On 10/18/2021, I interviewed program director, Cheryl Bowles. She said on 10/13/2021, child care staff member, Lenora Palus immediately reported that Child A's Mother came to her at drop off concerned. Child A told her mother Child B touched her "va-jay-jay". Child A's Father picked her up at the end of the day and her pants were unbuttoned. Child A said someone was bothering her at naptime. She then said Child B touched her "va jay-jay". Ms. Bowles informed Child A's parents that she would investigate the allegations. Child A and Child B were interviewed separately by the school social worker. Child A was inconsistent. Child B said he touched Child A's bun-bun (bunny). Child B was not responding well. He could not respond to questions asked regarding the allegation. He did understand (buddy) meaning his bottom. Ms. Bowles stated during naptime two CCSMs walk the room. There was a table that separated Child A and Child B during their nap. I interviewed CCSM, Lenora Palus. She said Child A's Mother and Father spoke with her regarding the allegation. Child A and Child B rested next to each other separated by the table in the house area. There are three children that rest in the house area. Child B often plays around and tries not to fall asleep. Child A falls asleep each day. This day, once the lights were back on, she noticed Child B's blanket on Child A's cot. Child B was still awake; however, Child A fell asleep at the beginning of rest time. CCSM's cannot see the children in the house area unless they popped their head up from the cot. Therefore, CCSMs position themselves where someone can see the children throughout the classroom. CCSM's walk around and hand out books or fidgets to the children not sleeping. Child B was provided a book to read. Ms. Palus did not witness anything inappropriate between Child A and Child B. Child A and Child B no longer nap near each other. I interviewed CCSM, Rana El-Sayed. She was at the door when Child A's Mother arrived and asked to speak with someone. Ms. El-Sayed did not speak with her regarding the allegation. On the day in question, Ms. El-Sayed walked around and watched the children. She did not observe anything out of the norm. She went on break and returned a half hour later. There were two CCSM's in the classroom during naptime. She never sat down when she returned from her break. Ms. El- Sayed walked around to make sure that the children were doing fine. Child A usually ask for assistance with her button on her pants. She did not ask her for help with her pants on this day. Ms. El-Sayed said, "she cannot see Child B doing such a thing to Child A". I interviewed CCSM, Stacey Page. She was sitting by the restroom next to one student who would not stay on her cot. She switched places with Ms. Palus and began watching the other children. Child A's head popped up, but she asked her to 3 lie back down. She never had to say anything to Child B. She did not witness Child B touch Child A during nap time. On 11/18/2021, I interviewed Child A's Mother. She was made aware of the allegations by Child A's Father. Child A was acting weird when he picked her up. He dropped Child A off at home and informed her that Child A's pants were unbuttoned when he picked her up. Child A told her mother Child B touched her "Vi-ja-jay". She said he kept taking her bun bun (bunny) away from her. Child B put his hand where her bunny was and put his hand down in her underwear. Child A's Mother asked her to show her what Child B did. Child A's Mother brought the allegations to Child A's teacher the following morning at drop off. Child A identified Child B at drop off. Child A sat next to Child B and looked terrified. Child A is aware of her private parts and knows if someone touches her to tell. She was informed the allegations would be investigated. Child A is still enrolled in the center. On 10/19/2021 and 11/18/2021, I attempted to interview Child B's Mother. I left a message but have not received a call back.
Child A (4-year-old female) stated that Child B (4-year-old male) bothered her at nap time and touched her "va jay jay". Child C fell off a chair while sitting backwards hurting her private area.
