    R 400.8125 · R 400.8125 ( Staff; volunteer; requirements. (1) All staff and volunteers shall provide appropriate care and supervision of children at all times. iNI IEi It is determined that CCSM, Ms. Wierimaa, did not provide appropriate care and supervision to Child A when she pulled the towel off Child A's head, pulling his braids. Based on statements from the random parents, Child A and CCSM Ms. Markahm, it was determined that CCSM, Ms. Wierimaa has not been appropriate when communicating with children and parents when attempting to address behavioral problems.

    I conducted an unannounced inspection to the center on 07/15/2022. 1 interviewed the Licensee Designee/Program Director, Ms. Jennifer Kesler. She submitted the incident report to the department on 07/13/2022. Ms. 2 Kelser said on 07/13/2022 she received an email from Child A's (7-year-old Male) Mother informing her about Ms. Laura Wierimaa pulling Child A's hair. The email requested that she speaks to Child A regarding the incident. Ms. Kesler then spoke to Child A and he informed her that on 07/12/2022, Ms. Wierimaa pulled his hair really hard and that it hurt his head. He also stated that Ms. Wierimaa is "really mean" to him and Child B (7-year-old Male) all the time and that she hurts their feelings a lot by limiting their toys and getting meaner each time. Child A was able to say where they were and what they were doing at the specific times that he felt Ms. Laura was rude and mean to them. On 07/11/2022, Ms. Marranda Capener, the site Licensee Designee, came to the school to speak to Ms. Laura about the concerns and her job responsibilities. While on-site, I also interviewed Child Care Staff Member, Ms. Amanda Markham. She stated on 07/12/2022 there was a lot of kids with towels on their head as they had water play that day. She did not see the incident about Ms. Wierimaa pulling off Child A's towel but does not know why Ms. Wierimaa would take Child A' towel off his head. She said they had about 13 children ages 6-7 years of age, and they all had returned from water play. Ms. Markham stated that she thinks Ms. Laura doesn't know how to verbally communicate to the kids when there is a behavior concern. She also received an email from Child C's (6-year-old Male) Mother about Ms. Laura telling her that her child was "very very bad". There are two kids that always express to her that Ms. Laura is not kind to them and that she limits their activities. She also stated that the program had started three weeks prior and there had already been Ms. Markham provided a written statement tha stated Ms. Wierimaa doesRno ave the proper tone with the children, she is very short and indirect with the boys in the classroom. I called Child A's Mother on 08/10/2022. She stated that Child A informed her on several occasions that Ms. Wierimaa had singled him out. She felt that it was due to his behavior. He was not happy going to the program due to his interactions with Ms. Wierimaa. She later had two separate interactions with Ms. Wierimaa and she felt that she was very rude to her. Child A informed her that one day after water play, he had a towel on his head. Ms. Wierimaa started pulling up on his towel repeatedly. His hair is cut in a Mo-hawk style and is longer at the top. His hair was caught in the towel, and she was pulling his hair. His head ached from her actions. Ms. Wierimaa was not at the location for a while but has since returned. Child A has had nightmares since her return to the location, although her interaction with him is limited. I called Child B's Mother on 08/10/2022. She stated Child B has brought nothing to their attention that would warrant a problem or concern. Child B has stated that Ms. Wierimaa doesn't seem happy or friendly and that she is rude to them. I called Child C's Mother on 08/10/2022. She stated that at pick up one day Ms. Wierimaa informed her that Child C was "very very bad all day". But that she would not give her any details about it. Child C's Mother said she noticed that often times 3 at drop off, Ms. Wierimaa would appear to already be mad at Child C. She saw Ms. Wierimaa yell at him for no reason and then noticed that she would tell Child C to do something, but before he could process the information, she would yell at him. Child C didn't like the program but was doing much better since Ms. Wierimaa was no longer at the center. I called Child Care Staff Member Laura Wierimaa on 08/1012022 and left a voice mail message. She contacted me on 08/11/2022 after I called the center again requesting that
