The complaint reported viewing videos that were posted to social media by child care staff members employed by group day care home licensee Lori Preis. The complainant felt that the content of the videos showed inappropriate behavior by the child care staff members. I was able to view five videos that were posted to social media by child care staff member Raylene Marquez. In the first video Child A (female, age 2 years) was observed running outside on the playground in the home's backyard when her foot was grabbed by child care staff member Alexis Hendrickson, and she fell to the ground. The words "Why are we like this" were on the screen. In the second video Child A was standing in the living room of the home when a fluid was squirted into her mouth using a syringe. The words "I pretended to give her raviolis ... and squirt pickle juice in her mouth" are on the screen. Child A reacted as if shocked and was asked if she liked it. Ms. Marquez and Ms. Hendrickson were then seen laughing. In the third video Child B (female, age 3 years) was seen outside on the playground with child care staff member Raylene Marquez who was holding her hands closed while sitting on the ground. When Child B looked down at Ms. Marquez's hands, she opened her hands and threw an object into Child B's face. Child B ran away screaming. "Hahahaha" was written on the screen. In the fourth video child care staff member McKenna Richardson was seen sitting on a swing while she was heard saying "half these kids are retarded, the other half are inbred, that's my conclusion". In the fifth video child care staff members Raylene Marquez and McKenna Richardson were seen sitting outside recording a video of themselves singing along to a song with the words "What we do instead of watching these damn kids" written across the screen. During the onsite inspection on November 4, 2021, I showed the five videos that were posted to social media to licensee Lori Preis. Ms. Preis identified the children in the videos as Child A (female, age 2 years) and Child B (female, 3 years). She stated that she had never seen the videos before, and she was not aware that her child care staff members were recording or posting videos of children in care to social media. Ms. Preis stated that when the child care staff members take the children outside to play, she remains in the house to clean. When the child care staff members are in the basement with children, she remains upstairs to cook lunch. The remainder of the time she and the child care staff members supervise the children together in the home. Ms. Preis stated that she leaves the children in the care of the child care staff members once a week to take her children to school in the morning. The trip to and from the school takes 10 minutes each way. She also leaves the home once a week to go to the grocery store leaving the children in the care of the child care staff members for approximately an hour and a half. Ms. Preis stated that she believes that the child care staff members probably believe that the videos that they post are a joke, but she is afraid that it could affect her the business. She stated that she likes the child care staff members very much and she is so surprised that they are making these types of videos. Ms. Preis stated that she has a private group Facebook page whose members are parents of children in care. She and the child care staff members have permission to take and post pictures of children to this 3 Facebook page. Ms. Preis stated that the children have never complained to her about the child care staff members. She also reported that she has a very good relationship with the parents of all of the children in care and they have never expressed any concerns. Child care staff member Raylene Marquez stated that she has worked at the child care home since March 2021. Ms. Marquez viewed the five videos during the onsite inspection. She stated that she recorded and posted the videos to her social media acco
