    On 5/30/2023 I spoke with licensing consultant, Sara Schalk. Ms. Schalk recently completed an onsite inspection at the child care home. At the time of the inspection, Ms. Duncan asked about Mr. Duncan becoming a household member, and she was instructed to have him complete a comprehensive background check. Mr. Duncan was found ineligible by the department, and Ms. Duncan was notified he could not reside in the home. I attempted on an onsite inspection at the child care home on 6/6/2023, when I rang the doorbell, Ms. Duncan spoke through the doorbell system notifying me she was out of town for a death in the family and her child care was closed. I indicated I would stop by the home at a later date. Licensing consultant, Kortney Williams, forwarded me a voicemail from Ms. Duncan that stated she would be closed for the week and then back for a couple days and then closed again due to the death and funeral. I attempted an onsite inspection at the child care home on 7/7/2023. At the time of this inspection, a woman answered the door and identified herself as Ms. Duncan's sister. She stated that there were no children in care and that she was there watching Ms. Duncan's children while she was at an appointment. I let her know that I would stop back out at a later date. On 7/17/2023 I completed an onsite inspection at the child care home. Ms. Duncan was caring for three unrelated children and three of her own children. I explained that we received allegations that Mr. Duncan is residing in the home even though he has been found ineligible by the department. She stated that she was told by licensing that he cannot be there, so she has not allowed him to be. He will come pick up their mutual children and help transport them to school, but he never comes in the home. She stated he does have his mail sent there. I advised her that he needs to change that with the secretary of state. Ms. Duncan does not have any child care staff members employed at this time. During my onsite inspections, I did not observe any male adults, nor did I observe any belongings that appeared to be a male adult's. I spoke with Child A's Mother on 7/25/2023. She indicated that she has no concerns with the care that her child is provided. Child A (female, age 1) has no problem being dropped off at the child care. Child A's Mother has never observed anyone besides Ms. Duncan and the children at the child care. I left a message for Child B's Mother but did not receive a return call at the writing of this report. 3 Verification was made on the Child Care Background System that Mr. Duncan's listed address is different than the child care home.
