On 05/26/2023, Ms. Beuschel notified licensing consultant, Tarah Kline, that a CCSM was suspended due to the CCSM sharing inappropriate information about children in care, with another parent of a child in care. On 5/31/2023, Ms. Kline provided me with an email from Ms. Beuschel, detailing concerns that Child C's Mother had regarding CCSM 1 sharing information with her that Child C's Mother did not believe was appropriate to share including showing her a picture of Child A's diaper rash, and information about other children in care misbehaving. On 05/31/2023 I made contact with Ms. Beuschel by phone and obtained further information regarding the complaint received. CCSM 1 is currently on suspension while they look into it further. Ms. Beuschel confirmed that the child's testicles and buttock were in the picture that was shown to another parent. CCSM 1's employment at the center will be terminated, and CCSM 1 will not be returning to care for children. On 06/06/2023, I completed an onsite inspection and interviewed Ms. Lown, CCSM 2 and Ms. Beuschel. Annette Lown, Program Director, confirmed that CCSM 1 is no longer employed there but previously worked in the Little Wings room. On 05/25/2023, Ms. Lown was notified by Ms. Beuschel that CCSM 1 had taken a picture of Child A's diaper rash on his buttock and testicles, and texted the picture to CCSM 3, as well as showed Child C's Mother, who is not related to Child A. The text message CCSM 1 sent to CCSM 3 was inquiring if the diaper rash would be considered neglect on behalf of Child A's parents. CCSM 1 also showed the picture to Child C's Mother on 05/24/2023 when Child C's Mother came to pick Child C up from care. Ms. Lown was told that CCSM 1 was being friendly with Child C's Mother and showed her the picture. The next day, Child C's Mother talked to CCSM 2, and let CCSM 2 know that CCSM 1 had shared with her information that Child C's Mother did not think was appropriate for CCSM 1 to be sharing with her. CCSM 2 then contacted Ms. Beuschel to report the information because Ms. Lown had already left for the day. Ms. Beuschel then contacted Ms. Lown and informed her of the information she had 3 received. Ms. Lown contacted Child C's Mother to confirm the information, which Child C's Mother did. On 05/26/2023, Ms. Lown and Ms. Beuschel had a meeting with CCSM 1. CCSM 1 admitted that she took the picture, sent it to CCSM 3, and also showed it to Child C's Mother. CCSM 1 admitted that she should not have taken the picture and shared it and understood why it should not have been done. Ms. Lown does not believe that it was done in a sexual nature. CCSM 1 was placed on leave while it was being investigated further. CCSM 1's employment has since been terminated. CCSM 1 deleted the picture after it was sent to CCSM 3. After the meeting with CCSM 1, Child A's Father was notified by phone regarding the situation. It was also addressed with staff that they are not to take or share pictures of children in care. Ms. Lown confirmed with Child C's Mother that CCSM 1 stated to Child C's Mother that Child B was "naughty". Ms. Lown has never heard CCSM 1 refer to a child as naughty or say anything inappropriate in front of children regarding children being naughty. Following my interview with Ms. Lown, I spoke with CCSM 2. CCSM 2 is the lead caregiver in the Little Wings room. CCSM 2 confirmed that Child C's Mother talked to her about CCSM 1 showing her pictures of a diaper rash of a child that was not hers. Child C's Mother felt that it was inappropriate for CCSM 1 to be sharing those pictures and requested that the issue be addressed with the program director. Ms. Lown was not present at the time, so CCSM 2 notified Ms. Beuschel of Child C's Mother's concerns. CCSM 2 has heard CCSM 1 ask questions like why they cannot tell the children no, or why they cannot put children in time out and CCSM 2 has explained to CCSM 1 that they use conscious discipline. Child A's Guardian said that Child A has recently started touching at home, station Child A just discovered that has one". She reported that Child B is a as Child A and that ey have been in the Child B acts out physically, but there are no concerns regarding anything sexually. Child A's Guardian thinks that Child A thought would be in trouble for touching so placed blame on Child B. Chi A and Child B both act out behaviorally and Chil A often blames things on Child B to■ guardian. The children are together in and after school care. A request was made to have the child care staff members directly supervise Child A at all times. Child A does not act out sexually. Child A has been at the child care since and there are no concerns regarding supervision. I completed an onsite inspection on 02/24/2021, where I assessed the classroom environment and interviewed the licensee designee, program director/lead preschool teacher, preschool child care staff member, and the after-school programming staff member. I observed the classroom to be well organized, with various play and learning zones for children. I did not observe any blind spots where children could not be supervised. While present, I observed children on the playground and in the classroom. I observed the staff members present providing appropriate supervision to the children, moving around the child use areas and interacting with various children. There are 2-3 child care staff members in the classroom at all times providing supervision. Program director Ms. Courtney Stone reported that Child A is a great student but is rambunctious and sometimes struggles with listening. ■ has been touching. She denied that this is uncommon, stating that she Ras"oer children in the class engaging in the same talk and the same behaviors; and staff are addressing them as they arise. Child A is very private in the bathroom and uses the stall. Child A and Child B are together all day every day and normally play well together. Ms. Stone denied that Child A scapegoats Child B but stated that Child A does lie to get out of trouble. She denied that Child A touches others inappropriately. Child B is aggressive and when is angry, ■ will grab other children, but not sexually. They are working on ,E ands to your own body." Ms. Stone has never observed any sexually inappropriate touching between the children. There are always two child care staff members in the classroom and there are two staff members in the after-school care room until there are fewer than 10 children. Child A and Child B are both in care until close to the time Ms. Hope Rasch is a child care staff member in the classroom. Ms. Rasch denied any knowledge of inappropriate sexual touching between children. She reported that Child A and Child B argue and might push but denied any sexual contact
