I received this complaint on 03/16/2023. I called Child A's Mother on 03/17/2023. She said there was an incident on the playground 03/15/2023 that resulted in Child A's glasses being broken. There is a family in the school district that targets Child A. This is the second time Child A's glasses have been broken while outside on the playground. The first time was last year during summer programming. Child A's Mother expressed concern regarding the supervision on the playground. The child care staff members (CCSMs) are young and gather to chat. The program director advised her of this most recent incident via the Brightwheel app. She did not receive a call or email. She asked them to talk further about the incident but has not heard from them yet. The children have been in care together for a long time 2 and the issues have escalated which is why she has asked them to be separated. She has been told that the CCSM will keep the children separated but that has not happened. Child A's Mother does not feel supervision is appropriate or sufficient since CCSM did not observe either incident that resulted in Child A's glasses being broken. During the previous year's incident, Child A's glasses were taken by another child. A CCSM attempted to get the glasses back from the child who stole them, but the child threw the glasses down and ruined them instead. During the most recent incident, Child A told his mother that there were no CCSMs around to help him. He was being choked by one of the children and another child was yelling "choke him to death." Child A was red around his mouth and thought he had broken his tooth. He also had a scratch by his ear. They have considered moving to a new school district because of the reoccurrence of issues. She inquired as to how she could be compensated for the broken glasses. I encouraged her to talk with the program director. I conducted an unannounced onsite inspection at the center on 03/20/2023. CCSM 1 advised that she has been overseeing the after-school program at the end of summer 2022. She was aware of the incident resulting in Child A's glasses being broken. She was not on the playground at the time. CCSM 1 was told that Child A pushed another child, and that child grabbed his face breaking Child A's glasses. CCSM 2 was outside with the children and CCSM 5 was on her way out. They were not out of ratio. CCSM 2 was signing a child out when Child A came to her crying. Both children had been talked to that day about their behavior. The CCSMs were asked to keep the children separated that day. I spoke with program director, Laura Prince. She is only present for the preschool program and is not present during after-school programming. She reported an incident that occurred last summer. Child A's glasses were broken by another child while in care. Child A's Mother had reached out to inquire about the school paying for Child A's broken glasses. She talked with the superintendent and sent Child A's Mother the school policies. The policy indicates that the school is not liable for the damaged property, but they could help initiate contact between Child A's family and the family of the child that broke the glasses to seek compensation. She does not believe that Child A's Mother pursued that option. CCSM 1 also reached out to the superintendent to see how they could help. She did not have any direct knowledge of the current incident. I spoke with Ms. Prince and CCSM 1 about qualifying CCSM 1 as a program director overseeing the after-school portion of programming. I requested child information cards. I interviewed CCSM 2 while onsite on 03/20/2023 regarding the allegations. She was outside on the playground with children during after school programming. She 3 was signing a child out when Child A came up to her crying. Child A told her another child had broken his glasses. She did not observe what happened. CCSM 2 told CCSM 1 about the incident because she is in charge of after school programming. CCSM 2
