    Evidence does not support a finding that teachers failed to provide appropriate care and supervision of children at all times. None of the individuals interviewed had direct knowledge of Child A and Child B engaging in inappropriate behavior. Staffing levels, direct supervision of children by teachers, and classroom recess schedules did not allow opportunities for Child A and Child B to interact with one another in ways that were inappropriate.
