R 400.8125 · R 400.8125 Staff; volunteer; requirements. (1) All staff and volunteers shall provide appropriate care and supervision of children at all times.
I completed an onsite inspection and interviews on 5/25/2021 with child care staff members Pamela Blackman and Amanda Randall. Ms. Blackman and Ms. Randall are the child care staff members for the head start classroom where Child A and Child B are enrolled. Ms. Randall reported that Child B's mother called her at 5:30 p.m. on 5/24/2021 and said that she was giving B a bath and noticed in Child B's . Ms. Randall was next informed that Child B said that Child A had into Child B at school in the bathroom stall. Ms. Randall was also informed a Child A and Child B spend a lot of time outside of the classroom together because Child A and Child B's mothers are good friends. Ms. Randall said that Child B's mother said they had even spent all last weekend together. Ms. Randall was also informed that when Child B is given a water bottle at night that Child B' as a soothing mechanism to fall asleep. Ms. Randall said that during nap time Child B goes right to sleep and does not display any behaviors or needs for a soothing mechanism. Child B's mother told Ms. Randall that she took Child B to the +ras told about. Ms. Randall said that children are never left alone in the bathroom with one another. The bathroom is located just outside of the classroom in a "kitty corner" fashion from the classroom door. The protocol they follow is that one child care staff member will take a group to the bathroom and line-up in a single file at the door while one child goes into a stall at a time. The child care staff member stays in the bathroom with the children at the beginning of the line. Ms. Randall said it would have been impossible for Child A and Child B to have been in the same stall at the same time without that being noticed by herself or Ms. Blackman. Ms. Randall has never witnessed Child A and Child B be in the bathroom stall together on any of her turns supervising bathroom time. Ms. Randall also reported that Child A and Child B have never shown any concerning behaviors in the classroom, and Child B never told her that ■ had been _ or was uncomfortable in anyway. Ms. Blackman reported that she was called on 5/24/2021 by her coworker Ms. Randall and informed her what Child B's mother had said happened. Ms. Blackman reported that she had never witnessed Child A and Child B in a bathroom stall alone with one another. Ms. Blackman explained the way they do bathroom time. When one child reports they have to use the restroom they then ask if anyone else has to go, and one child care staff member will take the small group across the hallway to the bathroom. The children stand in single file line while one child uses the stalls at a iC] time. There are two stalls in the bathroom. Children do not use the stalls together. Ms. Blackman reported that Child A and Child B did not come out of the same stall, and Child B did not report that anything had happened. On 5/25/2021 I spoke with central administrator Cindy Rowe. Ms. Rowe reported that they have had a staff meeting and from this point forward they will only be taking boys with boys in a line to the bathroom and girls with girls in an effort to be extra diligent. Ms. Rowe reported that she finds it very unlikely that two children would have been in the same bathroom stall without a child care staff member noticing. I also spoke to program director Laurie Whitehead on 5/25/2021. Ms. Whitehead reported that children do not use the stalls together, they line up single file and are always supervised since the bathroom is located outside of the classroom. She had no concerns for the child care staff members ability to supervise the children. On 5/26/2021 I spoke to Child A's mother. She was very upset with the accusations and reported that Child A denied being in the bathroom with Child B. She confirmed that Child A and Child B do have a lot of contact outside of school. She reported that there are a lot of happening surrounding her family right now and Child B's mother is aware of She does not believe t
