On 11/30/2022, I received a complaint alleging that Child A was left sleeping unsupervised in the child care center, while child care staff members Rachel Meisenbach and Meaghan Miller brought the other children outside to the busses to go home for the day. Ms. Meisenbach and Ms. Miller were unaware that they had left Child A in the room unsupervised. On 12/02/2022, I spoke with Child A's Mother by telephone. Child A's Mother acknowledged that she was made aware of the incident that happened on 11/28/2022 where Child A was left unsupervised while the child care staff members (CCSM) were bringing the other children to the bus. She received a phone call from Ms. Meisenbach on 11/28/2022 at 3:25pm informing her that Child A had missed the bus and would need a ride home. Ms. Meisenbach told Child A's Mother that Child A had been in line for the bus, but then got out of line and laid on the couch when Ms. 2 Meisenbach was attending to a child that had a bloody nose. CCSMs then took the children out to the bus, and Child A had fallen asleep on the couch and missed the bus. Child A's Mother stated that if Child A was tired, she could see him doing that and that he can be hard to wake up. Child A's Mother had no issues going to pick Child A up after he had missed the bus. Child A's Mother stated she is perfectly comfortable with Child A being in the care of Ms. Meisenbach and Ms. Miller. She stated the CCSMs love Child A and Child A loves the CCSMs. She has not had any other concerns regarding appropriate care and supervision. On 12/06/2022, I completed an onsite inspection. I interviewed child care staff member Rachel Meisenbach. Ms. Meisenbach stated all the children were lined up to go home at the end of the day. One child had a bloody nose, so she assisted the child with their bloody nose. At the same time, Ms. Miller was assisting a child being picked up by their parent. During that time Child A got out of the line and laid down on the couch and must have fallen asleep. Both Ms. Meisenbach and Ms. Miller brought the line of children outside to get on the bus.They came back in the building and Ms. Miller found Child A asleep on the couch. Ms. Meisenbach estimates that Child A was alone in the child care center for approximately 5 minutes. Ms. Meisenbach and Ms. Miller woke Child A up and called his mother to come pick him up as he had missed the bus. Ms. Meisenbach and Ms. Miller are now double counting children. Children are counted when they get in line, then recounted during parent pick up and recounting again when they go outside to the bus. They are also checking the couch and the quiet cube before leaving the classroom. I also interviewed child care staff member Meaghan Miller. Ms. Miller stated all of the children were lined up to go home.One child got a bloody nose and a parent came for parent pick up at the same time, so both staff members were tending to each. Ms. Miller and Ms. Meisenbach then brought the line of children out to the bus. After all the children were loaded on the bus, Ms. Miller and Ms. Meisenbach went back into the school. While they were walking back into the school, they were notified by Ms. Meisenbach's child that Child A was still in the classroom. Ms. Miller noted that Child A is a hard sleeper and they sometimes have a hard time getting him up from his afternoon naps. They contacted Child A's Mother as soon as they woke Child A up. She estimates that Child A was alone in the classroom for approximately 5 minutes. Following the onsite inspection, I spoke with licensee designee Brittany Firman regarding the investigation. Ms. Firman stated that child care staff members have already implemented new practices to help ensure that children are appropriately supervised at all times. 3
Child A (male, age 4) was left sleeping in the child care center unsupervised, without the knowledge of child care staff members.
