R 400.1913 · 1 R 400.1913 Discipline; child handling. (3) Personnel shall not do any of the following: (a) Hit, spank, shake, bite, pinch, or inflict other forms of corporal punishment.

I spoke licensing consultant, Kortney Williams, on 9/11/2022. Ms. Williams is the child care consultant assigned to this child care home. She stated that she has had no concerns with Ms. McCollum and her child care staff member Julie Cielak during her inspections at the child care home. She does not believe they have ever had a special investigation and she has been licensed since 1997. I completed an onsite inspection at the child care home on 9/14/2022. Ms. McCollum and Ms. Cielak were both at the child care home with six unrelated children and one related child. I explained that I had allegations that Ms. Cielak spanked children if they tried to get out of bed during nap time. Ms. McCollum stated that she has never witnessed Ms. Cielak spank a child at any time and that typically for discipline they will just remove a child from the situation. Ms. Cielak stated that she has never spanked a child; she will always just redirect. She stated that on occasion if she is trying to get the attention of a child, she has clapped her hands together but that is the only thing she can think of that would be interpreted as a spank. If children get up from a nap, she just lays them back down 2 and covers them up. Ms. Cielak stated that they have been dealing with a volatile father from a previous child care child. She had several saved text messages and voicemails from the father in which he was unkind. She felt that this complaint may have been retaliation from him as there is no truth behind it. While at the child care home Child A, Child B, and Child C's Mother was present. She stated that she has had all three of her children enrolled in care and never had any concerns. She has never witnessed any inappropriate contact between caregivers and children. On 10/21/2022, I called Child D's Mother and Child E's Mother ad left messages for both. At the time of this report, I have not heard back. I spoke with Child F and Child G's Mother. She stated that Child F (female, age 4) and Child G (male, age 2) have been attending since April and she has had no concerns. She works right around the corner so she has a wide range of pick up times and they are typically unannounced. At no time has she witnessed the caregivers engaging in any inappropriate contact with the children in care.
