On February 27, 2022, I made an unannounced onsite inspection to the child care center. I met with the program director Gracie Snyder and made her aware of the allegations in the complaint. Ms. Snyder stated the center has one 17-year-old volunteer; however, she is never left alone with children. I asked specifically if the volunteer was alone with children on February 18, 2022. Ms. Snyder stated she definitely was not alone with children on February 18th or any other day. 2 During the onsite inspection I interviewed child care staff member Donna Cochrane. Ms. Cochrane is the infant room lead caregiver. Ms. Cochrane stated they have one volunteer in the center and yes, she is 17 years old. I asked if she has ever seen the volunteer alone with the child care children. Ms. Cochrane stated she has never seen her left alone with children, there is always an adult child care staff member present. On February 27, 2022, I interviewed child care staff member Briana Heard. Ms. Heard has worked at the center since November 1, 2021 and works in the infant room. Ms. Heard stated she is unaware of any volunteers working at the center and she has never seen any of the child care staff members working alone with children. On February 27, 2022, I interviewed child care staff member Willow Abbott. Ms. Abbott started working at the center in January 2022. Ms. Abbott stated she is unaware of any volunteers at the center. I asked Ms. Abbott which classrooms she works in, and she stated she works in the infant room, and they don't have any volunteers in the infant room. On February 27, 2022, I interviewed child care staff member Keyanna Arrington. Ms. Arrington works in the infant and preschool classrooms. Ms. Arrington stated she has never seen any underage volunteers left alone with children. On February 27, 2022, I interviewed child care staff member Danielle Perez. Ms. Perez has worked at the center since September 2021. She primarily works with the younger toddlers. Ms. Perez stated she has never seen a volunteer left alone with children; however, she was not at work on February 18, 2022, so she does not know what happened that day. On February 27, 2022, I interviewed child care staff member Sydney Jerkins. Ms. Jerkins has worked at the center for three years. Ms. Jerkins stated the daughter of one of the child care staff members volunteers at the center and she is not 18 years old. Ms. Jerkins went on to state the underage volunteer is sometimes alone with children in the classroom at the end of the day. On February 27, 2022, I interviewed child care staff member Traci Snyder. Ms. Snyder stated that she does the scheduling for the center. Her daughter is 17 years old and does volunteer at the center. She is never alone with the children, and she does not count her in ratio. She was never alone with children on February 18, 2022, there are always two or three child care staff members with her. On February 27, 2022, I interviewed child care staff member Jessica Martin. Ms. Martin works in the older toddler classroom. She did not realize the volunteer wasn't eighteen, but she has never seen her alone with children. During the onsite inspection on February 27, 2022, I interviewed child care staff member Emma Clothier. Ms. Clothier stated she has worked at the center a month 3 and a half. She generally works in the beginning preschool classroom or the older toddler classroom. I asked Ms. Clothier if the center has any volunteers. She stated they have one volunteer. I asked if she knew how old the volunteer is, she stated she did not know her age. I asked if she knew of any occasions if the volunteer was alone with children. She replied that she did not know of any occasions that the volunteer was alone with children. During the onsite inspection I reviewed the child care staff members schedule and attendance logs for February 18, 2022. The center had adequate child care staff members scheduled throughout the day and there were no call ins noted o

R 400.8103 · R 400.8103 Definitions. (i) "Unsupervised volunteer" means an individual who is 18 years of age or older, who provides service for a child care center that is not compensated, and who has been determined eligible by the department to be unsupervised with children.
On February 27, 2022, I made an unannounced onsite inspection to the childcare center. I discussed the allegations in the complaint with the program director Gracie Snyder. Ms. Snyder stated that there are times in the morning she places children in the buggy and walks with them until additional child care staff members arrive. Ms. Snyder stated that it is also true that they have placed child care children in the buggy and walked from the classroom to the outside of the center to grab the grocery delivery. When they do this, they walk the children outside in the buggy and then drop them off to their classrooms as they enter back into building. During the onsite inspection I interviewed child care staff member Briana Heard. Ms. Heard stated she has worked in the center since November 21, 2021 and works in the infant classroom. Ms. Heard stated that her classroom is always in "State ratio." Ms. Heard went on to explain Morgan's ratio is smaller than the "State" required ratios and sometimes because of child care staff member shortages they are not able to maintain Morgan's ratios. Ms. Heard stated that she has never seen child care children just sitting in the hallways in the buggies. The children in her classroom do not use the buggies, because they are too young for them. Ms. Heard added that she has worked places that have had ratio issues and she is glad that has not been a problem at this center. During the onsite inspection on February 27, 2022, I interviewed child care staff member Willow Abbott. Ms. Abbott stated, "The allegations are absolutely not true they are never out of ratio and even when they use the buggy's they are still in ratio." I asked what she meant, and she explained there are never more than four children on the buggy with one child care staff member. Ms. Abbott went on to state that most of the time the buggies are used to calm the children and not to maintain ratios in the classrooms. She has never seen children just sitting in buggies and never seen them sitting in or near the office. During the onsite inspection I discussed the complaint allegations with child care staff member Keyanna Arrington. Ms. Arrington stated, she works in the infant and preschool classrooms. Ms. Arrington stated, "I agree with the allegation that the center is short staffed, just like everyplace else, but the allegation that the center is out of ratio is not true. We are always in ratio." Ms. Arrington went on to say she has never used a buggy for ratio purposes. I asked if the volunteer is ever counted in ratio and if in February she was alone caring for children on February 22, 2022. Ms. Arrington stated that they only have one volunteer, and she has never seen her alone with children, nor does she count in ratio. On February 27, 2022, I interviewed child care staff member Danielle Perez. Ms. Perez works in the young toddler classroom and stated she has worked at the center since September 2021. Ms. Perez stated she has "never seen classrooms out of 5 ratio nor has she seen a two-year-old placed in a preschool classroom." I asked Ms. Perez if they place the child care children in the buggies to maintain ratio. Ms. Perez stated there are times at the end of the day when child care staff members have to leave early, and parents don't arrive to pick up on time that someone may take the children for a walk in the buggy to maintain the ratio in the center. On February 27, 2022, I interviewed child care staff member Sydney Jerkins. Ms. Jerkins stated the center is always show staffed and they try to stay in ratio by placing the children on the buggy. In the mornings they place the children in the buggy and walk around with the children for thirty minutes or more. I asked how many children are in the buggy when they are walking around, she stated there are between four to six children on the buggy depending upon their age.
