I attempted to contact Child A's mother on 2/25/2022, regarding the complaint. There was no answer, a voice mail was left requesting a call back. On 2/25/2022, I emailed the assigned licensing consultant, Linda Pavlovski, asking for a call on Tuesday 3/1/2022. On 3/1/2022, I completed an unannounced onsite inspection at Tina Barnett's child care home. I met with and conducted an interview with licensee Tina Barnett. Ms. Barnett reported she knew what this was about, and a parent was upset she no longer would watch their child. Ms. Barnett indicated she did have a dog in the home 3 and reported she had an almost two-year-old labradoodle named Korra. Ms. Barnett denies Korra is aggressive or tried to attack any child in the home. The home is viewed to have a gate between the entry hallway and the kitchen. The kitchen has a set of gates running along the border of the living room and kitchen. The living room has a crate in it for the labradoodle. As I entered the home, the dog Korra barked at me, however then stopped, and was calm the entire rest of the time I was in the home. Ms. Barnett denies her dog tried to attack Child A. Ms. Barnett reports she agreed to assist Child A's mother with care for two weeks, and normally does not take short term child care. Child A was dropped off for care on February 17th, 2022, and Korra did not respond well. Ms. Barnett admits Korra was barking and growling, this was not a response she had ever seen from her dog. Child A was standing by the gate, and stuck his hand through the gate, Korra lunged toward the gate as if she was going to nip the child but did not. Ms. Barnett called her husband home from work to come and sit with Korra for the remainder of the day. When Child A's mother arrived to pick up Child A, she was an hour and half late. Ms. Barnett advised Child A's mother, her dog was not responding well to Child A, and she could not continue to watch him. Child A's mother was reported to be very upset, yelling and insisted on bringing her child back, even though Ms. Barnett had explained the dog was barking and growling at Child A. Ultimately Ms. Barnett declined to continuing watching Child A and mother was upset and left. Ms. Barnett denies her dog has responded this way to any other child, all her parents know about Korra and have met Korra. Ms. Barnett provided the child information cards for the children enrolled. On 3/1/2022, I attempted to call Child B's mother, who indicated she was currently working and requested a call back after 2:00 PM. On 3/1/2022, I attempted to call Child C's mother, no answer, however a voicemail was left requesting a call back. On 3/1/2022, I attempted to call Child D's mother, no answer, however a voice mail was left requesting a call back. On 3/1/2022, I attempted to call Child E's mother, no answer, however a voice mail was left requesting a call back. On 3/1/2022, I attempted to call Child F's mother, no answer, however a voice mail was left requesting a call back. On 3/1/2022, I received a call from Child F's mother, interview was conducted. Child F's mother was advised of the complaint and stated "really, her dog is not aggressive at all." Child F's mother reports they have never had any issues with Ms. Barnett, or Korra. Ms. Barnett is wonderful, and they love her very much, they have no issues and wouldn't trust anyone else to watch Child F.
