On 11/01/2021, I conducted an unannounced onsite inspection. I spoke with the program director, Alissa Walter and Designee, Rhonda Meyers. Ms. Walter shared the incident was brought to her attention immediately following the incident on 10/26/2021. She was informed by Child Care Staff Member (CCSM) Sara Root that Child B touched Child A's penis with her foot. This occurred during nap/quiet time. I asked Ms. Walter if there has been concerns regarding supervision by Ms. Root since her employment. She denied any concerns. She shared Ms. Root is the only CCSM in the classroom. I asked how many children were present during the day of the alleged incident as well as attendance documentation for 10/26/2021. Ms. Walter shared that the total enrollment for the pre-k room is 8 children. During 2 this incident a total of 8 children were present. I was able to confirm this information by the attendance records for 10/26/2021. I spoke with Ms. Rhonda Meyers regarding the alleged incident. She shared the incident was brought to her attention immediately following the incident on 10/26/2021. Ms. Root contacted both Child A and Child B's parents. Ms. Root shared neither parent expressed any concerns. I asked Ms. Meyers if any concerns regarding supervision have been brought to her attention regarding Ms. Root. She denied any concerns. I spoke with CCSM Sara Root. Ms. Root shared she's the CCSM in the Pre-K room, "Outstanding Otters." She's been employed at the facility since September 2021. She only has 8 children enrolled in her classroom and works alone. Ms. Root shared the incident occurred as the class was preparing for naptime. She shared some of the children do not nap. Those children are allowed to quietly sit and interact with one another. Child A and Child B were playing together near the kitchen area. Ms. Root was sitting at the table next to Child A and Child B. She was observing the classroom while writing an incident report for another child. She could see Child A and Child B's chest area and up, but due to them kneeling down in the kitchen area, she wasn't able to see their full bodies, but she could hear the interaction. She observed Child A get up from the area to use the restroom. Shortly after he returned to the kitchen area with Child B, another child informed her that Child A didn't have pants on. Ms. Root shared she immediately got up from the table and observed Child B pulling up his underwear and pants. His underwear and pants were at his thigh area. She asked both Child A and Child B what was going on and Child A walked away. Child B shared Child A asked her to touch his private parts with her foot and she didn't like it and didn't want to. Child A refused to speak with her about what happened and never answered her as to why his pants were pulled down. He actually denied that his pants were down. She spoke with both children about the importance of keeping their clothes on and not touching personal body parts. Ms. Root shared this was the first time she ever witnessed this type of behavior. This was the first time she observed Child A have his pants down. Ms. Root shared that she notified Ms. Walter and Ms. Meyers immediately following the incident. Ms. Root contacted both parents and shared the details of the incident. I asked if concerns were raised by either parent. She stated that concerns were not shared. On 11/02/2021, I spoke with Child A's parent. She confirmed knowledge of the incident. She shared Ms. Root called her and told her that her son, Child A asked Child B to touch his private parts. She said she felt confused because she doesn't know where that type of behavior could have come from. She doesn't believe he is trying to be sexualized. She believes since he's a boy, he is discovering himself. She shared he was in a different class a few months prior, and she was told that he was 3 touching himself, but they didn't express it as a concern. They even provided her with information about his development.
