    R 400.1911 · R 400.1911 Care; supervision; children. (1) A licensee shall ensure appropriate care and su ervision of children at all times.

    I completed an onsite inspection at the child care home on 5/16/2022, I spoke with licensee Terri Carter and child care staff member Doris Greenburg. When I arrived at the child care facility, I met with Ms. Carter. I explained that we had received allegations that she was not caring for children appropriately and leaving them in highchairs for too long. Ms. Carter was unaware of anytime that she left a child in a highchair for an extended amount of time. I asked if Child A sat in a highchair when he was fed and, at first, Ms. Carter did not recall Child A. After a short amount of time, Ms. Carter stated that she did remember him and that he was only in care for about two weeks. She stated that one day the parents picked him up and he was in the highchair outside because he was having a snack and she did not want him to choke while walking around. I referred to Child A in regard to the allegation that he had possibly been physically disciplined at the child care. Ms. Carter stated that Child A was a well-mannered child and was never disciplined. Ms. Carter also stated that no child in care is physically disciplined. 2 She stated that the parents never brought any concerns to her about the care that Child A was provided. I also spoke with child care staff member Doris Greenbarry. Ms. Greenbarry has been working with Ms. Carter for several years. She did recall Child A but said he was not here for very long. She stated that Child A was never disciplined while in child care and that he was never left in a highchair for a long period of time. She stated that most of the time toddlers eat at the small table inside but on occasion if they have snack outside, they will bring the highchairs out to help them stay seated. I attempted to contact Child A's Mother, Child B and Child C's Mother and Child D's Father. I left a message for Child A's Mother at this time I have not received a call back. I attempted to contact Child B and Child C's Mother but the number listed on the child information card was not accurate and Child D's Father's number is no longer working.
