On August 3, 2023, I completed an unannounced on-site inspection. I individually interviewed licensee Michelle Matt and Child Care Staff Member (CCSM) 1. Mrs. Matt denied putting a child in time out in the laundry room. Mrs. Matt stated that children are not allowed in the laundry room or the area of the home where the laundry room is located. She keeps this area blocked off with a safety gate. Mrs. Matt stated that the form of discipline utilized is Love and Logic. If a child is doing something that they are not supposed to do a CCSM may say Uh oh, that's so sad." The child is given time to correct the behavior. Time out is utilized as a last resort with children ages 3 and older. Time out occurs in the hallway adjacent to the kitchen, which is an open area, which allows CCSM's to observe the children. The laundry room was observed to only contain a washer, dryer, and clothing. A safety gate was also observed in the kitchen preventing access to the laundry. The hallway utilized for time out was observed to be an open area. CCSM 1denied observing Mrs. Matt put a child in time out in the laundry room. CCSM 1 stated that children are not allowed in the laundry room. She also stated that the form of discipline utilized is Love and Logic. Time out is utilized as a last resort with children ages 3 and older. Time out occurs in the hallway adjacent to the kitchen. On August 30, 2023, I spoke to Child A & B 's Mother. She stated that her children never reported observing Mrs. Matt put a child in time out in the laundry. On September 1, 2023, I spoke to Child C's Mother. She stated that Child C never reported observing Mrs. Matt put a child in time out in the laundry. She stated, "Child C is very verbal and doesn't let things go and she would have told me if someone had to go to the laundry room." 10

Child care staff members Danielle Lewis and Gabriella Honesto both denied observing the dogs growl at the parents and children. They both denied observing them to jump on the children and knocking them down. They both stated that the dogs only come into the play area downstairs to go into the bedroom. During my on-site inspection both dogs were in their crates. The did not bark or growl while I was present in the home. They were not observed to be aggressive. On January 10, 2022, I spoke to Child A & B's Mother and Child C's Mother. They both denied observing the dogs growl at them or their children and described them as friendly. They both stated that their children have never reported the dogs have jumped on them and knock them down. Child A&B's Mother stated that her children have told her that they wanted the dogs to be their pets. On January 12, 2022, I spoke to Child D's Mother and Child E's Mother. They both denied observing the dogs growl at them or their children and described them as friendly. They both stated that their children have never reported the dogs have jumped on them and knock them down. APPLICABLE RULE 1 R 400.1936 Animals and pets. (2) Animals and pets that are potentially aggressive or in poor health shall be separated from children in care at all times. z ..... ............................................ ANALYSIS: The two dogs in the home were not observed to be aggressive and were reported to be friendly. Ms. Matt, the adult household members, child care staff members and parents of children all confirmed that the dogs do not growl at the parents or children. They stated that the dogs are friendly and do not jump on the children knocking them down. CONCLUSION: VIOLATION NOT ESTABLISHED IV. RECOMMENDATION I recommend no change in the license status. On 05/15/2023, I completed an unannounced onsite inspection to Michelle Matt's home. I interviewed licensee Michelle Matt. Ms. Matt said the discipline policy they use at the child care home is love and logic. If a child is doing something they aren't supposed to be doing, the CCSMs give the child a warning by saying, "Uh oh, that's so sad." If the behavior continues, the child will get put in a "time away" if they are under the age of 3 and a time out if they are over the age of 3. Ms. Matt explained the difference between time out and time away is that in time out, they sit in a different room against the wall for one minute per age. If a child is put in time away, they will sit in the same room as the rest of the children but will sit next to the child care staff member and away from the other children. Ms. Matt has them sit by her until they calm down or stop the behavior. Time away is only used if a child hits with a toy, hurts one of the other children, or throws a tantrum. They are pulled off to the side until they calm down and then a CCSM will talk to them. An example Ms. Matt gave is if a child was hitting, the child would get moved away from other children and sit next to her until they calmed down. She would then talk to the child about their behavior. Some children receive time away once or twice a day. Ms. Matt does not consider time out and time away the same because if they are in time away then a CCSM is always with the child and if they are in time out, they are by themselves against the wall. I interviewed CCSM 1 who has been employed with Ms. Matt for over a year. The discipline policy of the child care home depends on the situation and the age of the child. For children ages 2 to 3 years old, the child gets a time away which means they sit next to the CCSM until they calm down. The children do not get to play with toys in time away. The CCSM talks to the child after they calm down. Children over the age of 3 get "R & R" which means rest and revise. The child stands or sits against the wall by themselves for one minute per age. It gives the child time to think about their choices. Children under 2 years old are not disciplined. CCSM 1 said that she rarely gives a time away and that is not the first thing they go to for discipline. Time away may be given once or twice a week but it's not an everyday occurrence and it has to be given for a valid reason. I interviewed CCSM 2 who has been employed with Ms. Matt for two months. CCSM 2 said she wasn't sure what the discipline policy was but thought that children under the age of 3 don't get time away. If a child is doing something they aren't supposed to be doing, the CCSM gives the child options of other things to do. CCSM 2 likes to take the child away from the situation and talk to them about why they made that choice so next time they can make a better choice. For children under 3 years of age, CCSMs talk to them and try to get them to understand why they are in trouble and figure out what is the best way to help them. Children over the age of 3 may get time out once or twice a week but CCSMs usually don't have to tell children to do something more than once. I interviewed Child A's Mother, Child B's Mother, Child C's Mother and Child D's Mother. They all stated that the CCSMs at Ms. Matt's house use time out and time away with all children. They all felt that time out and time away were the same thing. The children sit away from the other children for one minute per age and then the CCSM speaks to the child about their behavior. I viewed Ms. Matt's discipline policy. The policy states that "time out will not be used for children under 3 who may or may not understand the concept of sitting in a time- out period." This is not consistent with the interviews with Ms. Matt, child care staff members and parents.
