On 1/24/2023, I completed an onsite inspection. I first met with Caitlyn Gonyer, who is serving as the program director. Her program director approval request is pending. She reported that she and Rachel Solowiej, are sharing program director duties at this time. I informed Ms. Gonyer that a complaint was made to licensing regarding some inappropriate discipline and/or actions by a child care staff member. Ms. Gonyer showed me the two rooms that are upstairs, the infant/toddler room and the preschool room. I inquired about the center's policies regarding discipline. Ms. Gonyer directed me to the parent handbook which was posted between the two classrooms on the parent board. She confirmed that staff get copies of the parent handbook as well as the staff handbook and the discipline policy is in both. I took a picture of the policy which was the same for both classrooms. Ms. Gonyer helps in both the infant/toddler room and the preschool room and aims to be in each classroom two hours a day. However, with her new program director duties she is not always in each room for that amount of time. Regarding discipline, Ms. Gonyer states that both classrooms use redirection such as starting a different activity like a puzzle or craft. If they have enough child care staff members working to maintain ratio, sometimes a CCSM will take a child that is struggling and work with them one on one or remove them from the classroom to go for a walk. If a child refuses to do an activity they have planned, they will use encouragement of participation. Parents are called if/when a child is behaving unsafe, such as hitting another child. I inquired if she had any concerns regarding how the staff are interacting with the children. She stated that she and Ms. Solowiej have recently talked to staff about using softer terms and quieter voices with the children. These issues have not been addressed with staff members individually, but as a whole group at staff meetings that are held once a month. At the next staff meeting, she is planning to review the discipline policy and ways of talking to the children. I inquired if there are any specific staff members' actions that prompted those discussions to be added to the 3 staff meeting. Ms. Gonyer stated that there was an incident that happened that was brought to her attention by the Manistee County Sheriff's Department approximately one week ago. It was reported to her by the detective that CCSM 1 slapped Child A after Child A hit the glasses off CCSM 1's face. Ms. Gonyer was unsure of what was going on regarding that investigation but agreed to get further information on it. Ms. Gonyer reports that CCSM 1 continues to work with the children and that Ms. Gonyer was not aware of any concerns regarding CCSM 1's actions toward the children prior to that complaint. Following Ms. Gonyer's notification of the allegations against CCSM 1, Ms. Gonyer reviewed their discipline policy and the abuse neglect statements signed by staff and it will be addressed further in the staff meeting. Ms. Gonyer denied knowing about any children that are singled out, and that she believes that child care staff members follow the discipline policy for all children. I interviewed CCSM 2. CCSM 2 works in the preschool classroom. She has been with the school since 2010. She has been the lead in the preschool classroom for 6- 7 years. Regarding discipline, she tries to talk to the children to find out what the issue is. They will sometimes have the children sit with a toy or have the child go to the reading room. The children have their stuffed animals during rest time. Recently the children were throwing them up in the air during rest time and not using them to rest with, so they now have to keep their stuffed animals in their cubby/locker. CCSM 2 has had to have contact with some of the parents regarding their children's behaviors; however, she encourages the kids to talk it out with one another to have the children try to problem solve
