On 10/27/2020, I spoke with On 10/29/2020, I completed an unscheduled on-site inspection at Ms. Payne's home with . We first interviewed Ms. Payne. She said she does not use physical discipline with the children. Ms. Payne said she has never asked the children not tell their parents about being physically disciplined, she said she is very "open," with her parents and "if they did not trust me, they wouldn't leave their children." Ms. Payne has a timeout bench that she uses as a form of discipline with children 3 years of age and older. On the table next to the time out bench is a small 2 minute sand timer. The children sit on the 1/2 bench until the sand at the top is at the bottom. Ms. Payne said Ms. Deborah Parkhurst is her assistant caregiver and uses the same form of discipline with the children. Ms. Payne said Ms. Parkhurst does not use physical discipline with the children. Ms. Shawn Fickies, volunteer, does not discipline the children. She assists Ms. Payne by going to 3 the local elementary school to pick up lunches for the children doing virtual learning. Ms. Payne also stated, Ms. Parkhurst, "doesn't usually discipline the children, she typically sends them to me but when she does it is just timeouts with the older children." The children under 3 years of age are just provided with redirection. Ms. Payne showed me a copy of her discipline policy which indicates she uses timeouts with children 3 years of age and older and does not use physical discipline. While we were interviewing Ms. Payne, Child A and B's Mother arrived with Child A. Child A and B's Mother said Child A has something was wanted to tell everyone. However, Child A would not speak and just buried face in mother's chest. Child • • A's Mother attempted to get Child A to talk by reminding it was "ok and was not • in trouble." Child A and B's Mother then said that the night before, Child A told her and father that lied and made up the story because was mad at some of ~ • friends. - and I then spoke with Child A and B's Mother in the back room. Child A and B's Mother said the children have been attending Ms. Payne's child care home for about . She said she was shocked by the allegations and did not want to call Child A "a liar," but what was said was," nothing like we have ever experienced." Child A and B's Mother said she has never had any concerns with the care Ms. Payne provides. For that reason, Child A and B's Mother and Father sat Child A down last night and asked to tell them exactly what happened. It was in that moment, Child A said was mad at some others at the child care because they did not want to play what was playing, and lied about being hit so did not have to go to Ms. Payne's home anymore. Child A and B's Mother said Child A has a history of "making stuff up." - Child A and B's Mother said the children will continue attending Ms. Payne's child care home, as she does not have any concerns and does not believe Ms. Payne uses inappropriate discipline. 4 We then interviewed Ms. Fickies, volunteer. Ms. Fickies is Ms. Payne's daughter. She said she has been helping Ms. Payne by picking up lunches from the local elementary school, for the school age children doing virtual learning. She sometimes stays and assists Ms. Payne but she is not paid. While she is in the home, she has never seen Ms. Payne or Ms. Parkhurst physically discipline the children. Ms. Fickies said, "She uses the timeout bench with the older children." She has never physically disciplined the children. Ms. Fickies added, the older children can bring their electronic devices and sometimes those will be taken away as well if needed. Ms. Fickies described Child A as a "very head strong" child. She said Child A gets mad easily and "if doesn't want to do something, won't do it." and I also interviewed Ms. Deborah Parkhurst, child care staff member. Ms. Parkhurst said she has been working for Ms. Payne for -. She has never seen Ms. Payne uses physical discipline with the children and s
