On May 2, 2022, I interviewed Child A's Mother. Child A attends Port Huron Schools Early Childhood Center Monday through Thursday from 8:15 a.m. to 3:15 p.m. Child A's Mother expressed that Child A loves playing and riding bikes outside at school. Child A is 5 years old but cognitively around 3 years old. The alleged incident 1/2 was reported by the school and there were no injuries or redness observed on Child A's arm when he returned home. Child A may have perceived as if child care staff member Ms. Muldoon "hurt" him when actually she may have just had been guiding him or preventing him from getting hurt as he was getting off the bike. Child A is currently at the stage where everything "hurts" him. Child A did not express being fearful when he attends school and enjoys going. On May 5, 2022, I conducted an unannounced onsite inspection observing child care staff members in the classroom with the children and during outdoor play. I interviewed Program Director Tracee Blake. Ms. Blake stated that child care staff member Ms. Muldoon is an associate teacher in another preschool room that was outside during the outdoor playtime with the preschoolers. Ms. Muldoon was with other child care staff members and assisted Child A who was asked along with the other children to line up after their playtime ended outside. Child A is a student who likes to be outside and enjoys riding the center's bikes. Child A loves being outside so much that he often is one of the last students to line up to return to the classroom. When the children were being called to line up, Child A did not want to go inside. Ms. Muldoon was closest to Child A at that moment and was assisting him with returning the bike and guided him to where the children were lining up. Child A tends to jerk and resist at times when given directions. Ms. Muldoon expressed that she used her hands to guide Child A back to the line but denied being aggressive or handling Child A in an inappropriate manner. Child A did not have any injuries. Child A reporting that Ms. Muldoon hurt him was communicated with the parents and after interviewing staff, there was no evidence found that Child A was handled inappropriately. The two preschool classrooms that were outside and together were Room 28 with child care staff members Jennifer Pitzo and Ms. Muldoon, and Room 26 with child care staff members Amanda Fair and Patty Roelens. Child A is in the preschool room with Ms. Fair and Ms. Roelens. During the onsite inspection I observed the preschool children and child care staff members Ms. Pitzo, Ms. Muldoon, Ms. Fair, and Ms. Roelens both in their classrooms and during outdoor playtime with the transitioning back into the classrooms. All of the child care staff members were observed to be engaging and redirected the children appropriately. Child A was also observed outside during outdoor play time and as noted by Ms. Blake and Child A's Mother was one of the 3 last students to line up. Child A was redirected back in line with the other children in a positive and appropriate manner. Child A was not fearful of any of the child care staff members including Ms. Muldoon. The children interacting with Ms. Muldoon were observed to be comfortable and at ease with her. On October 26, 2022, I interviewed child care staff member Jennifer Pitzo. Ms. Pitzo is the lead teacher in preschool classroom Room 28. Ms. Pitzo expressed that she never witnessed Ms. Muldoon physically discipline or handle Child A in an aggressive manner. At times Ms. Muldoon could display impatience with the children, but never inappropriately disciplined any of the children. Ms. Muldoon no longer works with her at the Early Childhood Center and has moved to a different child care center. On October 27, 2022, I interviewed child care staff member Patty Roelens. Ms. Roelens is the associate teacher in the preschool classroom Room 26. Ms. Roelens explained that she personally witnessed the interaction between Ms. Muldoon and Child A at th
