R 400.8125 · R 400.8125 Staff; volunteer; requirements. (1) All staff and volunteers shall provide appropriate care and supervision of children at all times. I

On 06/07/2021, program director and licensee designee Mr. Don Williams submitted an incident report stating that Child A (male, 11 years) was discharged from the program due to inappropriate behaviors, including spitting in Child B (female, 11 years)'s face and touching her butt. Child care staff member Ms. Kendra Burton reported that on 06/04/2021 she was on the playground supervising five children playing. She saw the group of children 2 gather and could tell they were arguing. She walked over and Child B said that Child A had spit in her face. Ms. Burton told the children to come inside and got a movie out. Child B then asked Ms. Burton if she could talk in private, where she reported that Child A had also touched her on the butt on the playground and it made her feel uncomfortable. She told Child A to stop and moved away from him, playing somewhere else. Ms. Burton denied that she observed the incident but reported that she was standing by the fence (on the edge of the playground) observing the children as they played. She reported that there were other school-aged children present as well that were not part of her program. Mr. Williams reported that he talked with Child A, who thought the incident was a joke. Child A had been having behavioral issues that whole day, including kicking chairs, refusing to take off a hoodie, and being disrespectful. Mr. Williams told him that his behaviors were inappropriate and not allowed, and that he would be disenrolled from the program. I contacted Child A's Mother and Child B's Mother on two occasions, leaving messages both times requesting a return call. As of the date of this report, neither parent has returned my call.
