Ms. Hoxsie reported that she will occasionally have a cigarette on the deck in the back of the home but denied that it ever occurs while child care children are present. Ms. Hoxsie denied that she has informed parents that smoking occurs on the premises while children are not in care. While present in the home on two occasions, I did not detect the smell of cigarette smoke. Child A's Mother denied smelling smoke in the home. Child B's Mother denied smelling smoke in the home. Child C and D's Mother denied ever smelling smoke in the home and stated that she does not think anyone in the home smokes. Child E's Mother denied ever smelling cigarette smoke in the home. Child F's Mother denied that she has ever smelled smoke in the home or that she has knowledge of anyone smoking in the home. Child A's Mother, Child B's Mother, Child C and D's Mother, Child E's Mother, and Child F's Mother denied having knowledge that smoking occurs on the premises when children are not in care.
Ms. Hoxsie does not provide appropriate care and supervision. She throws items in front of child care children, yells at the minor household members in front of child care children, naps while children are in care, and has minor household members watch the child care children while she naps. II I interviewed Ms. Hoxsie and asked her to discuss the incident on 04108/2021, where MHM1, MHM2, and MHM3 took the child care children to the park. Ms. Hoxie stated she was having a busy day and needed to use the bathroom, so she asked MHM1 and MHM2 to take the children to the back yard to play. When she came out of the bathroom, about 5-10 minutes later, they were gone from the yard. Ms. Hoxsie called MHM1's cell phone and there was no answer. Ms. Hoxsie then received a telephone call from her MHM1 had called him, saying that was upset that■ had to watch the child care children. Ms. Hoxsie then called M1 again and MHM1 said that they were at the park, but they were leaving. She reported the MHMs and child care children came back and she had started making lunch, so she continued with that task. She reported that the children were gone for approximately 20 minutes. She denied that she yelled at MHM1, MHM2, or MHM3 or that she said anything about the incident. I asked about the incident where it was alleged that she threw shoes at MHM1 and she said that she tossed them to on the way down the hallway. She denied throwing them but stated that she cou d see how the children perceived it as them being thrown. Ms. Hoxie stated that she did not notify her licensing consultant or the department when the children in care were missing. Ms. Hoxsie denied ever raising her voice, yelling, or swearing at child care children or while children are in care. She reported that she has a good group of children and that the most they do is take toys from each other. She denied ever raising her voice at the MHMs while children are in care and has denied that she has ever called a MHM names. Ms. Hoxsie denied that she ever naps while child care children are present. She M;' identified that Child E years) is dropped off around uses the bathroom, and normally falls asleep while watching TVV until 7:00 A.M. Ms. Hoxsie denied that she ever falls asleep, stating that she plays on her phone. She denied ever going back to bed after child care children arrive for the day. She reported that MHM3 enjoys playing with the child care children but denied that is ever unsupervised with them. Child A's Mother reported that Ms. Hoxsie recently told her about the incident from 04/08/2021 when the children were taken to the park. Child A's Mother denied that Ms. Hoxsie told her about the incident until recently and she would not have given permission for the minor household children to take Child A to the park unsupervised. Ms. Hoxsie told her that the MHMs took the child care children for a nI walk while she was in the bathroom. Child A's Mother identified that she is okay with Child A playing in the back yard with the MHMs, but she is not okay with them taking Child A for a walk. Child A's Mother stated that she does not have "too many concerns" with the care Child A receives, but Ms. Hoxsie is often impatient near pickup time, like she wants the children to leave. Child A's Mother denied any concerns regarding Ms. Hoxsie's words or tone and stated that the MHMs always seem respectful. Child A is dropped off around Sometimes other children are present at that time and sometimes Child A is the first one there. Ms. Hoxsie is always awake at drop-off. Child B's Mother found out recently about the children going to the park. Child B's Mother denied that Ms. Hoxsie told her about the incident until during this investigation. She denied that she would have given permission for the MHMs to take Child B to the park unsupervised. She was concerned about it because she did not know about it in advance and she does not know the MHMs well. Child B's Mother denied any concerns with Ms. Hox Ms. Hoxsie smokes while children are in care.
