I received allegations that the Toddler 1 classroom at Hometown Childcare had holes in the wall, and floor tiles were missing. The allegations stated the program director was aware of both and did not make arrangements to fix them but told child care staff members to cover them with tape and rugs. The complainant was called multiple times and did not return any phone calls for more information. On 04/14/2021, I made an unannounced onsite inspection at Hometown Childcare and interviewed the assistant program director, child care staff members and observed the classrooms. First, I spoke to Trisha D'Haene; assistant program director and she stated that she is aware of a spot in the Toddler 1 classroom that the paint is off the wall. This is due to the staff members hanging a large activity item on the wall with tape. The wall does not have an actual hole in it; the paint is just off from them tearing it off the wall. Regarding the tiles, Ms. D'Haene stated that the seams are coming unsealed, causing cracks in the tile. This has been happening progressively over the past month, but one area just recently cracked more. There is no actual tile missing from the floor. Ms. D'Haene stated that she put a large outdoor/indoor rug over it for now due to Ms. Pesch being on vacation from 04/01/2021-04/19/2021. Ms. D'Haene stated that Ms. Pesch always takes care of things right away when they break or need replaced. She stated she does not feel that things go without being repaired for long, and the repairman is Ms. Pesch's father and very accessible to help when needed. Next, I spoke to Haley McDonnell, childcare staff member in the Toddler 1 classroom. We spoke in the Toddler 1 classroom and she was able to show me the damaged wall and tiles. The wall is in the back corner where the cots are stored. Ms. McDonnell initially did not know what I was talking about when I asked about a hole in the wall. She stated the cots do bang up against the wall in one area and walked me over there. Ms. McDonnell stated that the wall used to be covered with a huge art area and they just recently removed it, causing the paint to come off. She stated there is one spot where more paint came off from the cots hitting it; she believes the children may have been "messing with it". This caused it to become a small hole. I took three pictures of the chipped paint and the hole. The hole is the size of a pinky finger, and the area of scraped paint is approximately 2 inches wide. Ms. McDonnell stated that the floors just happened a day or two ago. She stated she informed Ms. D'Haene; however, Ms. Pesch is out of town right now. Ms. McDonnell stated that she put a large rug over the tiles for a temporary fix until the tiles could get replaced or fixed. Ms. McDonnell stated that Ms. Pesch gets things fixed usually right away. She stated she is on vacation right now and that is the only reason she is not fixing it 3 right now. Ms. McDonnell stated that she has no concerns with the center getting things fixed and feels everything is completed quickly there. In my observation of the floor, I took four pictures: the first picture is of the whole tiled area in the classroom. The room has two large black rugs- one located at the back door leading to the playground and one slightly on the tile and carpet by the sink. Both rugs are covering areas that the tile has cracked. When lifting the rug near the sink, there is a tile that is cracked in half and has a small piece missing. There is another crack coming from the top and going across two other tiles. The tile is raised slightly; however, it is not missing any pieces. Under the rug by the door, there is a spot in the seams that are making the tiles rise and a small hole-like crack in it. These tiles all appear to be raising from underneath as if water is under them, causing them to crack and raise from the ground. On October 7, 2020, I called and spoke with the Complainant. The Complainant stated that on October 1, 2020, Child A (female, 28 months old) and another child were fighting over a toy. Child A scratched the child. Child care staff member, Ms. Gwendolyn Ginther, intervened and separated the children. Ms. Ginther held Child A's arms and said, "See if you like being scratched." Child A cried and repeatedly said, "Gwen, no hurt." The Complainant said Child A's arm did not have any marks, open wounds nor was it bruised, but it was red. On October 8, 2020, I completed an unannounced on-site inspection. I interviewed licensee designee and program director, Ms. Shannon Pesch, and child care staff 2 members, Ms. Ginther, Ms. Alexis Toppings, Ms. Diane Barber, and Ms. Molly Weigel, separately. Ms. Ginther is the lead child care staff member in the Toddler 2 Classroom. Ms. Ginther denies scratching or harming Child A. She remembers Child A had scratched another child over a toy. She separated Child A from the other child by holding her upper arms. She spoke to Child A and reminded her not to hurt her friends. Ms. Ginther admitted saying to Child A, "Do you want me to scratch you?" Ms. Ginther said she did not touch Child A. She is 100% sure that Child A's arm was not red. Ms. Ginther said Child A has the tendency to pinch, bite and scratch the other children in the classroom. She and the other child care staff members have tried talking to Child A and redirecting her. Ms. Ginther believes child care staff members, Ms. Jamie Andrews and Ms. Molly Weigel, were present during the incident. However, Ms. Andrews resigned and is no longer employed with the child care center. Ms. Toppings is a child care staff member in the Toddler 2 Classroom. She floats between classrooms and assists with coverage when needed. Ms. Toppings believes she was in the Toddler 2 Classroom when the incident occurred. However, she does not recall an incident between Child A and Ms. Ginther. She did not hear Ms. Ginther threaten Child A nor did she witness Ms. Ginther scratch Child A. Ms. Toppings said she does not believe Ms. Ginther would harm Child A or any of the children. Ms. Barber is a child care staff member in the Toddler 2 Classroom from 7:00 A.M. — 11:00 A.M. Ms. Barber did not observe or hear Ms. Ginther threaten Child A or any of the children. Ms. Barber said if a child is misbehaving, they talk and use redirection. Ms. Weigel is a child care staff member in the Toddler 2 Classroom. She was in the classroom when the incident occurred. She remembers hearing Ms. Ginther say, "How do you like to be scratched?" to Child A. Ms. Weigel did not see Ms. Ginther touch or harm Child A. Child A was upset and crying. Ms. Weigel did not believe Child A was hurt, so she did not check on her. Ms. Weigel said Ms. Ginther is quick to react and at times may not come across as professional. However, Ms. Ginther is not physical or abusive towards the children. I interviewed Ms. Pesch who said she does not have any concerns about Ms. Ginther and the children. She has never heard or observed any inappropriate behavior. 3 Ms. Pesch said Child A can get easily heated; she scratches and pulls hair. However, Child A understands when she's spoken to and can be redirected. Ms. Pesch said the child care center has cameras in the building. The cameras are brand new and there has been wiring issues. The camera application is supposed to hold 30 days' worth of footage. However, when Ms. Pesch pulled up the recordings for October 1, 2020 from the Toddler 2 Classroom, there were no video footage. During the inspection, I completed a face to face exit conference with Ms. Pesch.
