R 400.1908 · R 400.1908 Capacity. (1) The licensee shall ensure that the actual number of unrelated children in care at any 1 time does not exceed the number of children for which the child care home is licensed, not more than 6 children for a family child care home and not more than 12 children for a group child care home.
On 12/03/2020 I completed an on-site inspection at the Paull child care home. I observed seven children present ranging in age from 10 months through 4 years; licensee Carie Paull and child care staff member Pam Kuffel were both present. I conducted a group interview with six children ranging in age from 2 years through 4 years. The children were asked what happens when you get in trouble at child care. Child B (female, 4 years) stated that Child F (female, 2 years) takes things and gets in time out. The children were asked if anything else happens when you get in trouble. Child B and Child C (male, 3 years) both stated that Ms. Carie and Ms. Parr spank butts. I interviewed Ms. Paull. She admitted that she sometimes threatens to spank the children's butts; but never actually spanks them. She uses time out for discipline; usually one minute per age of the child. Child F is a repeat offender and will sometimes sit longer. She uses time out for children 2 years and older. She uses re- direction for children under 2 years. She only has maximum 12 children present at one time. Her hours of operation are 6:30 am — 6:30 pm. Meal times are the following: snack 9:00-9:30 am, lunch12:00 pm, and snack 2:30 — 3:30 pm. I interviewed Ms. Kuffel. They primarily use time out as discipline. Time out is used for children 2 years and older; redirection is used for younger children. They do 1/2 not spank children. Occasionally they tap/pat children on the butt and say "that's enough, move along". There are always two staff members present if there are more than 6 children present. Meal times are as follows: snack 9:00-9:30 am, lunch12:00 pm, and snack 2:30 — 3:30 pm. She has no concerns with the care children receive. I reviewed the attendance records for children and staff dated 10/12/2020 through 12/03/2020. On the following dates Ms. Paull was over capacity: On 10/13/2020 there were 13 unrelated children present from 3:15 pm-3:45 pm. On 10/14/2020 there were 13-14 unrelated children from 8:30 am — 4:00 pm. On 10/28/2020 there were 13 unrelated children present from 8:45 am — 3:45 pm. On 11/04/2020 there were 13-15 unrelated children present from 8:45 am — 3:45 pm. On 12/02/2020 there were 13 unrelated children from 8:45 am — 3:30 pm. I reviewed the attendance records for children and staff dated 10/12/2020 through 12/03/2020. On the following dates Ms. Paull was out of ratio: On 10/13/2020 there were seven to ten children present with one caregiver from 7:30 am — 8:15 am; There were 13-14 children present with two caregivers from 9:45 am-4:30 pm. On 10/14/2020 there were seven to ten children present with one caregiver from 7:15 am -8:00 am; there were 13-14 children present with two caregivers from 8:30 am -4:00 pm. 3 On 10/27/2020 there were 13 children present with two caregivers from 9:30 am — 3:30 pm. On 10/28/2020 there were 13-14 children present with two caregivers from 8:45 am- 3:45 pm. On 10/29/2020 there were 13 children present with two caregivers from 3:15 pm — 3:45 pm. On 11/04/2020 there were between 13-15 children present with two caregivers from 8:45 am — 3:30 pm. On 12/01/2020 there were seven children present with one caregiver from 7:30 am - 7:45 am; there were 13 children present with two caregivers from 8:45 am — 3:00 pm and 3:15 pm — 3:45 pm. On 12/02/2020 there were seven children present with one caregiver from 7:15 am - 7:30 am; there were 13 children present with two caregivers from 8:45 am — 3:30 pm. On 12/07/2020 I interviewed Child A (female, 2 years)'s father via telephone. He has never observed more than 12 children present. He has had no discipline issues or any other problems with the care Child A receives. On 12/08/2020 I interviewed Child C and Child D(female, 5 years)'s mother via telephone. Child C has previously reported that he was spanked at Ms. Paull's child care home. She does not recall the exact date of the incident; it was within the last year.
