    On 9/20/22, I spoke with the complainant regarding the allegations. According to the complainant, Ms. Marquez caused Child C emotional distress when she contacted his parent on 07/22/2022. There was no need for Ms. Marquez to contact Child C's parent as he was not having any behavior problems. She spoke to Ms. Marquez and tried to explain to her there was no reason for the call. After the incident, the complainant was placed on leave and was not called back to work. On 12/08/2022, I spoke to CCSMs, Piper Sata, Alexandra Rodriguez, Mr. Gimson, and Child C and D (10-year-old, male)'s Mother regarding the allegation. According to Ms. Sata, she was unaware of the incident between Ms. Marquez and Child C. She could recall that there were some behavioral issues with two younger children that was attending the center however, she did not work with them. She stated that she only had one encounter with Child C when the children were outside playing. Child C's group lined up to come inside and Child C ran away from the line and towards the street. Ms. Santa ran and grabbed him and carried him back to his group. Child A was not injured during this incident. Ms. Sata stated that the center did not discipline the children at the center. They talked with the children or ask them to go to the break box. The children's parents were only called if needed (i.e., if something physical occurred between the children, or between the children and a CCSM. According to Ms. Rodriguez, Child C was in the younger group of children. She was unaware of Ms. Marquez causing Child C any emotional distress. Ms. Parker was the CCSM that worked with the younger children. She was assertive and angry when working with children. Ms. Parker yelled at the children, and she would make them cry. Ms. Parker would threaten the children and say she would beat them. She talked to the children like they were her own children. Ms. Parker told Child C to fear the white man. According to Mr. Gimson, there were several children that displayed aggressive behaviors. Some of them were removed from the program due to safety risk. Child C also had behavior issues, but he remained in the program, and they work with him. Ms. Parker was upset that Ms. Marquez called Child A's Father due to his behaviors he was displaying that day. Ms. Parker discussed her concern with Ms. 611 W. OTTAWA. P.O. BOX 30664. LANSING, MICHIGAN 48909 www.michigan.gov/lara . 517-335-1980 Marquez, while Child C was present. After the inappropriate conversation, Ms. Marquez came over and talked with him. Mr. Gimson reported the conversation but was told to leave it to the supervisor to address it. He never talked to Ms. Parker about it. Mr. Gimson stated that he tried to supported Ms. Parker but don't think the company handled the situation appropriately regarding the allegations of racial discrimination. There was no instance where Ms. Marquez made Child C cry. At times Ms. Marquez could be harsh and strict with discipline, but she was appropriate with the children. According to Child C's Mother, both of her children, Child C and Child D attended the center this summer. She was at the center often due to Child C's behavior. Child C was problematic, and he did not follow the rules. However, the staff did an amazing job working with Child C. She believes that the CCSMs went above and beyond to work with her, and Child C. Child C's Mother did not have any issue with CCSM, Ms. Marquez. She felt like she was trustworthy and that she worked well with Child C. Child C's Mother seen Ms. Marquez interact with the children and felt like her interactions were appropriate. Her only concern was when she was notified that a CCSM said something inappropriate in front of Child C. The center notified her of the conversation, and they apologize. Child C's Mother was told that a CCSM stated that, "Black people teach their children not to follow the authority of white people." Child C's Mother stated that the CCSM were young at the

    On 9/20/2022, I spoke with the complainant regarding the allegations. On 07/06/2022, Ms. Corak refused to feed Child A and Child C. The complainant stated that Ms. Corak told Child A he could not have breakfast and had to wait to eat lunch. She did not like that, so she started bringing food to the center because the children were hungry. According to complainant, the center was supposed to feed the children breakfast, but the food was not always provided. On 12/08/2022, I spoke to CCSMs, Piper Sata, Alexandra Rodriguez, Mr. Gimson, Child A's Mother, Child C and D's Mother regarding the allegation. According to Ms. Sata, the center provided breakfast each morning between 8 and 9 AM. At the beginning of the summer, the children ate together in the large room but then separated into smaller groups, so there would be less confusion. Each morning, the children were provided with granola bars, applesauce, cereal with milk, and fruit. Each child picked an item to eat, however, it may not have been the same food item. According to Ms. Rodriguez, all the children were provided breakfast at the childcare center. They met in the main room, and even if a child was late, they made sure that they were given something to eat. According to Mr. Gimson, Ms. Corak, never withheld food from any of the children. The center provided enough food for each child to eat. If they were short on snacks or a child left their lunch, Ms. Fry and Mr. Gimson will go out and get food to make sure they had enough for every child. Child A, Child C and D's Mother stated they had no concerns regarding the allegations. Their children were fed breakfast and snack each day. On 12/14/2022, I spoke to Ms. Marquez and Ms. Corak regarding the allegations. 611 W. OTTAWA. P.O. BOX 30664. LANSING, MICHIGAN 48909 www.michigan.gov/lara . 517-335-1980 According to Ms. Marquez, to her knowledge, this allegation did not occur. The center provided breakfast and snack daily to the children. There were times the snack was late because Ms. Fry had to purchase additional snack to ensure all the children was provided something. According to Ms. Corak, she does not recall telling Child A he could not have breakfast. She stated if a child arrived at the center while breakfast was being served, they were provided with something to eat. Even if they ran out of Cheerios example, some other item was offered to them. If a child arrived after 9:30 a.m. and breakfast had been served, they had cleaned up and they were working on an activity, she could have told a child that lunch was at 11:30 a.m. Ms. Corak stated she would have asked them additional questions and offered them something from the lunch menu if they could not wait.
