R 400.1911 · R 400.1911 Care; supervision; children. ................................................. (1) A licensee shall ensure appropriate care and supervision of children at all times.
On 01/06/2021, I made an unannounced visit to Elizabeth Jerichow's group child care home from 9:39AM to 11:37AM. Ms. Jerichow was present along with child care staff members Meranda Fettig, Shawna Austin, and Jordan Marihugh. I interviewed Ms. Jerichow regarding the allegations. She stated that she believes that most of the allegations correlate to when she held her previous child care license (DF240397212). Ms. Jerichow denied recently bathing children in the kitchen sink located on the main level, but she reported that she has washed a child off in the kitchen sink due to the child regurgitating on themselves when she held her previous license. She denied allowing children into her master bedroom located on the main level. She will lay next to a child to console them during nap time, but she denied ever laying down with a child in an adult bed. For sleeping equipment, Ms. Jerichow uses cots for children over 12 months of age and she uses play yards or cribs for children under 12 months of age. She conferred that most children are sleep during morning drop off, so parents will set the children on the couch to prevent them from waking up. The children are then taken down to the basement which is where she mainly operates her child care. She denied allowing children to sleep on the floor. Ms. Jerichow clarified that she would never allow a parent to place a child under 12 months of age on the sofa to sleep during arrival. She denied allowing children two years of age and older to use an infant swing. Ms. Jerichow has two infant swings located in the infant bedroom in the basement and she reported that these are rarely used with children in care. Ms. Jerichow stated there is one cat, one dog, and one turtle which children have access to in the child care. Ms. Jerichow denied any child care children getting injured by pets in her home. She stated that the cat normally stays out of the child care area in the basement and she is only aware of Minor Household Member 1 (MHM1) getting scratched by their cat. She stated that all scratches, even minor injuries, are reported to parents using the Kinder application. She went onto report that she also has cameras on her front porch and in her basement. The cameras only record back to November 1, 2020 because this is when she started paying to have the recordings permanently stored. Ms. Jerichow denied transporting any unrelated children, even in an emergency, but she confirmed that she used to transport children with her previous family child care license. While at the home, I took pictures of child information cards, I reviewed incident reports on the Kinder application, and I took photos of the infant swings. I selected five random days to view video recordings at Ms. Jerichow's home. Ms. Jerichow has two cameras in her home. One camera is in the basement and it is angled to show the living room and kitchen area. There is a camera outside on the front porch on the main level which shows children during arrival and departure. I selected 12/01/2020, 12/02/2020, 12/03/2020, 12/16/2020, and 12/18/2020. On 12/01/2020 4 and 12/02/2020 the child care home was not operating. On 12/03/2020, 12/16/2020, and 12/18/2020, I viewed the video tapes starting at 6:30AM to 6:00PM. In the videos from these three days, I did not observe any rule violations or witness anything to substantiate the allegations in the recordings from 12/03/2020, 12/16/2020, and 12/18/2020. I found no incident reports indicating a scratch was related to a cat or pet in her home. On 01/06/2021, I interviewed child care staff members Shawna Austin, Meranda Fettig, and Jordan Marihugh separately. They all denied Ms. Jerichow or any child care staff members bathing any child care children in the kitchen sink. Ms. Austin, Ms. Fettig, and Ms. Marihugh reported that children are not allowed in the master bedroom on the main level. Ms. Austin mentioned that there have been times when children have tried to access this room and staff red
Ms. Elizabeth Jerichow is not providing appropriate care and supervision. Ms. Jerichow is bathing children in the kitchen sink. She is also allowing a 3-year-old to play in an infant swing, a cat to scratch children and a child to sleeping in a bed while Ms. Jerichow lies next to the child.
