    On April 11, 2022, the department received a complaint regarding sick children in the toddler classroom at the Goddard School. The complainant did not leave any contact information; therefore, I could not obtain any additional information. April 19, 2022, I conducted an unannounced onsite inspection. I informed Mrs. Kempl, licensee designee, of the allegations against the child care facility. I asked about the center's child illness and exclusion policy. Mrs. Kempl stated that their policy states that a child who becomes ill during the day will be sent home and are to remain out of the center for at least 24 hours. The child must be symptom free before returning to the center. The exception to the policy would be if a child went to the doctor and the doctor deemed the child okay, then the child can return to the child care center. Ms. Kempl stated that for the past month or so, there have been ill/sick children in every classroom. Mrs. Kempl does not believe there is an outbreak in the child care center, but children have randomly become ill. Children have been sent home for fever, poor appetite, diarrhea, vomiting, and other health symptoms outside of the child's normal behavior. Children who become ill during the day and are waiting to go home after the parent or guardian is notified, are sent to the office to wait. Mrs. Kempl stated that Child A's mother April 4, 2022, that they had gone out of town for a long weekend and Child A will return to the child care center on April 6, 2022. Because they were driving in from out of town, Child A would be late coming to the center. Child A was signed in at the center at 10:20 AM. Mrs. Kempl stated that the child's temperature was taken while the child was still wearing their coat. Child A was sent home on April 6, 2022, around 10:30 AM with a fever of 100.5 degrees. Child A's mother returned to the center and signed him out at 10:40 AM. Child A's mother took Child A to Urgent Care on April 6, 2022, around 11:00 AM. Child A's mother called the child care center to report that Child A does not have a fever and is okay. Child A's mother sent Mrs. Kempl a photo of the aftercare summary sheet from Urgent Care showing Child A's temperature of 97.3°F. Mrs. Kempl informed Child A's mother to err on the side of caution and Child A can return to the child care center the next day. Child A returned to school the following day and was signed in at 8:53 AM. No other children have become ill in the toddler classroom at the time of the onsite inspection. On April 19, 2022, I interviewed co-owner and child care staff member, Kevin Kempl. Mr. Kempl stated that he uses a Halo fogger machine to disinfect and sanitize the child care center at the end of the day. In addition to using the Halo machine daily at the end of the day, it is also used as needed. If a child becomes ill during the day and sent home, then the Halo is used to disinfect that classroom immediately. Mr. Kempl reports that the child care center also has a large double door Zono sanitization machine for items that cannot be easily sanitized in the center or too large for the washing machine, such as the children's cots. The Zono machine is utilized daily in the child care center. Mr. Kempl stated that in addition to the Halo 3 and Zono cleaning and sanitization machines, the child care center also contracts with Wonder Janitorial services, who cleans the center on Wednesdays and the weekends. On April 19, 2022, I interviewed the child care staff members in the toddler classroom, Ms. Gamache and Ms. Williams. Ms. Gamache stated they use the three-step process to clean toys and other hard surface items in the classroom. They have four basins in their classroom that they utilize to wash, rinse, sanitize, and dry toys and other hard surface materials.     On 3/03/2022, I interviewed Ms. McClain, program director regarding an incident report sent to the department, stating that Ms. Kim, child care staff member aggressively handled Child A during nap time. Ms. McClain stated that 2 child care staff member Ms. Gamache entered her office crying on 02/28/2022 and informed her that child care staff member Ms. Kim was aggressive with Child A. Ms. McClain stated that Ms. Gamache informed her that Ms. Kim had wrapped up Child A like a burrito in his blanket and held him down on his cot. Ms. McClain asked Ms. Gamache if she thought Ms. Kim was trying to hurt Child A to which she replied, "Yes". Ms. McClain stated that Ms. Gamache told her that Child A does not sit or listen and is aggressive to others. Ms. Gamache told her that Child A is very aggressive during nap time, including kicking and pinching staff. To prevent Child A from kicking and pinching, Ms. Kim takes Child A's sleeping bag and tucks it around his body. Ms. McClain directed Ms. Gamache to complete an incident report, and she notified the department. Ms. McClain has observed nap time after the incident was reported and stated that she observed Ms. Kim tuck Child A's blanket around his body and informed her that she cannot do that. She informed Ms. Kim that Child A does not have to nap; he can have quiet activities or be encouraged to just rest his body. She also informed Ms. Kim that if she is overwhelmed, she can contact her for assistance with Child A. Ms. McClain stated that since the incident took place things have been fine. On 3/09/2022, I conducted an unannounced onsite inspection. I spoke with Ms. Kempl, licensee and Ms. McClain, program director. Ms. Kempl was not present in the office when Ms. Gamache reported the incident to Ms. McClain. Ms. Kempl is aware of the ongoing tension between the two child care staff members but has not witnessed Ms. Kim being aggressive with Child A. Ms. McClain reported that she has been observing the classroom every day and has not seen any aggressive behavior by Ms. Kim towards the children. Ms. Kempl and Ms. McClain informed me that child care staff members Ms. Kim and Ms. Gamache are no longer working together in the toddler classroom. Ms. Gamache is now working in the infant classroom effective 3/09/2022. On 3/09/2022, I interviewed child care staff member Ms. Gamache. Ms. Gamache stated that the day of the incident there were eight children present with three staff members. Ms. Petrides, the third child care staff member assigned to the classroom was present but was on break at the time of the incident. Ms. Gamache stated that Child A is very active and is still adjusting to the classroom and routine. The day of the incident, she stated that Ms. Kim spent approximately one hour putting Child A down for nap. Ms. Gamache stated she observed Ms. Kim become "frustrated" with Child A and then "rolled him up like a burrito and put both hands on top of him". Ms. Gamache stated that Child A became frustrated because he could not get up and began to kick his legs at Ms. Kim and trying to take his shoes off. When Child A raised his left leg up at Ms. Kim, she grabbed his leg, brought it up to his chest then forcefully put his leg down. Child A settled down and Ms. Gamache asked Ms. Kim if she wanted her to take over. Ms. Gamache stated Ms. Kim did not say anything, she just walked away from Child A. Ms. Gamache stated she sat with Child A until he eventually fell asleep. Afterwards, Ms. Gamache stated she and Ms. Kim went about their normal nap time routines. Ms. Gamache informed Ms. McClain about the incident who told her to complete an incident report. Ms. Gamache stated that there 3 have been no previous incidents and no further incidents have occurred until 3/08/2022. While interviewing child care staff member Ms. Gamache, she informed me of some incidents involving three different children that occurred on 3/8/2022 with child care staff member Ms. Kim.
