On 10/28/2020, I conducted a telephone interview with Child A and B's Mother regarding the allegation. She stated that she was struggling with knowing if inappropriate contact actually happened between Child A and an older child at latchkey. What Child A told her and what he told the school social worker who interviewed him, were two different things. On 10/24/2020, Child A and B's Mother found Child A and Child B (6-year-old, male) touching each other's genitals. When she asked Child A who taught him that behavior, he said he learned it at latchkey. She questioned if anyone touched Child A's genitals. Child A said, "yes" and that it was an older fifth grade boy who did it. He told her that he was in the bathroom when the older child touched his genitals and that the boy told him not to tell anyone. When Child A and B's Mother asked Child B if anyone at latchkey touched his genitals, he said "no." She reported her concerns to the school principal, Mr. Katona on 10/26/2020. The school social worker, Ms. Emily Bender talked to Child A about body safety rules that same day at school. Ms. Bender also questioned Child A about what he told his mother happened at latchkey. Ms. Bender contacted Child A and B's Mother to tell her that Child A could not describe what happened, nor could he provide details about the boy who he said touched him. When Child A and B's Mother asked Child A that evening if someone at school talked to him about body parts and safety, he said, "no." Child A and B's Mother did not know if Child A was actually touched by another child or what really happened because he could not give details about the situation or about the people he talked to at school. She declined to allow child care licensing to conduct a forensic interview with Child A because he was already interviewed by the school social workers. On 10/29/2020, I conducted an onsite inspection and discussed the allegation with program director Ms. Kayla Meyers. She stated that she became aware of the allegation after Child A and B's Mother reported it to Mr. Katona. Ms. Meyers was told that when Child A was interviewed byleam members Ms. Bender and Ms. April Neihardt, he was not able to identify which child touched him. The latchkey program is housed in four separate rooms in the Manton middle school/elementary building. Kindergarten age children are in the Library, first and second graders are in the Music Room, third through fourth graders use the Art Room, and fifth and sixth graders are in the Computer Lab. Prior to 10/26/2020, all of the classrooms were using the same bathrooms located in the elementary hallway. Child care staff only allowed one latchkey child at a time to use the bathroom, but it was possible that Child A was sent to the bathroom at the same time as an older child. Since learning of the allegation, Ms. Meyers implemented several changes including having older students use the middle school bathrooms rather than the elementary school ones. As of 10/26/2020, Child A and Child B are always accompanied to the bathroom by a child care staff member, and the walkie-talkies were ordered so staff can communicate when a child is sent to the bathroom. Ms. Meyers is the primary staff member assigned to the Kindergarten classroom.
