Based on interviews with Candies Rogers, licensee designee (LD), PA, Teachers there is air conditioning running during hours of operation in the summertime. The building is maintained at a comfortable temperature.

Based on interviews with Candies Rogers, licensee designee (LD), PA, Teachers and parents, the children in the center are provided breakfast, morning snack, lunch, and afternoon snack daily.

On 05/12/2022, I called the complainant and left a message. According to the complaint, on 05/06/2022, Child A's Mother sent Child A to the child care center with six bottles of milk for the day. He was dropped off at 6:45 a.m. Child A's Mother informed Ms. Rogers that Child A had not eaten that morning as he was asleep. Child A's Mother instructed Ms. Rogers to feed Child A when he woke up. It is believed that Child A was only fed two bottles for the day as he had four full bottles left in his bag upon arriving home. Child A's Mother picked Child A up at 5:45 2 p.m. When Child A's Mother questioned Ms. Rogers, she claimed that Child A would not take any bottles for the day. Ms. Rogers is responsible for feeding the children. Child A has not had any medical concerns that would cause him not to eat. On 05/11/2022, I completed an unannounced inspection at to CircleTime with Friends Learning Center. I interviewed program director, Candies Rogers and CCSM, Alexandria Rogers. The child care center was observed. In the infant room, there were four infants, ages 6 weeks to 2 years old, with one CCSM. In the toddler room there was four children, ages 18 months to 2 years, with one CCSM. In the preschool room there was eight children, ages 3 years old, with one CCSM. Child information cards and Child A's "My Day" sheets from 05/03/2022, 05/04/2022 and 05/05/2022 were provided for review. According to the reviewed "My Day" sheet for 05/03/2022, six bottles were provided for Child A and three bottles were drank. He drank the bottles at 8:00 a.m., 11:30 a.m. and 4:30 p.m. Child A's diaper was changed seven times. No concerns were noted. On 05/04/2022, six bottles were provided for Child A and three bottles were drank. He drank the bottles at 8:30 a.m., 12:00 p.m. and 4:00 p.m. Child A's diaper was changed eight times. It was noted that Child A had a scratch on his cheek and that he was constipated. On 05/05/2022, six bottles were provided for Child A and three bottles were drank. He drank the bottles at 7:30 a.m., 11:00 a.m. and 4:00 p.m. Child A's diaper was changed seven times. It was noted that Child A seemed constipated, and his bottom was red. Diaper rash cream was applied, and Child A was teething. Candies Rogers stated Child A just returned back to the child care center on Monday, 05/02/2022. He had been gone for about a month. Child A was enrolled in the infant classroom. The infant room has two CCSMs, Alexandria Rogers (lead caregiver) and Ms. Natasha Henry. There is not a CCSM by the name of Natasha Rogers. Since Child A returned to the center there was some concern regarding Child A not wanting to drink his bottles. They had asked Child A's Mother if he was being fed table food. Child A was also constipated, and they spoke to Child A's Mother about him having a hard time using the bathroom. Child A's Mother would only say "Oh" and she never provided any medication for Child A. Candies Rogers stated Child A's last day was 05/05/2022, not 05/06/2022. On 05/05/2022, Child A was very cranky and crying all day. He was cutting new teeth and they were unable to console him. Several CCSMs held Child A and tried to console him. They also tried to feed him his bottles throughout the day, but he was unhappy. He only drank 2 bottles on 05/05/2022. The amount that Child A drank was documented on the 1/2 "My Day" sheet and it was placed in Child A's diaper bag. After Child A was picked up from the child care center, Child A's Mother called back to the center screaming in the phone, "Y'all didn't feed my baby." Candies Rogers stated that the CCSMs felt threatened by Child A's Mother. On 05/06/2022, Child A's Mother brought Child A back to the child care center and she was informed that Child A was not allowed to come back to the center due to her disrespect to the CCSMs. 3 Alexandria Rogers stated that she is the lead caregiver in the infant room.
