On 6/15/23, the licensee designee, Ms. Seiter called to state that CCSM 1 was found sleeping in the classroom during nap time. Ms. Seiter said that the staff member was terminated from her services at the center. On 6/16/23, the department received a complaint confirming the same allegation. 611 W. OTTAWA. P.O. BOX 30664. LANSING, MICHIGAN 48909 www.michigan.gov/lara . 517-335-1980 On 6/16/23, I interviewed Ms. Seiter who said that the program director, Ms. Eberhard called her on 6/14/23 to state that CCSM 2 had found CCSM 1 sleeping in toddler 2 room during nap time. Ms. Seiter indicated that CCSM 2 had left for a break, and when she returned, she found CCSM 1 sleeping in the toddler 2 classroom. Ms. Seiter said that there were ten toddlers in the classroom and CCSM 2 was alone in the room, but all the children were sleeping. Ms. Seiter was aware that the classroom was out of ratio during nap time. She said that she was struggling with staffing issues. It was very hard to find employees to give breaks to staff members during nap time. She was in the process of hiring but has found that to be a challenging task. On 6/22/23, I conducted an unannounced onsite inspection at the center. I reviewed the photo taken by CCSM 2 who had seen CCSM 1 sleeping during nap time. The photo showed CCSM 1 sleeping; her head and shoulders were on the little couch for the children and the rest of her body was on the floor. CCSM 1 was between the two children napping on their mats. CCSM 1 appeared to be fast asleep. On 6/22/23, I reviewed the attendance records for staff and children for 6/14/23 in the toddler 2 classroom. There were ten children with three staff members through the day: CCSM 1, CCSM 2 and CCSM 3. On 6/22/23, I checked all the classrooms for ratios. The ratios were appropriate in all the classrooms as follows: Infant room: 7 children with 3 staff members. First steps: 7 children with 2 staff members. Toddler 1: 10 children with 3 staff members. Toddler 2: 8 children with 2 staff members. School age: 17 children with 1 staff member. Pre-k: 12 children with 1 staff member. Preschooll: 7 children with 1 staff member. Preschool 2: 16 children with 2 staff members. On 6/22/23, I interviewed Ms. Eberhard who said that CCSM 2 told her that when she came back to the toddler 2 room from her lunch break, she found CCSM 1 lying on the floor, sleeping. CCSM 1 was so deep in sleep that any noise or touch on her feet would not wake her up. Ms. Eberhard said they were not sure how long CCSM had been sleeping, but she was alone with the children for about 45 minutes during CCSM 2's break time. Ms. Eberhard called the licensee designee, Ms. Seiter and informed her about the same. The next day, Ms. Seiter asked CCSM 1 about the incident and she did not deny any of it. CCSM 2 told her that she just dozed off for a little bit since she was tired. Ms. Eberhard said that CCSM 1 was only employed at the center for about two weeks. 611 W. OTTAWA. P.O. BOX 30664. She said that all the classrooms are out of ratio from 1 pm to 3 pm during nap time, except the infant room, pre-k room and summer camp. Both the pre-k room and school age room have only one staff member in the room and the infant room is always in ratio since all infants do not sleep at the same time. In all the other rooms, staff members give each other breaks at lunch/nap time. When asked about how the ratios are maintained on the day of my visit, Ms. Eberhard said that the numbers were low and it was a pizza day for all staff members, and they stayed in for lunch and did not go out. On 6/22/23, I interviewed CCSM 2 who said that she left for break at about 1 pm and came back at 1:45 pm. When she came into the toddler 2 classroom, she saw CCSM 1 fast asleep on the couch.
