Child A (male, age 3) was diagnosed with RSV and allowed to be in care against the Winter Sun Schoolhouse illness policy. Child A (male, age 3) was diagnosed with RSV and parents were not notified.

Child A (male, age 4) has asked other children to kiss their and - He has also asked others to pull their pants down. = On 7/20/2022, 1 completed an onsite inspection at the child care facility. I spoke with child care staff members Morgan Ralston, Barbara Bobinski, Onica McFallen, Sarah Komoelje, and Denelle Helms. In addition, I spoke with program director Cindy Taylor. 2 When speaking with Cindy Taylor, I indicated that we had received allegations that Child A had been asking others to play games where they would kiss one another's and that Child A had asked other children to take their pants off and that he had touched another child's = behind a bookshelf. She stated that in the spring (later to identified as May 24th) she had been notified that Child A and Child C (female, age 4) were playing in the puppet theater area during free choice. They had gone behind the puppet theater and when the teacher went to observe what they were doing Child A was found with his pants down and a pineapple on his At that time, all parents were informed of the incident and teachers assumed it was an isolated event since Child A has been there since birth and never really had any other incidents. Ms. Taylor stated on 7/1/2022 she received a message from Child B's Mother stating that Child B had come home and told her that Child A told Child B to pull his pants down when they were on the playground together. Ms. Taylor followed up with the teachers and it was reported that a teacher did observe the two going behind the fence, so she got up and went to see what they were doing. When she got over there, she asked them what they were doing and they stated "nothing." The teacher did not note anything happening. On 7/8/2022, Ms. Taylor was notified that Child A and Child B were found behind the bookcase. She stated that Child A's Mother had been informed every time and during this third conversation suggested that they have a conversation with Child A's pediatrician to gain resources how to help Child A understand boundaries. Ms. Taylor stated that after each incident steps were made to try and stop this behavior from happening. She stated staff were positioned on the playground to see blind spots created by fencing of a hazardous power line and over staff during outdoor play and centers. Child A and Child B had been moved to the Voyagers classroom in the spring due to their age, but Child A was placed back in the Navigators classroom because of ratio requirements being 1:8 versus 1:10 and smaller enrollment during the summer months. Morgan Ralston has been working at the child care center and has always been assigned to the Voyagers classroom. She is aswinacreeRo ild A, but has not seen him inappropriately act out towards another child. Ms. Ralston stated that one day Child A asked a couple kids to play doctor, but she redirected all of them. Ms. Ralston indicated about 2-3 weeks prior she had been told that a teacher should have an eye on Child A at all times and that Child A and Child B should be at separate centers during free play. Another Voyagers staff member had told her about this and that typically they just talk between the staff in the room to determine who has their eyes on Child A. Barbara Bobinski is the lead teacher in the Navigator classroom. She had heard of all three incidents involving Child A but was only personally involved with the puppet 3 theater incident. She stated that the children were playing in centers and when she was doing her walk around she observed Child A with his pants down and a pineapple toy covering Child C was also back behind the theater. Ms. Bobinski identified Childhism A as a very sweet boy who tended to be a rule follower. She stated that he did have and struggled with using the bathroom for bowel movements. She notified Ms. Taylor about the puppet show incident and let her contact the parents. Ms. Bobinski stated that it was her understanding that Child A would be back in her classroom for now and tha

R 400.8155 · R 400.8155 1 Child accidents and incidents; child and staff illness. (5) A center shall have a written policy detailing when children, staff, and volunteers will be excluded from the center due to illness.
I completed an onsite inspection at the child care facility on 11/21/2022. I spoke with program directors Cristin Whiteman and Cindy Taylor during my visit. I explained to Ms. Whiteman and Ms. Taylor that allegations were received stating that children were being diagnosed with RSV and still allowed to attend child care, specifically Child A. The allegations went on to indicate that parents were not told that there was RSV in the center and it is a communicable disease which requires notification. Ms. Taylor and Ms. Whiteman both reported that the center has been hit hard with all sorts of illnesses, but they continue to implement their policy in regard to exclusion of sick children. Upon entering the center, I had noticed the policy was posted on the door as a reminder to parents. The Winter Sun Schoolhouse Illness policy reads "Children are to be kept home for a 24-hour period of communicability if they have an infectious disease. Should your child become ill while at school, he/she will be isolated from other children until they are picked up. If your child has been coughing and/or sneezing excessively, vomiting, has diarrhea, a rash, or a temperature in excess of 100 degrees, please do 2 not bring him/her to school. A child must be fever free, vomit free, and diarrhea free without medication for 24 hours prior to returning to school." Ms. Taylor explained that on 11/7/2022 Child A had puked during his nap because of coughing so hard; however, child care staff members did not notice he had vomited until he woke up from nap. Since nap concluded close to pick up time, Child A's Mother was notified at pick up that he was excessively coughing and that he had vomited so he needed to be kept home the following day. Child A was not in care on 11/9/2022 and was brought home to the child care on 11/10/2022. Child A's Father had mentioned to the child care staff at drop off that he had been diagnosed with RSV the day prior at the doctor's office. Ms. Taylor was informed by the child care staff of this diagnosis, so she reached out to Child A's Mother who stated that she was following the illness policy, that Child A had been vomit free for 24 hours, had no fever, and cough was much more manageable at this time but she was more than willing to come get him. Child A's illness was observed throughout the day and he had the typical sniffles and a minimal cough so he was kept in care.

Ms. Taylor showed me an email that was sent to all parents on 11/11/2022 at 4:24 pm letting them know that it is cold, flu and virus season so they wanted to remind parents of the center's illness policy. She also informed the parents that they had a few confirmed cases of RSV and other children with fevers, coughs, and runny noses. We discussed the department's requirement to inform parents when they become aware of a child being diagnosed with a communicable 3 disease, the symptoms of the disease and the prevention measures that can be taken. Ms. Taylor stated that she honestly wasn't aware that RSV was a communicable disease. I was able to show Ms. Taylor and Ms. Whiteman the Communicable Disease pamphlet that the department has as a resource for child care providers to assist them in figuring out what is considered a communicable disease.
