On 06/24/2022 I placed a telephone call to Program Director Emily Ritchie. Ms. Ritchie was aware of the allegations. It was her understanding that Child Care Staff Member Kathy Roedel had "placed" Child A next to her and had spoken to Child B "strictly". She had not heard anything about Ms. Roedel kicking anyone or pinching anyone's cheeks. Ms. Ritchie talked to Ms. Roedel about the allegations made and she talked to child care staff members who work with Ms. Roedel. Ms. Ritchie said she did not have any concerns about Ms. Roedel being physically inappropriate with children. Ms. Ritchie explained that the center has been short staffed and Ms. Roedel has been working Monday-Friday from 7:30 am until 6:00 pm. Ms. Ritchie said she feels that she "overwhelmed" Ms. Roedel by working her so many hours and that Ms. Roedel became "tired" and "frustrated". For this reason, Ms. Ritchie gave Ms. Roedel a month off, as a "break". I conducted an on-site inspection on 08/12/2022 and spoke again with Ms. Ritchie. Ms. Roedel was not working on this date, nor were the child care staff members who normally work with her. I spoke with Ms. Roedel over the telephone on 08/16/2022. She advised that she has been working for Christ for Kids since 2016. Prior to that, she worked at a different child care center for a number of years. Ms. Roedel denied the allegations made against her. She called them a "fabrication". She said that she has never used physical discipline with any child. I spoke with Child Care Staff Member Mindy Burdick over the telephone on 08/16/2022. Ms. Burdick works on the other side of the room from Ms. Roedel. Their two groups of children are separated by a half wall, allowing them to see and hear what goes on in one another's room. She said she has never seen or heard Ms. Roedel become physical with a child nor does she believe she ever would. I spoke with Child Care Staff Member Barbara Baker over the telephone on 08/22/2022. Ms. Baker works in the same room as Ms. Roedel. She has worked with her for about four years. She has not seen or heard of Ms. Roedel being physically inappropriate with any children. She said, "she's the best in my eyes". She said she is "straight forward" and someone might not like the way she handles situations, but "she is not abusive". She said "we've worked together a long time and I would've seen something" if anything physically inappropriate was occurring. She could not understand why someone would say these things about Ms. Roedel. I spoke with Child D's Mother, Child E's Father, and Child F and G's Mother on 08/22/2022. None of the parents had any concerns regarding Ms. Roedel or the care she provides. Child D's Mother said, "We love her" and "she goes above and 3 beyond". Child F and G's Mother said, "we love Ms. Kathy", "we think she's great", and "we think of her as grandma". I spoke with Child B and C's Mother over the telephone on 08/23/2022. Child B is currently in Ms. Burdick's room and Child C was in Ms. Roedel's room in the past. Child B and C's Mother has never had any concerns about Ms. Roedel or the care she provides. Child C "absolutely loved Ms. Kathy" and she, herself, "always liked her". I attempted to contact Child A's Mother, but never received a return call.

Ms. Roedel has not inflicted any form of corporal punishment on Child A, Child B, or any other child.
