    On 11/04/2022, I conducted an unannounced onsite inspection. I interviewed child care staff member and licensee Julie Krekelberg. Ms. Krekelberg expressed that she always provides appropriate care and supervision of all her child care children and is taken aback by this complaint. Child A and Child B are twin 9-month-old twins who were enrolled only for a short period of time from 09/12/2022 to 10/18/2022. Child A and Child B were fed on demand and napped regularly. Ms. Krekelberg did her best to follow Child A & B Mother's requested schedule. Ms. Krekelberg provided a copy of Child A and Child B's feeding schedule that was handwritten by Child A & Child B's Mother. Child A and Child B's feeding schedule lists that they should eat 6 ounces of baby formula every 4 hours and offered baby food twice a day between the hours of 12:00 p.m. to 4:00 p.m. I was able to review Ms. Krekelberg's Brightwheel feeding and napping online documentation that is provided to the enrolled children's parents and verified that the feeding and napping documented for Child A and Child B while they were in care was consistent with the feeding schedule provided by Child A & B's Mother. Ms. Krekelberg explained that her mother is her documented emergency contact, and all her parents are made aware of this. On November 1, 2022, Ms. Krekelberg's son's school called to inform her that he had a headache. Ms. Krekelberg informed all the parents that had children in her care that day via group text message that she needed to go to her son's school to administer medication for her son and would return immediately. Ms. Krekelberg had her mother come over and she returned from her son's school in 15 minutes. Ms. Krekelberg provided her phone, and I was able to verify through the group text to her parents that she informed her parents that her mother was going to supervise the children for a short period of time during child care hours due to family emergency. Ms. Krekelberg explained that she has utilized her mother in this capacity only twice that she can recall and properly notified the parents. In addition, Ms. Krekelberg also ensured that her mother was fingerprinted as an extra cautionary step. I was able to verify that Ms. Krekelberg's mother has been fingerprinted and found to be eligible. On 03/10/2023, I interviewed Child C's Father. Child C's Father explained that he has never had any concerns over Ms. Krekelberg's care and supervision of his child or any of the children in her care. Ms. Krekelberg is an excellent communicator that utilizes Brightwheel and group texts to inform parents of daily feedings, naps, and highlights of their day. There has never been an issue with Ms. Krekelberg failing to feed the children in her care or not offering naps. In addition, there was only two times that Ms. Krekelberg had to utilize her mother as the emergency contact for a short period of time. Ms. Krekelberg properly notified all the parents of her family emergency, provided the time frame of when she was leaving and when she 3 returned with her mother being the emergency person. Ms. Krekelberg is always present, providing the care for the children, and when she had an emergency, she properly informed the parents of the situation. On 03/10/2023, I interviewed Child D's Mother. Child D's Mother expressed that she has had her child enrolled with Ms. Krekelberg for five years between her old house and her current home. Child D's Mother has never had any concerns of inappropriate care and supervision. Ms. Krekelberg communicates appropriately about the children's daily feedings and naps. Child D reports that most of the children nap regularly and everyone is fed by Ms. Krekelberg. In addition, Ms. Krekelberg communicated with the parents that she had to utilize her mother as an emergency contact twice and it was for a short period of time.     On 0810312022, l initiated my investigation by conducting an unannounced onsite inspection where I informed Ms. Krekelberg that an investigation has been opened and reviewed the events that lead to the allegation. Ms. Krekelberg expressed shock and surprise that such an appalling allegation against her would be filed. Ms. Krekelberg denied the allegations and expressed she would never inappropriately discipline a child with the intent to inflict any kind of harm to her child care children. There were six children in care with Ms. Krekelberg's also present in the home at the time of the alleged incident. I attendance for July 28, 2022, and Ms. Krekelberg explained that Child D (~ ) was present on that day and also a witness. The licensing investigation process was explained to Ms. Krekelberg which will involve and possibly law enforcement because of the nature of the ion. Another e inspection will be conducted with the assigned and interviews would be done at that time. Ms. Krekelber agreed o cooperate with the investi ation. Per the Child A and (Child B) and (Child C) are no longer enrolled in Ms. Krekelberg's care. Child A; Child B, and Child C had been in Ms. Krekelberg's care since they were born and have been providing care to for nine years. The four children during the onsite inspection were visibly bonded, comfortable, and relaxed with Ms. Krekelberg. On 08103/2022 Child A's Father and Child A's Mother was interviewed with Child A's Father and Child A's Mother expressed a Child A and have not been in Ms. Krekelberg's care since July 28, 2022 and will not 5Tetuming. On July 28, 2022, Ms. Krekelberg called Child A's Father indicating that Child A was not feeling well and that he needed to be picked up. Ms. Krekelberg further explained to Child A's Father that Child A was thrashing on the floor and was inconsolable—he would thrash and then calm down and then repeat the cycle. When Child As Father arrived at Ms_ Krekelberg's home to pick Child A up, he noticed Child A had a small bruise that appeared to look like a rugburn on his forehead. Child A was taken to his pediatrician for his well-being check on July 29, 2022, with and her did not e a complaint or abuse or neglect with Child A's Father and Child A's Mother were advised a a law C] enforcement referral has been made and requested that they cooperate with and law enforcement during the investigation. On 0810412022, a home visit and face to face contact was made with Child A by Child A was observed to be clean and there were no observable marks or bruising. On 0811812022, 1 conducted a conference call with to coordinate interviews at Ms. KrekelbergRome. ChildWoer provided a copy of a picture taken on the day of the alleged incident of Child A. The picture shows a red mark on the right side of Child A's head near his hairline, a vertical bruise on his forehead just right of center with maybe some broken blood vessels, and what appears to be broken blood vessels on his forehead just left of center. Child A was taken to his scheduled well-being check on July 29, 2022, and Child A's did not have any concerns of abuse since the injury on Child A was not consistent with the story provided to If the story was true that Ms. Krekelberg picked up Child A by his feet and slammed him down on the floor, Child A would have had far more severe injuries. Child A would have had brain damage which was not observed during the well-being check on July 29, 2022, per In addition Child A's Child C, who allegedly witnessed this incident, participated in a interview with the assigned on August 17, 44"'.
