On November 30, 2020 staff member hit Child A on the shoulder with her hand. 7 PO I and I interviewed Ms. Renshaw at the center. She stated Child A's er !Peon 11/30/20 and told her Child A said slapped shoulder. Ms. Renshaw asked Child A's Mother if they could meet in person€ o talk about the incident and she said yes. They met at the center the following day. After talking to Child A's Mother, Ms. Renshaw talked to about the allegations, was devastated by what was said and stated none of the children had been playing with water, and Child A had not been in the bathroom or getting paper towel with Child B that day. stated it was a "normal day" and nothing out of the ordinary had happened. denied hitting Child A. I Ms. Renshaw stated during the meeting with Child A and mother, Ms. Renshaw "brushed" against Child A's shoulder and Child A said, "Don hit me." Ms. Renshaw asked Child A if that was what did, but Child A said, "No." Also during the meeting, joined em, an Child A gave her a hug when ■ saw 4 her. Child A's Mother showed Ms. Renshaw the video she took of Child A telling what happened. Ms. Renshaw offered to put Child A in a different classroom because she wanted the opportunity to show the family that Child A was well cared for at the center, but they decided to to the center. Ms. Renshaw stated she spoke with Child B regarding the incident. ■ said was not in the bathroom with Child A, and has not hit■ or anyone else. Ms. Renshaw stated boys and girls are not allowed in the bathroom at the same time and the children know this. Ms. Renshaw stated has been working at the center for over a and there have been no concerns raised by any parents, children, or staff until September 2020 (allegation unsubstantiated) and again now. Other than these two allegations, there have been no other concerns regarding care for the children. Ms. Renshaw stated hitting a child is `just not in character" and she is `very loving and giving." Ms. Renshaw stated she goes into all the classrooms at the center throughout the day and she has never observed interacting with the children in a concerning way. Ms. Hill stated she is familiar with the allegations because Child A's parents came in for a meeting with Ms. Renshaw and ■ Ms. Hill stated the story does not make sense to her because boys and girls are not allowed in the bathroom together,

On 09/09/2020, WR and I conducted an unannounced onsite inspection at Ms. ens Owner/Program Director, Ms. Renshaw and child care staff members Regina Hill, Kelsey Flanigan, and Lauren Schevokas. These were the only staff members that worked with Child A. Ms. Renshaw and all child care staff members stated that Child A was in the process of transitioning from Ms. Schevokas' class, the class, to Ms. Flanigan's class, the class. Child A started the transition on 8/31/2020 and was fully Ms. Flannigan's room by 09/04/2020. On 09/04/2020, Ms. Renshaw said she received a call from the Child A's mother, stating she would like to speak because Child A told her that Ms. Flanigan hit on the hip. Ms. Renshaw informed Child A's mother that Child A was having a di icu t time with the transition. ■ cried frequently throughout the day and appeared overly tired. I interviewed Ms. Flanigan. She stated during irst four days of the transition, Ms. Schevokas worked with Ms. Flanigan in the classroom, and on the final day, 09/04/2020, Ms. Schevokas did no her. She worked in the classroom. Ms. Flanigan said she did not have a lot of interaction with Child A or Child A's mother during the transition week, however, she stated she spoke with Child A's mother on the morning of 09/04/2020. Child A's mother asked if she could join the class at the park for lunch and playtime. Ms. Flanigan told her she did not feel like that would be a good idea because it would be difficult for Child A's transition period. Child A's mother said that was not a problem and she understood Ms. Flanigan's reasoning. Ms. Flanigan said Child A had a rough week. cried on and off throughout each day. Ms. Flanigan stated she has never discipline ild A for crying or any other behavior and did not observe any other child care staff member use any form of discipline with Child A. She said she did not hit Child A on the hip. I interviewed Ms. Schevokas. She stated she had not worked on 09/04/2020. However, she did work with Ms. Flanigan every otheOda hat week. She said Child A struggled to make the transition from the classroom. Child A cried frequently and seemed tired. Ms. Schevo as state not observe Ms. Flanigan hit Child A. She has never observed anything concerning regarding Ms. Flanigan's interactions or behavior towards children. Ms. Schevokas said when children are having a difficult time, she will use redirection to verbal reminders. Children do sit in time-out as a form of discipline. 3 I interviewed Ms. Hill, who is a staff member that worked with Ms. Flanigan on 09,10412020. She indicated that Child A cried a lot. She asked ■ if would like to take a nap. Child A said yes and laid down on a cot. Ms. Hill said children are never disciplined for crying. She did not observe Ms. Flanigan hit Child A. She said it is not in Ms. Flanigan's nature to be mean to children. She has never shown aggression towards children, never yelled, never grabbed, or hurt a child in any way. Ms. Hill said she had no concerns about Ms. Flanigan's behavior with children. Ms. Hill informed me that Child A's mother liked Ms. Schevokas and she did not like the idea of Child A being with Ms. Flanigan. Child A's mother blamed Ms. Flanigan for Child A's excessive crying. On 09,10912018 Ms. Renshaw did not report the allegation of inappropriate contact to the department verbally or in writing. She was made aware of the incident on 0910412020. Ms. Renshaw said she did not remember to report the incident.
