On 08/09/2022, I received a complaint alleging, in part, that parents were not informed that Ms. Coleman has child care staff members, and that Child A was left alone at the home on 08/04/2022 with an unknown staff member while Ms. Coleman took other children on a field trip. In an interview with Child A's Mother, she reported that Ms. Coleman posted a picture to Facebook of the field trip and that Child A was not in it. She texted Ms. Coleman, who stated that she has other staff but that the post was from earlier in the day, when Child A was not in care. When I interviewed Ms. Coleman regarding this incident, she denied that she has ever taken children on a field trip, but then stated that they walk to the library. I informed her that this is considered a walking field trip. Ms. Coleman denied that she has ever left children at her home with a staff member in Ms. Coleman's absence. At the time the group walked to the library, Child A was not present. They left the home at 10:28 A.M., walked to the library and discovered that it was not open, and were back at the home at 11:00 A.M. I showed her that attendance records state that Child A arrived at 10:30 A.M. and she stated that her attendance records must be inaccurate. Ms. Coleman and the complainant both reported that Child A arrived around 12:00 P.M. on 08/04/2022. Child B's Mother reported that either Ms. Wraenique Coleman or child care staff member Ms. Jhane Coleman care for children. Child B's Mother does not know of any other child care staff members. Children are never left alone with Ms. Jhane Coleman. According to Child C's Mother, Ms. Jhane Coleman is present in the child care most days and child care staff member Ms. Dominique Williams is present a couple of times per week. She denied knowing if Ms. Coleman ever leaves children in the care of a child care staff member when she is not present. 3 Child D's Mother reported that child care staff members are Ms. Jhane Coleman and Ms. Williams. Ms. Wraenique Coleman lets Child D's Mother know if other staff members will be providing care in her absence. Child E and Child F's Mother reported that she is aware that Ms. Jhane Coleman is a staff member but that she does not believe Ms. Wraenique Coleman has ever left children alone with her. Ms. Wraenique Coleman is always present at pickup and drop-off times. Child G's Mother reported that Ms. Coleman employs Ms. Jhane Coleman and denied that Ms. Jhane Coleman ever provides care in Ms. Wraenique Coleman's absence.

The complaint also alleged that Child A received a "busted lip" that turned into a canker sore while she was at the child care home and that Ms. Coleman did not know what happened. Child A's Mother reported that Child A started attending care on 07/25/2022 and came home the same day with a "busted" lip. Child A's last day of care was 08/05/2022 and she also came home with a "busted" lip on that day. Child A's Mother contacted Ms. Coleman, who denied knowing how Child A was injured. Child A attended care five times and had an injury to her face twice as well as scraped elbows and knees, with Ms. Coleman denying having knowledge of how she got any injuries. I received photographs from Child A's Mother that she said were taken on 07/25/2022 and 08/05/2022. Both photographs show small injuries to the child's lower lip, as would be consistent with someone biting their lip or hitting their mouth on something. The complainant provided me with text messages between her and 4 Ms. Coleman from 07/25/2022 where Ms. Coleman said that Child A walked around with her cup all day, but that Ms. Coleman did not see anything happen. The complainant replies that she could have fallen with her cup in her mouth. Ms. Coleman apologized for not knowing how it happened and stated that, when accidents happen, she always sends a picture to parents. The complainant denied that she told Ms. Coleman about the second incident. The complainant provided me with a medical after visit summary showing that Child A was seen by a physician assistant on 07/26/2022 for canker sores as well as a Covid screening. There was no further information available on the summary. The complainant provided me with a photograph that she said was taken on 08/08/2022 of a child's elbow. The top layer of skin appears to be scraped off but there is no bleeding or scabbing. As this photograph was taken on a Monday and Child A's last day of care was the previous Friday, it is not possible to tell if the scrape occurred while Child A was in care. Ms. Coleman reported that, after Child A's first day in care, Child A's Mother contacted Ms. Coleman and told her that Child A's lip was busted. Ms. Coleman told Child A's Mother that Child A had walked around with a cup all day and Child A's Mother replied that she may have fallen. This was the only time that Child A hurt her lip. Ms. Coleman was unaware of Child A hurting her elbow. Ms. Coleman reported that she always notifies parents if their children are injured while in her care. Child B's Mother denied that Child B has ever been injured while in care. She denied any concerns regarding supervision. Child B "loves it" and Ms. Coleman takes her time with them and helps them learn. Child C's Mother reported that Child C has received scrapes while in care and Ms. Coleman has always sent notification. She denied any concerns with supervision and reported that Child C "loves it" there and that Ms. Coleman is "amazing." Child D's Mother denied any concerns regarding supervision or that Child D has ever been injured while in care. She reported that Ms. Coleman is "wonderful." Child E and Child F's Mother reported that the children have only been in care for one week but that her children enjoy going. She denied any concerns with the level of care her children have received. Child F's Mother reported that things are going very well. Ms. Coleman sends 3-4 progress photos throughout the day. She denied any concerns with supervision.

The original allegation stated that Child A has autism and, due to her sensory issues, only eats peanut butter sandwiches. Child A's Mother offered to provide peanut butter and bread, but Ms. Coleman declined. Ms. Coleman tried to get Child A to eat other things, but she refused, resulting in her not eating while in child care. Child A screams and cries because she does not want to do things. Child A's Mother reported that Child A has autism and has specific foods she will eat. Child A's Mother offered to send the food (peanut butter sandwiches) to the child care home and Ms. Coleman declined, stating that she could provide food. Child A's Mother reported that she found out that Ms. Coleman was offering Child A the same food as the other children and, when she refused to eat it, was not offering her a peanut butter sandwich. As a result, Child A was not eating while in care. Ms. Coleman told Child A's Mother that Child A would scream and cry all day while in care and that she expected Child A to engage in the same activities as the other children. According to Ms. Coleman, she was not notified prior to Child A's first day of attendance that Child A has autism. Child A's Mother told Ms. Coleman that Child A only eats peanut butter sandwiches and offered to bring Child A's food, but Ms. Coleman declined. On Child A's first day in care, Ms. Coleman offered her what the other children were eating. When she would not eat, Ms. Coleman made her a peanut butter sandwich. Child A took one bite of the sandwich but then refused to eat more. Ms. Coleman would not have accepted Child A for care had she known in advance that Child A has autism, because she is not equipped to care for a child with special needs. However, she told Child A's Mother that they would "see how it works out." Child A cried all day every day, until other children in care told her to shut up. Ms. Coleman told Child A's Mother that it was not a good fit and she needed to discontinue care. While in care, Ms. Coleman would try to hold, console, and engage her, but nothing worked. When Ms. Coleman talked to Child A's Mother about the behaviors, she was told that Child A would "get used to it." Child B's Mother reported that Child B always has multiple food options for meals and denied any concerns with the food Ms. Coleman provides. Child C's Mother, Child D's Mother, Child E and Child F's Mother, and Child G's Mother all denied any concerns regarding the food Ms. Coleman provides. It should be noted that none of the above children were identified as having special needs.

The original allegation stated that it was believed that Child A was being provided melatonin because she was sleeping for 3-4 hours at a time while in care, including during loud times and through lunch. Child A's Mother expressed concern that she thought that Child A was being given melatonin while in care, because she was taking multiple hour naps, which is out of the ordinary for her. Child A normally needs silence to nap and was napping in a loud environment while in care. She napped every day she was in care but does not always nap at home. Ms. Coleman acknowledged that Child A slept a lot and when, Ms. Coleman told Child A's Mother about it, she stated that Child A was up all night the night prior. Ms. Coleman denied giving Child A any medication, including melatonin, while in care. Child B's Mother reported that Child B naps at care. She denied any concerns regarding Child B's napping or that Ms. Coleman is providing children any medication. Child C's Mother, Child D's Mother, Child E and Child F's Mother, and a Child G's mother all denied any concerns regarding this allegation. 7
