In this investigation, Adult 1 was interviewed on April 27, 2021 and denied ever being in Ms. Orr's home during child care hours. On October 7, 2022, I interviewed Adult 1. He told me that he lied to the bureau and last year because he had indeed been in the home on a monthly basis in 2021 and part of 2022. He would fly to Michigan on a Thursday and stay at Ms. Orr's home until Sunday or Monday before flying back home. He would be upstairs in the home (Ms. Orr only provides child care in the walk-out basement of the home) but did recall seeing some of the children Ms. Orr cared for. He did not have specific dates when this occurred, but he said that the last time he was at the home was the weekend of March 4th through 6th, 2022. He confirmed that the felony charges against him had been dismissed as this was a case of an ex-spouse making up lies about him. Adult 1 said that he had texts from onfirming his allegations. I received text messages from Adult 1. They include two pictures of him with Ms. Orr in Frankenmuth, along with a receipt for two nights at a hotel in Frankenmuth for the 3 dates of March 28, 2021, to March 30, 2021. He stated that he had stayed at Ms. Orr's home from March 21, 2021, until March 28, 2021. On October 11, 2022, I received a copy of a court order from showing that the charges against Adult 1 were dismissed on October 29, 2021. I made an unannounced onsite inspection to the child care home. Diana Orr said that Adult 1 had visited her house in the past when he was in town to visit his children and grandchildren but denied that he had stayed at her home. The last time he visited was early March of this year. Adult 1 would be upstairs at the home when he visited, and no child care children were present as it would be on the weekend. Adult 1 moved to the area approximately five months ago, but she was not sure exactly where his was staying. She knew it wasn't far from her. She said that Adult 1 was angry that she was dating someone else and was also mad that his adult children no longer wished to see him due to his harassment of her. She made a police report the week prior due to telephone harassment by Adult 1. While at the home, I interviewed child care staff member . She denied ever seeing Adult 1 at the home and stated that she never met him. On October 13, 2022, I interviewed Ms. Orr's adult daughter She said that when Adult 1 would come to Michigan, he always stayed elsewhere and did not stay with Ms. Orr. She has never seen him at the home during child care hours. She confirmed that Ms. Orr watches her children and did not have any concerns. She believes that this complaint was made out of spite, and she described Adult 1 as "delusional." On October 14, 2022, I interviewed Ms. Orr's adult daughter She confirmed that her children attend Ms. Orr's child care but has never seen Adult 1 at the home during child care. She told me that everything Adult 1 was saying was a lie and that he is mad at them. On October 19, 2022, I interviewed Child B's mother. She had no concerns about the care her child receives and denied seeing Adult 1 at the child care home.

On April 8, 2021, 1 spoke to Diana Orr, along with via speaker phone. She stated that the child care was closed for the week. She was currently staying offsite. Minor Child 1 is currently with adult sister in another county, but she would contact so that we could speak to nor Child 1. We asked Ms. Orr is she was aware of the for Adult 1. She stated that approximately one year prior, hero brought this up in court. She stated that she contacted the county in which the was issued and was told that there was no . She stated that she was aware that years ago, Adult 1's made allegations against him during their W but that it had been determined that this could not have occurred due to Adult 1 eingut of the country at the time of the alleged incident. Ms. Orr stated that if she thought that Adult 1 had an or that he was not suitable to be around children, she would not have had him complete the Federal Background Check. She stated that Adult 1 does not reside in the home as he lives in another state but that he visits periodically due to having adult children in the area. She stated that he has stayed at her home but has never been there during child care. She estimated the last time he had visited; it was approximately a month and a half ago. She estimated that he visits every few months. On April 22, 2021. a second unannounced onsite inspection was attempted. Also present was Present at the home was child care staff member Beth Lange, . along with five unrelated children and one related child. She stated that Ms. Orr had just left to go to a funeral. Ms. Lange denied ever seeing Adult 1 around child care children and confirmed that Adult 1 lived in another state. On April 23, 2021, l spoke to Diana Orr by telephone.. She stated that she has spoken to Adult 1 regarding the and that he has to take care of it. Ms. Cl Orr stated that she believed Adult 1 has had previous background checks and nothing has ever shown up. She had Adult 1 do a Federal Background check because she wanted to make sure that "nothing showed up" since he would be visiting. She again stated that Adult 1 had not been present at the home when children in care were present. She stated that he has returned to the state to see his adult children on approximately three occasions during the past year. He flies in late Friday and leaves on Sunday. She confirmed Adult 1 is the . so he comes back to the state to see them. On April 26, 2021; 1 interviewed Diana Orr again at her home with Ms. Orr stated that she had disconnected Adult 1 from the Federal Background check system and has told him not to return to the state until the matter of the had been taken care of. I asked if she had the Consent and Disclosure Statement for Adult 1 to see if he listed the state in which was issued as a past address. When I interviewed Adult 1, he stated that he received the information that Ms. Orr smacked Child A and locked Child B in a dark room for punishment from his daughter He did not have any first-hand information regarding each of these allegations but had a text message from confirming them. On October 7, 2022, 1 received screen shots of a text exchange that was reportedly between Adult 1 and The text has a date of March 2 on it, but no year is displayed. says Ms. Orr is using an "illegal" dark room in the basement for punishment and mentions it is used for both Child A and Child B. The text also mentioned Ms. Orr "smacking" children on the past Wednesday. During the unannounced onsite inspection, Ms. Orr showed me the room in the basement that does not have any windows and is used for napping. This space is approved use space and had a crib in it when I observed it. Ms. Orr denied ever using this as punishment on any children. Ms. Orr denied ever "smacking" Child A or any child. While at the home, child care staff member denied that the nap room is used for punishment and denied ever seeing Ms. Orr smack" a child. When I interviewed she denied that she told Adult 1 about the nap room being used for punishment or that Ms. Orr had "smacked" Child A. When I asked her about the texts, she said that she did not send them, and that Adult 1 creates false documentation. She had no concerns about the regarding her children receive in the care of Ms. Orr. onfirmed that Diana Orr provides child care to her children and that she has no concerns. She has never seen Ms. Orr "smack" a child in her care. She denied any knowledge of Ms. Orr using the nap room for punishment. She stated that everything Adult 1 has said regarding Ms. Orr have been lies. On October 19, 2022, I interviewed Child B's mother. She had no concerns about the care her child receives. Child B uses the nap room for napping and did not believe it was being used for punishment. Child B loves going to Ms. Orr's child care and she recommends Ms. Orr to everyone. She did not have any concerns regarding physical discipline being used on any child in care. A
