    I spoke with on 12/2 She interviewed s Mother who told her that after Child A's on 12/1912022, she went to put on her and saw that so she asked Child A about it. Child A and sa Child A reported the previous week that Child are Staff Member had changed Child A's Mother was upset about this because the center has a policy that are not to change Following Child A's statement, her mother and father took her to the emergency room to be examined. The d not see anything concerning but could not tell from the exam if she had been — and law enforcement were contacted after the famdoilycOwen o the hospital. Child A's Father brought her to the center on 12/20/2022. He asked that not change Child A's Child A's Mother told that Child remains in care at the center. After our phone call, forwarded me medical records from the emergency room visit. The records what had already told me. and I conducted an on-site inspection on 12/20/2022. We interviewed "rogra"M irector Jennifer Harding and her assistant, Liz Trainer. We also interviewed Child Care Staff Members M We interviewed Ms. Harding and Ms. Trainer together. Both stated s do R It is a center policy, works in the Trtahinat#Oorr, with en 2.5 years of age. The lead care aver in that room is — sister. does all of the in that room. They have never had any complaints about , nor have they ever had any concerns. 3 Child A's Father came in the previous date and spoke with Ms. Harding and Mr. Trainer. He told them the allegations. They told him that_ does not change After he left, Ms. Harding and Ms. Trainer spoke with and told them that Child A recently went to an said He told her to go to to get her _changed. said that never changes He will not even check o see if it changing. When c anged Child A's n that date the ,and Child A applied during the change. and I that she started working at the center in February . She currently works as a lead caregiver in the Train Room. He does not like going to child care right now, but she said that could be "separation anxiety" due to changes at home. She did not have any concerns regarding the center or care provided at the center. Child C's Mother said that Child C has been in the Train Room for almost one year.     On Friday 02105/2021 I spoke with advised that she would be ma Ong contact with and verifying the well-beeiinngg of Child A, Child B, Child C, and Child D on this date. We agreed to jointly make an on-site inspection on 02/0812021. On 02108/2021 and I made a scheduled on-site inspection. Together we interviewed program director and licensee designee Jennifer Harding and child care staff members Alexis Martin Andrew Golden, and James Jenkins. Prior to conducting the interviews, advised that she came to the child care center on 02/05/2021 to verify the well-being of the children involved in the allegations. At that time, she spoke with Ms. Harding and the assistant director Ms. Trainer about the allegations. She also spoke with child care staff member Kendra Dumas. Alexis Martin stated that she has been working for the center She currently works ge"wos in the room with another child care staff member. There are typically two staff in the room at all times and always at least one child care staff member at all times. Child care staff member Kendra Dumas came to Ms. Martin one daM the previous week and told her that Child C had just told her that Child A asked to touch ■ in area. After telling Ms. Martin, Ms. Dumas went — to the office and told Ms. Harding and Ms. Trainer. They then addressed the matter. When asked if there had ever been any other instances of inappropriate behaviors or any red flags, Ms. Martin recalled Child A liftin shirt in front of Child F. She also remembered a time where Child A moved nap mat close to Child D's nap mat. She said that Child A and Child B like to but d forts and then try to hide inside the forts. In all instances child care staff members reacted by separating and speaking to the children. On 02/05/2021 Ms. Harding advised Ms. Martin that Child A had told mother that Child B and Child C had put their in She could no foresee a way that that could have happened.W Mss. Maarrttiinn"saRe at other than these instances, she was unaware of any concerns. Andrew Golden started working for the center in He works He worked in the room until "aou iwo weeks ago when he moved o another room. When he worked in the room, there were up to four or five child care staff members present at a RimeReosaid there is always at least one child care staff member present. Mr. Golden was told about a month ago that he needed to keep an eye on Child A and Child F, as they would go into corners or hide under tables — places where they 3 could not be seen. Ms. Dumas told him this, as did child care staff member James Jenkins. He was not told anything further regarding children or behaviors of this matter until today, when he was told that Child A had asked Child D to touch $. Mr. Golden advised that he has not become aware of anything inappropriate occurring between children other than what he already mentioned. He has not observed anything inappropriate himself and no children have come to him with concerning issues. James Jenkins started working for the center in . He worked primarily in another room until he was moved to the room in early James works r. Jenkins stated that Ms. Harding told "I , morning that Child A hadbeen telling to touch in inappropriate places. He said he was kind of suspicious that something migh e going on because the in the room say ' annoying" and they "don't want to be around `. Mr. Jenkins said he had noticed that Child A 'hovers closely" around Chi , Child C, and Child D. The previous'veek Mr. Jenkins found Child A and Child B on the couch with pillows on their laps. He removed the pillows and it looked like they had been trying to hold hands. Mr. Jenkins said that he was never told to watch Child A or any of the other children. He denied that anyone had talked to him about any concerning behaviors prior to today. CI After relayed all of her contacts and findings with me we both spoke with Ms. Harding. s. Harding advised that since she spoke with she has arranged the room differently to minimize
