroom. Ms. Williams walked down the stairs to supervise the children while Ms. Knigge used the restroom. Child A's Mother stated that Ms. Davis informed her that after Child A turned 1, she could no longer feed him breast milk and purees for his meals. Child A's Mother stated that Child A was fed items like fries and Cheez-its for meals. She stated that Child A will play with that type of food but will not eat it. This is why she continued to feed him food pouches. Child A's Mother told Ms. Davis that she had a doctor's note from Child A's doctor indicating that he could continue to be served breast milk and food pouches. Child A's Mother also stated that Child A does eat some table food. 5 Ms. Davis stated that Child A started attending the home child care when he was 9 months old. At that time, he was primarily getting breast milk bottles for nutrition. Ms. Davis questioned whether Child A should be transitioning to solid food, but Child A's Mother stated that she took Child A to the doctor and the doctor did not have any concerns about what Child A was being fed. Ms. Davis stated that she provides the food for the children in the child care as part of her contract since she participates in the child and adult care food program. At first, she had to teach Child A how to feed himself as he didn't know how to grab the food, but he quickly learned and seemed to enjoy eating solid foods. Child A's Mother would continue to send breast milk for Child A to drink and food pouches with pureed food. Child A seemed to prefer the solid food. He started refusing to eat the pouches. Child A's Mother wanted him to drink six to eight ounces of breast milk at a time, but Child A was only drinking four to five ounces as he was choosing to eat the solid food instead. Child A's Mother and Ms. Davis had several conversations regarding the food that Child A ate at the child care. Ms. Davis informed Child A's Mother that she has nutritional requirements that she has to meet when serving food to the children since she participates in the food program. When Child A was about to turn 1 year old, Ms. Davis spoke to her food program representative to ensure that she was following the rules correctly. Ms. Davis was informed that the only way to not follow the guidelines was if there was a medical condition that prevented the child from being able to eat the required food. Ms. Davis stated that Child A did not have a medical condition, it was a parental preference. Ms. Davis texted Child A's Mother and informed her that she would no longer be able to provide the pouches and breast milk to Child A after he turned 1 year old since they did not meet the nutritional requirements of the child and adult care food program. Ms. Davis stated that she had several discussions with Child A's Mother during the time that Child A attended care regarding several topics. Child A's Mother did not seem to feel comfortable with the policies of the child care. At one point she requested that Ms. Davis have the child care staff members drug tested. She also argued with Ms. Davis about Child A not being sick after he vomited several times. He ended up having COVID-19. Ms. Davis told Child A's Mother that if the child care was not a good fit for her family, that she should find alternate care. Ms. Davis provided me with the text messages that she exchanged with Child A's Mother regarding Child A not being able to be offered breast milk and pureed pouches at the child care. On 04/01/2022, Ms. Davis texted Child A's Mother and indicated that she spoke to the food program. She stated that once Child A turned 1 year old, she needed an actual medical diagnosis to deviate from the required approved menus. This would include providing vitamin D milk instead of breast milk. The food program representative stated that if Child A's Mother wanted to continue the breast milk and purees, they would need to be provided to Child A before and after care. On 02/15/2021, Ms. Davis called Cheryl Gillespie, licensing consultant, to report that Minor Household Member I and a child in care had shown each other their .. Ms. Victoria Henderson, unsupervised volunteer, was with Child B, Child C. and Minor Household Member 3 in the playroom, which is not visible from the living room. When Ms. Davis walked into the living room Child A and Minor Household Member 1 were sitting about a foot apart playing.
