On 03/13/2023 I spoke to the complainant who reported knowing a lot of people on the Island and does not want people to be retaliated against. Regarding the no background checks for Ms. Lisk and a woman that has an infant who breast feeds in the classroom. There is a total of five or six people that rotate in and out of the classroom. The complainant is aware of a parent who helps in the classroom and did not have to do a background check. The biggest concerns when children are changed, they are asking children where they want to be changed and they throw them on the floor wherever they want to be changed. There is no designated spot. When they use the mat the area is not always cleaned. Wherever the child points that is where they are 2 changed. The person who does the changing is an older lady and or Ms. Lisk. There is a rule at the school that parents are not allowed to come in the school other than drop off or pick up time. The staff member that breastfeeds brings the child to work with them every day and feeds the child in class in front of the children without a cover. A staff member commented that nothing would be done because no one is going to come to the island. On 03/20/2023 I was on site and interviewed Katherine Lisk, Lisbeth McGregor and Heather May. Katherine Lisk is the licensee designee. Ms. Lisk reported the adults in and out of the classroom on a regular basis are herself and child care staff member Lisbeth McGregor. There are other staff including Amy Peterson principal, Justin Badick, Lance Greenlee, Heather May, "T.J" whose real name is Thaddeus Rogella, Laurera Ullery, Rachael Lader, Caroline Bador and Jennifer Pool. She reported these individuals are paid by the intermediate school district and do not have child care background checks or required trainings. Ms. Lisk reported parents are allowed inside of the classroom for observation once they check in with the office. She added there were restrictions when covid was bad but now that it is easing up parents are allowed in. She does not allow anyone in her classroom before 8:05 am. I informed her per her license the center cannot care for children prior to 8:30am. Ms. Lisk stated there is only one child in the classroom who requires diapering. The child is always changed in the same area which she has been doing since she was cited during the last renewal. She denied that the child is ever changed in random areas. The area is just outside of the bathroom because the bathroom is too small for two people. They wear gloves and place him on a mat for changing. Once they are finished, they wash the child's hands, clean the pad with a Lysol wipe, let it air dry, remove the gloves and wash their hands. All staff are responsible for changing this child. She added there was a time last year when a former staff member changed the child on a bench outside of the classroom. When asked about a staff member bringing their child to the child care room, she stated Jennifer Pool does bring her child to the classroom when she subs. She denied that there is any paperwork or that the child is registered. There was one time a year ago when she breast fed her child in the center during nap time. She said no children saw her and they had a conversation about it and she has not done it again. The classroom is always cleaned properly. Lisbeth McGregor reported there are usually three adults in the classroom. The adults are Ms. Lisk, herself and either Caroline who is there Monday, Tuesday and Wednesday or Jennifer Pool who is usually there Thursday and Friday. There is one enrolled child who has staff take them for physical and occupational therapy services. They are not signing the child out and the parents did not provide a permission slip. The 3 staff are Laura or Rachael (she isn't sure which service they provide) "T.J" does speech therapy for several children. All services are provided through the intermediate school district.
