On 0110812021 this special investigation was initiated by Timothy Swope, Child Care Licensing Consultant in my absence. On 0111112021 I spoke with Mr. Swope. He said on 0110812021, he completed an on- site inspection and interviewed Ms. Marcia Crump, licensee. He did not have any concerns and said he "cannot see how any thing could have happened at Ms. Crump's home. Mr. Swope said he would send me an email with his notes from his on-site inspection. On 0111112021, 1 received an email from Mr. Swope of his notes from his on-site inspection. According to his notes: Ms. Crump informed him she has been a licensed child care provider for over 30 years and has never experienced anything of °`this matter.' Mr. Swope informed Ms. Crump of the allegation and explained to her the department's process of a special investigation. Ms. Crump informed him on 01/05/2021 during the evening hours, Child A's Mother sent a text message saying she needed to speak with her. Approximately 20 minutes later, Ms. Crump spoke with Child A's Mother via telephone. According to Ms. Crump, Child A's Mother informed her, while she was bathing Child A that evening, Child A said, ` Child A showed mother where it was hurting and pointed toward Child A's Mother be an asking Child A questions about what happened. Child told mother " "got Child A's Mother asked if it was a boy or girt and E Child replied icy sayin a naming Child B. When Child A's Mother asked Child A if told Ms. Crump or assistant caregiver what happened, Child A said "no." C i A's Mother said she asked Child A a lot of questions that she had probably should not have asked but said Child A gave a lot of detail on where and how Child B According to Ms. Crump, she was "shocked' by the allegations. She .c" denied the children ever hearing or seeing anything at her home that would promote that type of behavior. Ms. Crump told Mr. Swope, since the COVID-19 pandemic, she and her assistant caregiver promote social distancing with the children and do not allow any physical contact with the children, to include hugs or close contact play. Ms. Crump also said each child has their own designated space for play and learning experiences. Group activities are staff directed, meaning herself and assistant caregiver provide direct supervision with the children during these activities. During napirest time, Ms. Crump said the children nap on cots in their designated areas which are spaced apart by low shelving units and clear plastic cough shields on top of the shelves. Ms. Crump said when the children are napping, she or her assistant remain present in the room providing direct supervision. Ms. Crump denied any child displaying inappropriate behaviors while in care to including Child A and Child B. She described both Child A and Child B as good children follow her rules and "like to please." Child B has been present in her care for. wh o years. She described■ as a "norms ' who likes to play soccer. Ms. Crump reiterated that she has never seen any inappropriate behaviors from and said she has only had to reminds to calm down when the are playing s o s outdoors as is competitive. Ms. Crump said she play with Child A. Ms. Crump said she and her assistant caregiver will continue to monitor Child B and all the children each day and emphasize the importance of following the social distancing guidelines and not being in close proximity of each other. Ms. Crump provides care in the lower level of her home, the child care children were in a large room that contained individual learning spaces for each child that were separated by low shelving units. The learning spaces also have coughing shields on top of the shelving units. The children were sitting in their separate learning/play areas within the room accompanied by the assistant caregiver who was interacting with the children. lbs.
