R 400.1902 · 1 R 400.1902 Applicant; licensee requirements. (2) An applicant or licensee shall be of responsible character and shall be suitable and able to meet the needs of children and provide for their care, supervision, and protection.
On January 5, 2023, I completed an on-site inspection from 10:00 a.m. to 10:45 a.m. I spoke with licensee Carmen Pearl. Ms. Pearl stated she does not use marijuana or any other substance/drug. Ms. Pearl stated no one comes to her home and uses marijuana or any other substance/drug. She has never noticed any odor of marijuana at pick-up, drop-off, or any other time. I observed the main level of the home and the basement of the home and did not have any concerns. I observed the home is meticulously neat, organized, clean, and there were no odors in the home. Ms. Pearl teared up and was surprised that this allegation was received regarding her home. On January 5, 2023, I spoke with Child A and B's Father. Child A and B's Father stated his children have been attending Ms. Pearl's licensed child care for six 2 months and they have had a pretty good experience. He has never smelled any odors or unusual smells at the home. He feels Ms. Pearl is on it when it comes to keeping the environment clean, teaching his children, and caring for the children. Child A and B's Father stated he has no concerns with supervision or any of the care his children receive at Ms. Pearl's home. On January 5, 2023, I spoke with Child C's Father. Child C's Father stated his son has been attending Carmen Pearl's licensed child care for approximately eight months and it has been great. He has never smelled any odors in the home, and she is very clean. He has no concerns with supervision or any of the care his child receives at Ms. Pearl's home.
On December 30, 2022, at pick-up time the home smelled of marijuana.
