    Notifications were sent out to parents via the KinderCare app when cases of hand, foot and mouth disease were identified in the classrooms. Notifications were sent on 6/2/2025 and 6/8/2025 to the Infant 1, Infant 2, Toddler 1, Toddler 2, and Toddler 3 classrooms. On 6/9/2025, another message was sent to the Toddler 1, Toddler 2 and Toddler 3 classrooms. On 6/11/2025, the notification was sent to the preschool and Pre-K classrooms. sent to the preschool and Pre-K classrooms.     On 01/05/2023, I received an incident report via email from the child care center. On 01/09/2023, I completed an unannounced inspection to the child care center. I interviewed acting program director, Kristen Roberts. Ms. Roberts shared that on 01/04/2023, she along with child care staff members, Semaj Montgomery and Patricia Peters were talking in the hallway at the desk. Ms. Montgomery looked at the monitors, which live stream the classrooms. Ms. Montgomery saw child care staff member, Kandice Rungta lay Child A down on the cot by pushing his head. Ms. Roberts shared that Ms. Rungta did not lay him down gently. Ms. Roberts sent Ms. Montgomery to Ms. Rungta's classroom to give her a break. Ms. Runtga works in the toddler room with children ages 1 - 2 years old; Child A is enrolled in the infant 1/2 room. Ms. Roberts stated that attendance had been low in the child care center and Ms. Rungta had three children present in her classroom. Ms. Roberts stated she did not know why Ms. Rungta took Child A from his classroom to her classroom, but Child A was having a rough day. Ms. Roberts was also unsure why Ms. Rungta took Child A to her classroom because Child A was mobile but not walking on his own. Ms. Roberts sent Ms. Rungta home for the remainder of the day after her break. Ms. Rungta texted Ms. Roberts and shared that she was upset. Ms. Roberts called Ms. Rungta later that evening and informed her of what she saw on the monitor. Ms. Rungta responded that she did not realize that she was handling Child A in a rough manner. Ms. Roberts talked to Ms. Rungta about feeling upset or overwhelmed and the importance of asking for help and/requesting breaks. After the incident, Ms. Roberts called program director, Krupali Patel and licensee designee, Cheryl Tanasoff. When Ms. Rungta returned the next day, Ms. Roberts held a conference with her in the office. During the meeting, Ms. Rungta insisted that Child A was not crying. Ms. Roberts asked Ms. Rungta to reenact how she put Child A on the cot using a babydoll. Ms. Rungta said that she did not do anything wrong but was apologetic. Ms. Roberts asked Ms. Rungta to step out of the office while she conferenced with Ms. Patel and Ms. Tanasoff. After speaking with Ms. Patel and Ms. Tanasoff, Ms. Roberts came out of the office to find that Ms. Rungta had taken two of her children from the infant room and returned to her toddler classroom. Ms. Roberts pulled Ms. Rungta from her classroom and informed her she was being placed on administrative leave. It was decided that Ms. Rungta will not return to the classroom; she could assist in the kitchen but would not be allowed to be with 611 W. OTTAWA. P.O. BOX 30664. Child A's Mother kept Child A home on 01/05/2023 and 01/06/2023, Child A returned to the center on 01/09/2023. On 01/09/2023, I interviewed child care staff member Semaj Montgomery. Ms. Montgomery has worked at the child care center for four years and is assigned to the infant room. Ms. Montgomery shared that there were four infants present the day of the incident when Ms. Rungta took Child A to her classroom. Because attendance was so low, Ms. Montgomery was assisting in the kitchen. Ms. Montgomery shared that she was unsure why Ms. Rungta took Child A to her classroom. When she asked Ms. Rungta, she stated that she wanted Child A to play in her classroom. When child care staff member, Isreal Ross, who also works in the infant classroom with Ms. Roberts Montgomery said for Ms. Rungta to bring Child A back, Ms. Rungta told her, "No". Ms. Montgomery stepped out of the kitchen and approached Ms. Roberts who was in the hallway at the desk about a food order. It was naptime and as she casually viewed the classrooms on the TV monitor, she saw Ms. Rungta "plop" Child A down on the cot then pushed his head down.     On 09/14/2022. I made contact with and I agreed to meet at the child care center that day. On 09/14/2022, - and I made an unannounced onsite inspection to the child care center. We informed program director Lauren McCausland of the allegations. Ms. McCausland said that was alone with the children in the gym the day of the alleged incident. The child care staff member who usually works with was not present. Ms. McCausland informed us that Child A was present. On 09/14/2022, - attempted to - interview Child A. Child A was unable to answer all competency questions. After - and I introduced ourselves to Child A, Child A began to talk about the incident regardin his without prompt. Child A said that (child care staff member Child A said that just grabbed his ■ and (Child A demonstrated the then he said "ow" and then he went to the doctor. When asked why he thought , Child A said his friend Child B crashed into him on a bike and then he crashed into Child's bike. When - asked Child A again, he said, "Because I wasn't listening". Child A continueAsa ing that after he crashed into Child B with the bike, he got off the bike and but he was "super -fast". Child A said that When asked if they were serious or playing, Child A said that they were playing. When - asked what they were playing, Child A said "bikes". When asked about the basketball game, Child A said e were playing with the orange ball with black stripes. When asked how his Child A said that his ■ "feels good" and then stated that his iChild A said that Child B is his friend, and he plays with everyone. When asked if he likes , Child A said he likes because he's silly. Child A also said that he does not like because of him. Child A went on to say that the boys are hitting him and that and then stated he probably hurt himself. When asked about his •again, Child A said that his "feels good today, it doesn't hurt". Child A did not appear to be bothered by his and was very active and animated during the interview. On 09/14/2022 and I interviewed child care staff member, has worked at the child care center approximately said on Monday, Child A told him that his ■ hurt and that he was going to tell his dad. stated that it was not uncommon for the children to say random parts of their body hurt, like their arm, or leg, and for the children to be fine, said that Child A had told him earlier in the day that his ■ was hurting. said he and asked if it hurt, and 3 Child A said it did not hurt. Later, while in the gym, Child A said his ■ hurt again. When touched it, Child A said it hurt. Close to the end of the day,around 4:30 — 5:30 PM, the class went to the gym. ■ did not see any on Child A's ■ and Child A was running and playing like normal. At the end of the day, the children are combined with other classrooms as children are picked up from the child care center. classroom transferred to another classroom; he is unaware if Child A complained of his ■ to the child care staff member. stated that nothing like this has ever happened before and that he plays with the children a lot physically. explained that he picks the children up, sometimes he will hold the children's arms and allow them to walk up his torso so they can do a "flip" off him. shared that he was not aware that doing so could hurt them. stated that he will no longer allow the children to do this. — and I advised that would be best and anytime an adult is holding a child by the could occur. He denies swinging the children or grabbing the children. shared that Child A will sometimes "drop to the floor" when he does not want to do something. He recalled Child A and another child (he could not remember which child) were fighting and arguing about a toy in the gym and he was holdin Child A• and Child A just dropped to the floor while he was said that Child A was not thrashing, he just slumped down. shared that the day Child A complained about , he had picked Child A up and allowed him to do a flip off him, then later it was an inc

    On 08/28/2022, I spoke with Child A's Mother via telephone. Child A's Mother stated that as she was putting Child A to bed, Child A told her that child care staff member Ritu Singh put tape over Child A's mouth, and it hurt. When Child A's Mother asked why, Child A said it was because they made a mess at breakfast. Child A's Mother called Child C's Mother and asked if she could ask Child C if Child A had tape over their mouth and if child care staff member Ms. Singh put the tape over Child A's mouth. Child A's Mother reported that Child C's Mother asked Child C and Child C said that Child A had blue tape over their mouth and Child A was in trouble. Child A's Mother shared that she informed program director Lauren McCausland of what Child A had said and what Child C's Mother shared with her. Child A's Mother said that Ms. McCausland was very attentive while working with her to find out what happened. She believed Ms. McCausland was very concerned and would get to the bottom of it. There had been other encounters with Ms. Singh and Child A that Child A's Mother did not like. Child A's Mother stated that the tape incident was the first physical incident that occurred. Child A had been attending the child care center since February 2022 and there have been incidents when Child A's Mother has not agreed with something Ms. Singh said to Child A. Child A's Mother believes the previous incidents were due to language barriers. Child A's Mother is unsure how long Child A had to wear the tape. Child A's mother pulled Child A out of the center. On 08/28/2022, I interviewed program director Lauren McCausland. Ms. McCausland shared that Child A's Mother requested a meeting with her on Friday, 08/26/2022. Child A's Mother sent Ms. McCausland an email explaining what Child A had told her. Ms. McCausland shared that Ms. Singh has worked at the child care center for three and a half years and this is the first incident where she has been accused of physical discipline. Ms. McCausland reports that Child A's Mother is friends with Child C's Mother. Child A's Mother told Child C's Mother what happened, and Child C said that Ms. Singh put tape over Child A's mouth. When Ms. McCausland asked Ms. Singh about the allegations, Ms. Singh denied putting tape over Child A's mouth. Ms. Singh explained the daily routine to Ms. McCausland and 611 W. OTTAWA. P.O. BOX 30664. LANSING, MICHIGAN 48909 www.michigan.gov/lara . 517-335-1980 expressed that she would never do something like that. Ms. Singh explained all parts of the daily routine except lunch and nap/rest time. Ms. McCausland stated that she asked some of the children in the classroom what happened. Child A said it happened at the table, Child C said it happened on the rug, and Child B said it happened in another area of the classroom. While the children said it happened in different areas or at different parts of the day, all of the children said that Ms. Singh put "blue" tape over Child A's mouth. Ms. McCausland put Ms. Singh on administrative leave pending the outcome of the investigation. Ms. Singh works in the Pre-K classroom with 10-12 children and does not have a child care staff member who works in the classroom daily with her. On 09/09/2022, I interviewed Child C' s Mother via telephone. Child C's Mother stated that her child no longer attends the child care center. Child C's Mother said that she is friends with Child A's Mother and their children have been attending child care together since they were four months old. Child C's Mother shared that Child A's Mother texted her on 08/25/2022, Thursday evening. Child A's Mother asked her if she could ask Child C about the child care staff member putting tape over a child's mouth. Child C's Mother asked Child C the following morning in a general manner. Child C said that Ms. Singh put blue tape over Child A's mouth because he was being bad and making a mess. Child C's Mother explained that she asked Child C, "Did you ever see Child A with tape ove
