R 400.8131 · R 400.8131 1 Professional development requirements. (2) Child care staff members shall have training that includes information about prevention of sudden infant death syndrome and use of safe sleep practices before caring for infant and toddlers.
On 11/01/2021 I conducted an unannounced onsite inspection to Living Hope Community Church, Brighter Beginnings center. There were only two classrooms open with children, including the infant and waddler rooms. I observed a one-year-old child sleeping on a cot and two infants, awake in bouncy chairs with 2 two child care staff sitting on the floor next to them in the infant room. Two children were sleeping on cots with one child care staff member present in the waddler room. I interviewed program director, Rachelle Miller, and child care staff members, Jenna Witherspoon, Olivia Emery, and Dawn Morgan. I obtained child information cards, the parent handbook, employee handbook, professional development plan for the center staff, and reviewed each of the staff's training records on MiRegistry (MiRegistry is a resource for supporting, tracking, and training individuals in the Michigan early childhood and school-age workforce through Department of Education). Ms. Miller is the program director at the center. She denied that staff were not trained on all required topics per licensing rules and that verification of all of the staff's training can be found on MiRegistry. Each staff member has a profile, and all training is completed on MiRegistry or completed and input into MiRegistry. Ms. Miller indicated that six out of the nine staff were certified in CPR/first-aid but all staff are trained in it with cards on file. I asked Ms. Miller why she thought someone would say that staff were not trained in a complaint, and she reported that they had terminated a staff member approximately a month ago that was not happy with the center and that would be her guess. I reviewed the professional development plan for staff. The center requires their staff to complete 24 hours of annual training related to early childhood and child development. Before caring for children, staff must complete an orientation on center policies and procedures and recognition of and reporting of child abuse/neglect. Prior to working unsupervised with children, staff must complete trainings on prevention and control of infectious disease and immunizations, shaken baby syndrome, abusive head trauma and maltreatment, sudden infant death, and safe sleep practices. Within 60 days of hire, staff must complete infant, pediatric, & adult CPR training/first aid. Within 90 days of hire, staff must complete the other requirements of health and safety trainings (MiRegistry course 1 and course 2), including administration of medication, prevention and response to emergencies due to food and allergic reactions, emergency preparedness and response, child development, building and premises safety, handling and storage of hazardous materials and appropriate disposal of bio-contaminants. Ms. Witherspoon is a child care staff member in the infant room and has worked at the center for approximately a year. She reported that she had CPR/first-aid training about a year and a half ago and health/safety course 1 and course 2 and infant safe sleep a year ago when she was hired at the center. Ms. Witherspoon also just completed the health and safety training refresher for 2021 and indicated all records of her training and education are in MiRegistry on her training record. Ms. Emery is a child care staff member in the infant and waddler rooms and has been employed with the center since August 2021. She reported that she was trained on infant safe sleep and the health and safety trainings when she was hired and a refresher this year, all are under her training record in MiRegistry. 3 Ms. Morgan is a child care staff member that floats between all classrooms. She has been employed with the center since August/September 2021 but prior to this she operated her own child care home for 20 years. Ms. Morgan reported that she completed her health and safety trainings, course 1 and course 2, when the licensing rule went into effect as she had a licensed child care home . I reviewed the trainings records of all current staff employed at Brighter Beginnings on MiRegistry. Each staff member had completed health and safety trainings, courses 1 and 2, which includes prevention and control of infectious disease and immunizations. All staff reported they completed the health and safety trainings and refreshers on MiRegistry in the timeframes required.

(10) All child care staff members who work directly which children are required to be trained in first aid and pediatric, child, and adult cardiopulmonary resuscitation (CPR) within 90 days of being hired. Prior to issuing a license to operate a child care center, and prior to the renewal of a license, the department shall verify that at least 50% of the child care staff members who work directly with children are currently certified in first aid and pediatric, child, and adult CPR. Each of these child care staff member's first aid and CPR certificates must be valid and retained on file in the center. INVESTIGATION: On 11/01/2021 I conducted an unannounced onsite inspection to Living Hope Community Church, Brighter Beginnings center. I observed three children in the infant room, only one child sleeping. That child was a one-year-old and was asleep on a cot. The other two infants were awake in bouncy chairs with two child care staff sitting with them. There were two children sleeping on cots in the waddler room with one child care staff member present. Ms. Miller denied that staff are instructed to put infants to sleep on their stomach, and that they are instructed to place infants on their back in the crib with nothing in the crib with the infant. If the infant rolls over to their stomach, they are immediately placed on their back again, unless they have demonstrated they are developmentally able to roll between their back and stomach regularly. All staff are trained on infant safe sleep and safe sleep practices are used with all infant children. Ms. Witherspoon, Ms. Emery, and Ms. Morgan denied that they or other staff are instructed to place infants on their stomachs in the cribs. The three staff were able to tell me all the rules/guidelines for safe sleep and indicated all infants are placed on their backs in the crib. Ms. Witherspoon, Ms. Emery, and Ms. Morgan reported no children have special sleep instructions from a physician in the classroom. On 12/10/2021 I spoke with Child A, Child B, Child C, and Child D's Mothers. All parents interviewed reported no concerns with infant safe sleep and the infant classroom staff. Child A and Child B's Mother has observed the children sleeping safely in their cribs when she has been present in the infant room for her own children. Child C's Mother indicated the center will sometimes send her pictures of Child C when she is sleeping and looks cute, and she is always on her back in the crib. On this same day I spoke with Ms. Simmons. Ms. Simmons reported that she and the other center staff take safe sleep very seriously. Staff are always checking in on sleeping children in their cribs to make sure they are sleeping safely on their backs and breathing ok. She indicated that safe sleep is trained at hire and is constantly a topic of discussion in the infant room. On 12/20/2021 I spoke with the complainant. The complainant reported that she was told from a former employee of Brighter Beginnings that they instruct their staff to place children on their stomachs. She has not observed this first-hand.

On 11/01/2021 I conducted an unannounced onsite inspection to the center. I did not observe any children sleeping unsafely. The program director, child care staff, and licensee were interviewed. All denied infant children are put to sleep on their stomachs or that they were instructed to do so. All staff follow safe sleep rules/guidelines and place infants on their back in the crib. The parents interviewed did not have concerns with the infant classroom. Child A, Child B, and Child C's Mothers have observed children being slept in a safe and appropriate manner.
