On February 3, 2022, 1 called and spoke to Ms. Janice Dickerson, RN with the Oakland Health Department. Ms. Dickerson said they do not have any mandates related to COVID 19 except for the health order for wearing masks. If a person tested positive for COVID 19, it is recommended that he/she quarantine or isolate based on the CDC guidelines. Ms. Dickerson said the county also provides general guidance for child care and preschool on its website. The Oakland County website (last updated on January 26, 2022) states, "Responding to COVID-19 in childcare and preschool This guidance differs from our guidance for the general public and for K-12 schools because childcare is considered a higher-risk setting. Very young children may be unable to mask or still learning how to wear their masks correctly, and children aged 4 and younger are not yet eligible for vaccination. Because young children are usually moving around and interacting rather than seated at desks, social distancing is more difficult to sustain than in a K-12 setting. For these reasons, OCHD recommends the actions below: General guidance for staff and children: Staff or children with COVID 19 should isolate at home for 10 days. If urgent staffing need arise, childcare centers may consider allowing staff who tested positive for COVID 19 to return following 5 days of isolation (return on day 6) if they have no symptoms and have obtained a negative antigen(rapid) test. The staff must practice correct and consistent masking upon their return, with a well-fitting mask. At this time OCHD does not recommend allowing children to return to childcare settings in fewer than 10 days after testing positive. • If the case was at school during the infectious period, classmates and staff contacts who are unvaccinated or have not received recommended boosters should quarantine at home for 10 days. 3 For those who wear masks, childcare centers may offer 7-day quarantine where the contacts return on day 8 following a negative viral (rapid antigen or PCR) test collected on or after day 5 (the last day of exposure "day 0"). Those who are too young to wear a mask or unable/unwilling to wear a mask should stay home for 10 days." 4 On February 4, 2022, I completed an unannounced on-site inspection. Upon my arrival, I observed that the child care center has two floors: The infant and toddler classrooms are located on the top level and the preschool classroom is located on the lower level. Each floor has at least one exit at grade level. I interviewed program director and licensee designee, Ms. Jennifer Smotherman, and child care staff members, Ms. Wendy Caraway, Ms. Tish Nichols, Ms. Alyssa St. Peter, and Ms. Angie Rumph, separately. Child care staff members, Ms. Chloe Bennett and Ms. Hanna Guilds were not present at the child care center. Ms. Smotherman said Ms. Bennett, Ms. Guilds and Ms. Rumph are child care staff members in the toddler classroom. There was a positive case of COVID 19 in the toddler classroom last week. She was made aware of this on Friday, January 28 or Saturday, January 29, 2022. The toddler classroom was closed, and the child care staff members were in quarantine. Ms. Smotherman said she uses the Remind app to communicate with child care families. However, she lost her cell phone and was unable to send messages until Sunday evening, January 30, 2022. Letters and text messages were sent to parents in the toddler classroom on January 30, 2022, and the parents in the infant classroom were informed on Monday, January 31, 2022. Ms. Smotherman said she did not know that the message had to list the symptoms and the prevention measures of the disease. She admitted that the message only informed parents of the positive COVID 19 case. Ms. Smotherman said only the families in the infant and toddler classrooms were informed of the COVID 19 case.
