On 5/3/2023, I conducted an unannounced inspection to the child care center. I interviewed program director, Audrey Newby. She is unaware of the allegations regarding Child A. Child A is no longer enrolled at the center. She was under the impression Child A was out sick. Child A was enrolled on the lower level preschool. He usually arrived from 9:00 a.m. to 6:30 p.m. There are several child care staff members who work on the lower level. Child A had a sibling enrolled in the infant room with Ms. Newby. Ms. Newby stated that licensee, Darrlisha Newby contacted Child A's Mother and was informed she moved. She stated that was the reason the children were no longer attending. Ms. Newby stated that she checks on her staff at 11:00 a.m. and 3:00 p.m. because she works in a classroom. She does not have access to the video footage, but licensee, Danlisha Newby does. and myself, interviewed Darrlisha Newby by She phone. stated thatshe reviewed video footage of Child A's last day at the center and did not observe anything inappropriate happen to him. She provided a video clip of Child A with a group of children, which showed him standing around and not crying. This was the last time he was present at the center. Child A's Mother picked Child A up and never said anything. Child A does not very well, so she was surprised about the allegation. Child A's Mother was contacted whenever there were issues with him, and she would speak with him on the phone. Child A told one of his teachers that he did not take orders from her. When Child A was asked to lie down during nap time, he would say "no" and his mother would be called so he could speak with her on the phone. He eventually began to lie down without it being an issue. Child A's Mother dropped Child A off one morning and mentioned that food was served that Child A did not like. She asked if there were alternatives. She was informed that food substitutions are provided for children who are picky eaters. Child A's Mother told Child A if there is something served, he did not like to let his teachers know so they could find him something else to eat. On 513/2023, I interviewed CCSM 1. CCSM 1 said children are removed from the group when they misbehave and are placed with the assistant until behavior changes. They are given a toy to play with. Child A never followed instructions. He did not listen and told staff what he would not do. CCSM 1 has never observed Child A being hit by any staff. She has never observed him to be pulled by anyone. CCSM I said Child A does not like the food that is served. Sometimes he would just look at the food and say he does not like it. CCSM not present during breakfast us and she leaves when snack is served. 1 Can 51312023, I interviewed CCSM 2. CCSM 2 said when children are m is behavving, she speaks with the child and change the subject so they can relax. Child A plays alone for the most part. If another child takes a toy away from him, he gets upset. She has not observed any staff hurt Child A. CCSM 2 said Child A does not like the food and will not eat. Even when the food is substituted for him, he still does not eat. He eats fruit cups and drink some milk. Child As Mother asked if Child A eats at the center, and she was told he did not. She brought spaghetti from home for him to eat. On 5/312023, I interviewed CCSM 3. CCSM 3 said She uses time out away from the other children as a discipline method. When someone says something to Child A, he responds by making a smart remark. He played by himself and not with the other children. If a child took something away from Child A he would cry and when he gets the toy back, he would stop crying. She has not observed any staff use inappropriate discipline towards Child A. CCSIVI 3 said Child A does not eat the food. He eats a fruit cup and drinks apple juice. He did not eat the snack provided. He ate the spaghetti that his mother brought for him to eat. On 7/7/2022, I conducted an onsite investigation at Tiny Bliss Child Care along with child care consultant, Brandon Robinson. During my investigation, I interviewed licensee, Darrlisha Newby by phone. Ms. Newby stated that Christian Newby has not been at the center after she was informed during her last investigation that Christian could not be on the premises. Ms. Newby stated that everyone is aware that Christian is not allowed to be on the premises, so they make false complaints to hurt her. During our second phone conversation, Ms. Newby stated that Christian has not been working in the afternoon or overnight at the center. Licensing spends time on the wrong thing and does not care about the provider. On 7/7/2022, I interviewed child care staff member, Audrey Newby. Ms. Newby is the mother of Darrlisha Newby. Ms. A. Newby oversees the center when Darrlisha 3 Newby is not present. Ms. A. Newby stated that Christian Newby does not work at the center. She was on the center's premises delivering Doordash to her. Christian Newby called her to let her know that she received her order and would be delivering it. Ms. Newby stated that Christian did not come into the center but left the food on the table in the parking lot. Staff saw Christian Newby delivering food and assumed she was working there. Ms. Newby stated it was two to three months ago when Christian came to the center. She barely comes to the center and if she does it is to say hello. On 7/7/2022, CCSM, Habibal Loubai was interviewed by CCLB consultant, Brandon Robinson. She has been employed by Tiny Bliss Child Care for approximately eight months. Her schedule is Monday through Friday., 8:00 am to 3:00 pm. Ms. Loubai acknowledged seeing Christian Newby approximately two months ago, at the side door: however, she denied having any knowledge of her working in the facility. On 7/7/2022, CCSM, Victoria Wallace was interviewed by Brandon Robinson. She has been employed by Tiny Bliss Child Care for approximately two months. Her work shift is Monday through Friday., 9:00 am to 5:00 pm. Ms. Wallace denied Christian Newby at the center while she is working. On 8/11/2022, I interviewed complainant. Complainant stated that Christian Newby works upstairs and downstairs at the center. Her schedule was around 5:00 pm and has switched to overnight care. Licensing does not come out to the center for overnight care so she leaves before the other children arrive in the morning. She was last observed by the complainant in July. On 8/11/2022, I interviewed Child A's (4-year-old, male) Father. He is not aware of the names of the staff at the center. He stated that different staff open the door and he only recognizes them by face. Child A attended the center during the day. On 8/15/2022, I interviewed Child B (3-year-old, male) and C's (5-year-old, male) Mother. She is not aware of the names of the staff; she recognizes them by their face. Staff did introduce themselves to her initially, but she does not remember anyone name. Her children attended in the evening. On 8/15/2022, I interviewed Child D's (5-year-old, female) Mother. She stated there are three to four staff members she has observed when she drops off and picks up. She does not know anyone's names but can recognize them by face. Child D attends the center in the evening. On 8/15/2022, I interviewed Child E's (4-year-old, female) Mother. The parents stand in front of the building and are not allowed inside. She is familiar with Ms. Johnson because she is present when she picks up Child E at 2:00 am sometimes. Child E likes Ms. Johnson, but Child E's Mother is not comfortable with the center because she does not know all the people who are there with the children. On 7/7/2022, Ms. Loubai denied witnessing Ms. Newby drink alcohol on the job. On 7/7/2022, Ms. Wallace informed Mr. Robinson that she has never witnessed Ms. Newby drink alcohol on the job. She stated that Ms. Newby drinks coffee regularly. On 7/7/2022, I interviewed CCSM, Audrey Newby. She stated she does not drink alcohol at the center and she has not witnessed any staff drinking. They will be fired on the spot for drinking on the job. On 7/7/2022, I interviewed licensee, Darrlisha Newby. She stated it has never been brought to her attention that CCSM, Audrey Newby drinks alcohol on the job. On 8/11/2022, I interviewed complainant. Complainant was made aware that Ms. Newby drinks alcohol on the job by witnesses. I asked complainant if proof of Ms. Newby drinking on the job could be provided and to this date I have not received any proof or other witnesses to confirm. On 8/15/2022, I interviewed Child B and C's Mother, Child D's Mother and Child E's Mother. They do not have concerns with any staff at the center. They drop off and pick up from outside the building. On 9/19/2022, Ms. Daoudy stated that she does not work with Audrey Newby. She works downstairs with the preschool children and Audrey Newby works upstairs. ................................... ...................................................._........................................................

On 7/7/2022, Ms. Loubai informed Mr. Robinson infants are checked every two hours for wet diapers. They are also changed on an as needed basis for soiled or wet. On 7/7/2022, Ms. Wallace informed Mr. Robinson that her primary duties are caring for the infants in the facility. She said the infants are changed as needed and checked every two hours for soiled diapers. On 7/7/2022, I interviewed CCSM, Audrey Newby. Ms. Newby stated that she also works in the infant room. The children are changed every two hours through the rotation of staff. There is no documentation used to document diaper changes. No parents have come to her with concerns regarding their child's diaper not being changed. On 7/7/2022, I interviewed licensee, Darlissia Newby. She stated the children's diapers are checked and changed every two hours. On 8/11/2022, complainant stated that Child H (age unknown, male) diaper was not changed for five hours. Staff refused to change Child H diaper and he went home soaked. On 8/15/2022 and 8/25/2022, I attempted to interview Child H's Mother. I left messages for a return phone call. To this date, I have not received a return call. On 8/25/2022, Child F and G's Mother stated that she never had concerns regarding diaper changes when Child F was in the infant room. During my inspection, I observed one diaper change. I did not observe diapers to be wet or soiled.

On 7/7/2022, Ms. Loubai denied hearing any staff curse at children or witnessing any staff pinch the children. Ms. Loubai is unfamiliar with Stephanie Johnson because she works a different work shift (evening) and cares for a different age group of children. On 7/7/2022, Ms. Wallace stated she has never heard Ms. Newby or any other staff curse at the children. She also denied witnessing Ms. Newby or any other staff pinch the children. Ms. Wallace stated she and Ms. Johnson have different work shifts and Ms. Johnson works with a different group of children. She denied ever witnessing Ms. Johnson interact with the children, and stated she never heard a child or parent complain about Ms. Johnson's care. On 7/7/2022, I interviewed CCSM, Audrey Newby. She stated that she does not curse and has never pinched the children. Ms. Newby has never witnessed Ms. Johnson force children to stand during rest time. Children are allowed to lie down at rest time, and no one is told to stand. Children who are disruptive and do not nap are given tablets. She will have a meeting with staff if they are doing this. Ms. Newby has not witnessed Christian Newby throw food away as she stated Christian has not worked at the center in months. On 7/7/2022, I interviewed licensee, Darrlisha Newby. She was never made aware of the allegations. Ms. Newby stated these allegations are all untrue. Former staff made these allegations so they can try and hurt her. On 8/11/2022, I interviewed complainant. Complaint observed Ms. Newby curse at the older children and pinch the younger children. Complainant observed Ms. Johnson make Child J (3-year-old, male) stand or sit next to her until his mother arrived at 10:00 pm. Complainant observed Christian Newby throw children's food away. On 8/15/2022, I interviewed Child A and B's Mother, Child C's Mother and Child D's Mother. The children have never informed their mothers' Ms. Newby curse or pinch the children. I was informed Child A, B, C and D are old enough to inform their mothers' if this was going on at the center. On 8/25/2022, I interviewed Child F and G's Mother. She does not have any concerns regarding the center. She stated they both would tell her if she asked if the children were being mistreated. Child F likes Ms. Johnson and enjoys going there. She has not observed Christian Newby in several months working and her children would have told her if their food was being thrown away. She provides food sometimes because she has a picky eater, but the center provides all meals. On 8/15/2022 and 8/25/2022, I attempted to interview Child J and Child K's Mother. She has not returned my phone calls. On 9/19/2022, Ms. Daoudy stated she does not work with Audrey Newby, Stephanie Johnson and does not know Christian Newby. On 9/26/2022, I interviewed Ms. Johnson. She works with the older children from 4 p.m. to 10 p.m. and sometimes 4 p.m. to 6 a.m. When she arrives to work the children are taken outside weather permitted. The children wash their hands once back inside and sing songs. She turns the music on for them to dance. Dinner is provided between 5 p.m. and 6 p.m. She usually asks for helpers to set up the table for dinner. After dinner, the children watch a movie or an educational video while she cleans up. She has no more than 10 children ages range between 3 to 5 years of age. If there are more than ten children, then someone will assist her. She usually works alone. There is someone that comes in at 10 p.m. to relieve her if children stay overnight but she does not know the person's name. She has never forced a child to stand during rest time. She stated that would make her job more difficult if the child is not resting with the others.

On 04/22/2022 I conducted an unannounced inspection of the childcare center. I interviewed Childcare staff member, Audrey Newby. She is the mother of the owner/director and works primarily in the infant/toddler room. She denied any child care staff members are smoking on the premises. The center has a no smoking or vaping sign outside of the child care center. She stated some parents smoke marijuana before picking up their children. Someone may have thought the lingering aroma was from one of the child care staff members. She added that on a 2 separate note that the director, Darrlisha Newby, was considering adding a drug screen to her hiring process. While at the center I walk all around the grounds including the picnic table and parking lot. The areas were free of evidence of cigarette or marijuana smoking. While at the center I interviewed child care staff member, Deandra Coleman. She has worked at the center since September 2022. She typically works with children six weeks to one years old in the infant/toddler room. She denied any knowledge of child care staff members smoking while at work. She is aware of licensing rules that prohibit smoking on the premises and that she is aware of her mandated reporter responsibilities of report child abuse or neglect. While at the center I interviewed the program director/licensee, Darrlisha Newby. Before going into the allegations, she stated she believed the source of the complaint is a recently fired child care staff member who is also related to her. She recently fired her and hired that person's sister. Ms. Newby said to her dismay she has been attempting to employ her family. She said the former worker is disgruntled. Ms. Newby denied there is any smoking happening or permitted on the premises of the childcare center. On 06/28/2022 I interviewed Child B's (4-year-old male) mother and Child C's (2- year-old female) mother over the phone. They both said they are satisfied with the services they are receiving from the center. Child B's Mother denied any knowledge of smoking on the premises. She said she knows that some parents smoke before picking up their children, but she knows it is not permitted at the center. She denied smelling marijuana or any kind of tobacco at the center. Child C's mother denied she has ever had a concern about drug use at the center. She said she would not allow her child to attend if the child care staff members were high.

On 04/19/2022 I spoke with Licensing consultant, Erica Hogan over the phone. She denied any direct knowledge regarding Christian Newby's 3 eligibility status. I reminded her that I had previously investigated whether or not she was appropriate to work at the childcare facility. During the last investigation, the center elected to not have her fingerprinted and titled her a supervised volunteer which is permitted. I then reviewed the Child Care Background Check (CCBC) system to find that she had been fingerprinted and is not eligible. However. Christian is not connected to the center in CCBC. On 04/22/2022 I interviewed Audrey Newby who said her daughter Christian does not work at the center. She has not worked there for a while. I shared the allegation with Darrlisha Newby over the phone while at the center. She said this allegation keeps coming around about her sister. She said her sister used to be a supervised volunteer but is no longer working at the center. I reminded her of licensing rules as related to eligible volunteers and childcare staff members. While at the center I interviewed Ms. Coleman. She denied that Christian Newby has been working at the center. It was noted that she did not know the name stating that "nobody with the name works here". On 06/23/2022, I interviewed Christian Newby over the phone. She collects disability payments and no longer helps out at the center. She said she is tired of people "just being childish". I let her know that if she is not eligible to be at or work at a child care facility, she could be putting her sisters' licensure in jeopardy. She again said she no longer is at the center and is "more than halfway through getting things straightened out".

On 04/22/2022 during my interview with Audrey Newby she denied any knowledge of a time when a child has fallen out of a crib. While at the center over the phone Darrlisha Newby again said the source of the complaint just disgruntled and making things up. She denied any knowledge of a time when a child has fell out of a crib. She said all children are properly supervised. A child that is throwing things would be discouraged from such an activity. No child care staff member would let a child behave in such a way that could harm themselves or anyone else. Ms. Coleman recalled that on two separate they learned that two children were able to climb out of the cribs. Child B (11-year-old female) and Child C (1-year-old male) got out of their respective cribs, but they did not fall. Since learning that the two children can get out of the cribs they now sleep on mats. The two children identified were observed while at the center and were free of injuries or marks. When asked to identify which children are known to throw things, she stated that there was really only one that she can think of. She said Child D (4-year-old male) usually has to sit near his teacher during playtime to ensure he doesn't hurt anyone. She said he does have special needs and requires additional supervision that the center provides. On 06/23/2022 an exit conference was held with Darrlisha Newby over the phone. that children who allegedly got out of cribs may have been identified by Ms. Coleman. She maybe was not told about it as the children did not suffer any injury reminded her that mats or cots can be used for children over the age of one and should surely be used if the children can get themselves out of cribs. Ms. Newby 5 was receptive during the conference and said she is always working to maintain full compliance.

On 9/3/2021, I conducted an unannounced visit to the facility. I interviewed Ms. Audrey Newby, child care staff member. She confirmed the center had cases of RSV and HFM. She stated the viruses were in the infant room. Licensee, Ms. Lisa Newby informed all the parents via email. The infant/toddler rooms were currently closed for the week. The center was cleaned and sanitized. Children identified as having the virus would be returning on 10/3/2021 with medical clearances. On 10/4/2021, I interviewed Lisa Newby by telephone. She also confirmed RSV and HFM was diagnosis at the center. She sent all the parents an email blast which she provided me a copy of, informing them of the diagnosis. The infant/toddler room was 2 closed so they could clean and sanitize the room. She stated children who had medical clearances could begin returning to the center on 10/3/2021. I provided consultation to Ms Newby if this happens again to be sure to include symptoms parents should look for and information from the CDC. This was an anonymous complaint. There was no complainant to interview.

On 9/20/2021, I spoke to the complainant who stated he was given this information by one of his licensees. He did not have any further information to share. On 9/20/2021, I checked the CCBC website. Christian Newby was found not eligible 6/19/2019. She was resubmitted and has been in pending status since 12/2020. On 9/20/2021, I conducted an unannounced inspection at the center. Ms. Darrlisha Newby and Ms. Audrey Newby were both away from the building. While waiting for Ms. A. Newby to arrive, I asked CCSM, Keke if Christen Newby was there. She stated Christen Newby was a volunteer and was not present. When Ms. A. Newby arrived, I asked her if Christen Newby had been working at the center. She stated Christen Newby was a volunteer and comes to help when they are short staffed. She stated it was rare that she was called upon. I explained to Ms. A Newby that Christen Newby was determined not eligible through the Child Care 2 Background Check system and could not be a volunteer whether supervised or not discussed with her according to the statute in PA 116 she could not be on the premises of the child care center. On 10/5/2021, I spoke with Darrlisha Newby. I also explained to her that once an individual has been found ineligible, they cannot be on the premises of the child care center. If she disagreed with the findings of the CCBC, then she can resubmit Christian's findings and documents, but until she gets an answer, Christian is not to be a volunteer.

On 02/16/2021 I spoke with o who scheduled a joint investigation onsite at theRcFi care center. On 02/17/2021, we conducted an onsite inspection. I interviewed program director, Darnisha Newby. She said she was aware of the allegations being made. She reviewed the video record of the incident and saw no time when threw Child A to the ground. A mark was on left arm but that was not the arm that she grabbed. he said she is aware of the center's discipline and that she is a mandated reporter. When we discussed a better approach with ■, she agreed she could have used a different approach, but she did not feel she was wrong in her approach. A picture of Child A's right forearm was also obtained while at the center. The scabbed over 2-inch linear mark right arm was captured in the photo. A copy oni of the printed text message thread with Child A's mother was offered as evidence. In the text messages Mrs. Newby described the "very old scratch" and Child A's mother responded, "That's old. .That's fine you took pictures ck". On 02/17/2021 1 interviewed Child A and B's mother over the phone. She said Child B's -year-old }, called on cellphone after witnessing the incident. She I denied Child A needed medical treatment after the incident. She also said that the linear mark on Child A's right arm was old. I told her what was viewed on the video footage and asked if she had a chance to see it. Child A and B's mothers said she did not see the video and that her children would . She is still concerned about inappropriate discipline and inappropriate care of the other children. On 02/26/2021, 1 interviewed Child C's mother, Child D's mother, and Child E's mother over the phone. No parent had concerns about the care of their children. Child D's mother said she trust all the childcare staff members and would not have her child in care if she did not trust the facility. On 03/05/2021 an exit conference was held with Mrs. Newby over the phone. We discussed that could have first given Child A the opportunity to talk about m behavior followed by~getting up and walking unassisted to travel to the timeou area if needed. Mrs. e- y said she was considering implementing some sort of "hands-off discipline policy." I encouraged her to minimally do an annual discipline training with her employees to reviewed best practices, discipline policies, and licensing rules related to positive and appropriate discipline. On 01/06/2021 I conducted an onsite inspection. I interviewed Christian Newby while at the center. She said she is a volunteer not a childcare staff member. At the time of the interview, I observed her in room with three virtual learning school-age children and three infant/toddlers. She said she is always supervised by childcare staff member. When asked who was supervising her on that day she responded that she is a floater and goes where she is needed as a relief person. She said she is not fingerprinted because she is a volunteer. She denied having a criminal history that could make her ineligible to work at the center. 2 While at the center, I spoke with the program director and licensee designee, Darrlisha Newby, over the phone. Darrlisha said her volunteers are not printed nor are they unsupervised while working. She said if Christian was alone with children "it probably was only for a moment." I told her volunteers have to be supervised at all times and I suggested she have Christian fingerprinted so there wouldn't be any confusion in the future. On 03/04/2021 I called Darrlisha Newby to inquire as to the status of Christian's fingerprinting appointment. She again said Christian is a supervised volunteer which does not require her to be fingerprinted. I asked that she send me Christian's volunteer file and her written policy regarding screening and supervision of staff and volunteers. She emailed me a signed child/abuse and neglect statement, a DHHS clearance, negative tuberculosis test results, and current CPR/First AID training. All documents were reviewed and approved.

On 01/06/2021 I interviewed the complainant over the phone. She said Child A (9-year-old male) told her that a caregiver was talking inappropriately when she was talking about her weekend to another caregiver. On 01/06/2021 I conducted an on-site inspection. I interviewed childcare staff members, Stephanie Johnson, Racquel Robinson, Darisa Leonard, Brandy Ray, Christian Newby, and Vanessa Andrews. All of the childcare staff members denied having inappropriate conversations in front of the children. Raquel said her coworkers are more professional than that. I reminded them that although children may appear to be asleep that may not always be the case. I discouraged any kind of elicit conversation while in the presence of children. While at the center I interviewed the program director and licensee designee, Darrlisha Newby. She denied any knowledge of caregivers talking inappropriately in front of the children. She said all her caregivers are long-standing employees and well trained.

On 01/06/2021 the complainant said Child A is always complaining about being hungry at the end of the day. On 01/06/2021 Darrlisha Newby said the center is never lacking in food stating that no child goes hungry. She grocery shops regularly and keeps an ample supply. In interviewed childcare members who all the caregivers denied that the food quantity is low. They all indicated that children are a second helping and that there is always more than enough food. I looked in the cabinets, refrigerator, and the freezer in the kitchen. The center was well stocked with frozen food milk, snacks, and other non- perishable canned goods. The center had a current menu posted for the month. I observe children eating on the lower level. I asked if they wanted more food who would they ask. They both said they did not want any more food but that they could ask any teacher if they did it. 4

On 01/06/2021 I interviewed the complainant over the phone. She said the center is unsanitary and dirty. She said the blankets are dirty and the cots smell like urine. The children have dirty socks because the center is dirty, and caregivers do not know how to clean. She said when caregivers clean the floor, they only pour a solution down and wipe it up. She said blankets are washed weekly and are stored in a bathroom. There is a hole in the wall in two rooms due to construction. She said the children have to wear coats because it's too cold in the center. Caregiver, Christian Newby is not supposed to be working at the center because she has a "case". Darrlisha Newby said the childcare licensing department and the fire inspector required her to do a second means of exiting the lower level of the building. The major construction started in August 2020 and is now completed. She denied that during the renovation that children were ever at risk. Childcare staff members denied that the lower level was ever uncomfortable. The area when open was always covered to keep the element out. All childcare staff members denied that the lower level/basement was ever cold. They said it is a lower level which is known to be cooler and the temperature is cold outside. It was already being encouraged that the children wear long sleeve shirts and/or bring a sweater. The childcare staff members that I interviewed did not believe the center was unsafe to the healthy or a threat to the children. Childcare staff members denied that the lower level was ever uncomfortable. The area when open was always covered to keep the element out. They also denied that the center is not regularly cleaned or is unsanitary. Blankets are provided by the center and they are washed weekly or after being soiled. I observed cleaning products as well as a mop broom and dustpan. All caregivers were able to describe how the center is 5 properly cleaned and soiled areas are properly sanitized. The childcare staff members clean after themselves in their respective classrooms. Darrlisha Newby denied that the center is unclean or unsanitary. She stated with the current pandemic the cleaning and sanitizing plan is even more vigorous. The center provides blankets for the children and they are washed weekly. She said any soiled cots and bedding are not used again until they have been washed and sanitized. I interviewed Christian Newby while at the center. She said she is a volunteer not a childcare staff member. At the time of the interview, I observed her in room with three virtual learning school age children and three infant/toddlers. She said she is always supervised by childcare staff member. She was alone caring for three virtual learning school age children and 3 infant/toddlers. I asked what indicated that she is not a staff member but only a volunteer. I observed Miss Christian Newby with three school-age children and three infants alone. I explained that if she was caring for children unsupervised that she would need to be fingerprinted. She denied having a criminal history that could make her in eligible to Work at the center. On 03/04/2021 I called Darrlisha Newby and requested Christian's volunteer file and her written policy regarding screening and supervision of staff and volunteers. She emailed me a signed child/abuse and neglect statement, a DHHS clearance, negative tuberculosis test results, and current CPR/First AID training. All documents were reviewed and approved. A
