    R 400.8146 · R 400.8146 Information provided to parents. (1) A center shall provide a written information packet to each parent enrolling a child that includes at least all of the following: (a) Criteria for admission and withdrawal.

    On 06/03/2022, I conducted an unannounced childcare inspection at the center. The Program Director and Licensee, Chenita Farmer, was not present in the building. I was able to interview her over the phone while at the center. The center's dismissal policy is in the parent handbook which is emailed to parents at the time of enrollment. The parent handbook includes the dismissal policy for their reference. Ms. Framer denied that any child had been unenrolled in May of 2022. The center also has a GSRP program that operates a little differently, but the dismissal policy is similar. For the GSRP program, there is a strict attendance policy that parents are made aware of. She believes the child would have to be from that program as she has not dismissed anyone from her private childcare program. Before leaving the center, I was given a copy of the parent handbook for my review. The dismissal policy on page 11 reads as follows: 2 "NeNe's Little Angles Childcare reserves the right to dismiss any child at any time, with or without cause. Any past due balances must be paid within 15 days of dismissal. An invoice detailing the past due balance will be forwarded to the address indicated in the child's file within one week of dismissal. Any balances remaining after the 30-day period will be referred to the agency's legal counsel for collection. The center, director, or designee will assist the parents in gathering their child's belongings at the time of dismissal and the parents are required to leave agency property in a calm and respectful manner, immediately. Nene's Little Angels Child Center will request assistance from local police should any parent become disruptive and/or uncooperative while gathering their child's belongings upon dismissal. A dismissed child and his or her parents are required to call and request an appointment with the center Director if they wish to return to agency property following a dismissal. Appointments are made at the discretion of the Center Director and are not a right of the dismissed child or parent." On 06/03/2022 I attempted to reach the source of the complaint. Upon my review, it was noted that the complaint was anonymous, but the complaint read as follows "My daughter was attending the daycare center since September 2021 until the beginning of May 2022. I called one of the teachers to let them know that my daughter would be late the teacher proceeded to say we gave her spot up to a different child because there we never know when she is going to come to school. She just pops up. We never had a meeting about this, and they never called me. I had to call them, and I wasn't even calling about that. They failed to notify me that my daughter was kicked out." On 06/21/2022 I held an exit conference over the phone with Ms. Farmer. I informed her that without the identity of the child the investigation could go no further. She said with further investigation she believes she has identified Child A. A four-year-old female child was enrolled in GSRP until April 2022. Ms. Farmer added that this child's attendance was at 33% which is not allowed for the federally funded program. She said the mother even declined the center's help for transportation because she "had relocated to the eastside". The last text message dated 04/05/2022 from the mother said she "transferred" her daughter from the GSRP program and thanked the center for their service. This same mother also told another parent that she called in a complaint. I consulted with Ms. Farmer suggesting that her policies for both programs be more concise to include her attendance policies and dismissal procedures. Ms. Farmer was receptive to all suggestions adding that it was her goal to be compliant with all licensing rules. She does have a dismissal/withdrawal policy developed and implemented so there is no rule violation at this time. I informed her that I was recommending no change in the status of the license. 3
