    R 400.8110 · R 400.8110 Applicant; licensee; licensee designee; requirements. (7) A child shall only be released to persons authorized by the child's parent or guardian.

    On 02/01/2023, I completed an on-site inspection and interviewed CCSM 1, CCSM 2 and CCSM 3. I also obtained child information cards for parent contact information. I spoke to Licensee Designee, Stephanie Marion, by phone and 2 notified her of the special investigation and agreed to follow up with her regarding the outcome. I spoke with CCSM 1 regarding drop off/pick up procedures. CCSM 1 stated that at drop off the parents come to the front door and have to have a mask on. If they do not have a mask, the center provides one for them. There is a sign in and sign out sheet by the door. Parents are responsible for signing in and out. There are a few children that are picked up or dropped off by someone other than a parent/guardian. Child A is one of those children. Child A is often dropped off by a relative. The center will not release a child to anyone that is not listed on the child information card as an approved person for child pick up. If a parent wants their child to be released to someone other than who listed on the child information card, the parent is responsible for contacting the center to let CCSMs know who will be doing the pickup. If that person is not already on the child information card, the parent will be asked to update the card. An ID is required the first time a non-parent/guardian does the pickup of a child. CCSM 1 is not aware of a time where any CCSM released a child to a non-parent without knowing that person's identity or asking for proof of identification. CSM 1 has never observed or been made aware of a CCSM accidentally releasing the wrong child to someone there for child pickup. CCSM 2 reviewed pick up and drop off procedures. There is a sign in/out sheet in the entry way of the building and parents are required to sign their children in and out each day. If someone other than a parent comes to pick a child up, CCSM are required to check the child's child information card to determine if that person at pick up is authorized by a parent/guardian to release the child to. If they are, CCSMs will ask for identification. If the ID does not match someone on the child information card that is approved by a parent to release the child to, the child may not be released to that adult. A parent may also call to verbally let CCSMs know that someone else will be picking their child up. CCSM 2 believes that all CCSMs follow those same procedures. CCSM 2 has never seen a CCSM give an adult the wrong child at pickup. CCSM 2 has never seen another CCSM not follow the sign in/sign out policy. CCSM 3 is present for sign in and sign out and is familiar with the policy. Parents are responsible for signing their child in and out of care. If a non-parent picks up, the parent must call to let the center know someone other than a parent will be picking up. If a parent has not called the center to make arrangements, the center will call the parent to make sure it's okay to release the child to someone other than the parent. If the parent is okay with it, they will release the child after checking ID to see if that person matches who the parent has on the child information card. She is not aware of a CCSM that does not follow that procedure. CCSM 3 has never seen or heard of a CCSM attempting to give an adult the wrong child at pick up. On 04/07/2023, I interviewed CCSM 4. CCSM 4 reviewed pick up and drop off procedures. During drop off, parents will come to the front door with their child. CCSM will do a temperature check on the child, and parents will sign the child in. For 3 pick up, parents will come to the front door, and a staff member will release the child to the parent. If someone other than a parent or guardian is coming to pick a child up, the center requires that that person is listed on the child information card as a person that the parent/legal guardian approves for pick up.     CCSM 1 reports that parents do not pick up directly from the on- site outdoor play area. Parents must sign their child out from the entry way up front, and then can walk back to get their child. In the summer, they sometimes bring the children to off-site to a local park for outdoor play. If a parent comes for pickup at that time, they are still responsible for signing their child out. CCSM 1 has not seen or heard of a CCSM releasing a child to a parent/individual without acknowledging that adult. CCSM 2 reports that a parent may pick up their child from the play area, if they have already signed their child out at the sign out sheet up front. She has never seen a staff member release a child to someone without a CCSM acknowledging the adult picking the child up. CCSM 3 denies being aware of a time when a child was released to a parent or adult without knowledge of a CCSM prior. CCSM 4 stated that there are times during the summer months when the children will go off-site to a local park for outdoor play. During those times children are released to parents or the pickup person by either a CCSM walking the child to the car, or the parent getting out of the car, and coming to the outdoor play area for release. When a parent comes for pickup during onsite outdoor play, the parent will come to the main door, and a CCSM will go to the outdoor play area to get the child and walk them to their parent to be released. CCSM 4 has never seen or heard of a 5 time when a child left care without being signed out by a parent or pick up person, or that adult being acknowledged by a CCSM prior to the child leaving care. Child A's Mother has picked her child up during outdoor play and sign out procedures remain the same where she is required to sign out prior to Child A being released from care. Child B's Mother reports there have been occasions where she has picked Child B up off-site. When that happens, she will get out of her car and walk over to the area the children are at and sign Child B out herself or will let a CCSM know that she is there by waving, and a CCSM will release Child B to her.
