I completed an onsite inspection at the child care on 12/21/2022. Upon my arrival I stopped into the school office to speak with staff that may have witnessed child care children leaving. I spoke initially with witness Amanda Wiggers, she said that the school office closes at 4:00 PM, so office staff really do not see the children leaving child care. The couple times she has witnessed child care children leaving, she has seen a child care staff member bringing the children down to their parents. Ms. Wiggers was able to provide me with the assistant principal and principal's email addresses as they are at the school longer than office staff is. When I initially went to the child care room, licensee designee/multisite director Tarra Carrson and child care staff member Anthony Williams were setting up for programming that day. I explained that on 12/8/2022 it was observed that child care children were roaming the hallways and others were observed being released from the child care room to leave for the day without any supervision from the child care 2 staff members. I asked Ms. Carrson and Mr. Williams about the standard protocol for releasing child care children. This child care is part of the Big Brothers Big Sisters 21st program and the century grant, so child care children are required to attend every day for the duration of time at no cost to their parents. Typically, all the children leave together at 6:00 PM. On occasion children will have to leave early, so the parents call the cell phone number for the program and then the children are escorted down to the exit of the child care by a child care staff member. Mr. Williams commented that typically child care staff member Wanda Harris is the one to take the children down and she is pretty short so maybe she was mistaken for a child. Ms. Carrson stated that she was in attendance on 12/8/2022 due to staff illness. She remembered that there were several non-club (child care children) in the hallways. There was a Santa dinner and workshop at the school that day that was open to the public, so she wondered if the children that were observed to be unsupervised were non child care children. Child care staff member Isabel Fillmore arrived at the facility after I was done speaking with Ms. Carrson and Mr. Williams. She stated that she typically works at another building for this licensee but is subbing at this one because of illness. I asked Ms. Filmore how they release children if their parent arrives at the child care facility. She stated that a parent will arrive and contact them via telephone, at that time depending on how many children are in care, one child care staff member will take the child that is leaving and a couple of other children to avoid one on one contact to the door and verify it is the parent. They then watch the child get in the car with the parent and leave the parking lot before returning to the child care room. As I exited the building, Ms. Wiggers stated that one of the members of their administrative team overheard our conversation about the child care children roaming the hallways without supervision earlier. The individual let her know that recently they were afterschool setting up for a staff breakfast the next day and several child care children were hanging out by them and they had to tell them to go back to the child care space. I emailed the principal Heather MacDonald and assistant principal Elyse Benson on 12/27/2021. In the email I requested to view the surveillance video on the day in question and I asked if they had any concerns about children participating in the Boys and Girls Club not being supervised. I did not get a response from my first email, so a second one was sent to Ms. MacDonald and Ms. Benson on 1/17/2023. At that time Ms. MacDonald responding indicating that "I don't have footage back that far. 12/18 is the last date I can access.
