On 5/9/23 ana i conauctea an unannouncea onsite inspection to the !Rner_ and I informed Ms. Kris Fink, licensee designee and Witness 1 of the allegation. Ms. Fink stated that on 5/4/23, Child Care Staff Member (CCSM) 2 informed her that Child A told CCSM 2 that CCSM 1 grabbed her and pulled her arm. Ms. Fink said that Child A was crying and upset but did not appear to be physically harmed as she didn't have any visible marks or injuries. Ms. Fink said there were no other CCSMs present, and she spoke with four sperate child care children who all gave four different reasons to why Child A was crying and none of the0 answ0er,s were consistent to what Child A had said. On 5/4123, the class was on a walk outside and there were no surveillance cameras in the area they were owalkin what ha ened. On 515/23, Ms. Fink said a informed Ms. Fink t a a comp ain was epa ment regarding CCSM 1 forcibly grabbing Child A by her arm and dragging her on the playground. Ms. Fink informed me and that Child A has not yet been back in school since the alleged incident. She provided me and with Child A's contact information along with contact information for CCSM 1 and CCSM 2. Ms. Fink said CCSM 1 has been employed at the center for the last three years and this was the first incident regarding allegations of CCSM 1 causing physical harm to a child. Ms. Kink said a couple of weeks ago, she had to talk with CCSM 1 about making a child drink out of a carton of milk she took out of the trash. On and I interviewed CCSM 2 at the center. CCSM 2 has been wor5ki/n9g/ a2t3 th,"ecen for approximately 8 months and enjoys working with the children. CCSM 2 works in the same classroom as CCSM 1. We informed CCSM 2 of the allegation. CCSM 2 said on 5/4/23, she and CCSM 1 took 14 preschool-aged children for a walk around the school grounds. While walking. CCSM 2 said she has to stop walking to assist another child care child with his shoe as it was untied. During that timeframe, CCSM 2 said something happened with Child A as she came over to her crying and upset. CCSM 2 said Child A told her that CCSM 1 was upset with Child A for calling her a liar and CCSM 1 had grabbed her arm. CCSM 2 said Child A did not have any marks on her arm but told her that it hurt. CCSM 2 asked CCSM 1 about what Child A said. CCSM I told CCSM 2 that she took Child A by the wrist and spoke with her about name calling. She denied using any force or pulling Child A by her arm, CCSM 2 informed Ms. Fink of the incident immediately when they returned to the classroom. CCSM 2 does not feel like CCSM 1 is a team player as she does not get along with the other CCMs. CCSM 2 denied seeing CCSM 1 be physical or inappropriate with the child care children. On 5/9/23, and I met with Child A and Child As Mother at their home. and I informed Child A's Mother of the allegation. Child A's Mother gave permission to forensically interview Child A but insisted on being present lunring the interview. Child A presented to be clean, dressed appropriately, and free from any visible marking or injuries. Child A informed that she is old and was haviint g a good day at home with her mom. Without being asked, Child A immediately told that CCSM 1 hurt me." Child A then said that she likes playing outside and going to the playground. Child A was able to accurately demonstrate the ability to tell the difference between a truth and a lie and establish forensic protocol. Child A said she used to go to school but now she is going to a new school. Child A said that she liked her old school and had some friends there. Child A identified CCSM 1 and CCSM 2 as her 'teachers" from her old school. She described CCSM 2 as nice and gives her hugs every day. Child A described CCSM I as "mean" and told that she makes her eat her lunch when she does not want to. Child A said that 1 hit her hand last week when the class was taking 111 a walk. Child A did not know why CCSM 1 hit her hand and told that she has never done that before. Child
